Directorate for Program Development The Central Planning Office (Think-Tank) of the Bureau of Jail Management of Penology.

MISSION:
A Directorate highly regarded for its professionalism and commitment in the development of the best researches, plans, policies, programs and doctrines for efficient and effective BJMP management and development of inmates and personnel. VISION:
To enhance development and provide effective and efficient management of inmates and personnel by crafting strategic plans, conducting significan

t studies and formulating relevant policies. OBJECTIVES:
• To strengthen research and program/policy formulation capacity and capability.
• To promote commercialization of research output/ livelihood projects.
• To develop human resource capacity and capability to conduct research, develop policies, programs and doctrines.
• To promote a culture for research, planning and program innovation/ development.
• To strengthen institutional framework for research and program development.
• To build competence for specialization in key plan emerging technologies related to jail management and inmate rehabilitation. FUNCTIONS:
• Assists the Chief, BJMP in the formulation and development of plans and programs to achieve the BJMP’s mission and objectives;
• Conducts research studies and gathers data for planning and programming purposes;
• Prepares position papers and recommends measures for the improvement of management processes in the BJMP;
• Coordinates with other staff in preparation of Operations Plan and Budget (OPB);
• Performs other functions as the Chief, BJMP may direct.
