The Local Water Utilities Administration (LWUA), through the Training Division of the Technical Assistance Department (TRD-TAD), conducted a four-day Business Planning with Cash Flow Analysis Training Workshop via Zoom for 97 General Managers, Division Managers, Engineers, Accountants, and Budget Analysts from 43 Water Districts across the country, from May 11 to 14, 2026.
The training aimed to equip Water District officials and personnel with the knowledge and skills to develop responsive, cost-effective, and progressive business plans that support sustainable and efficient water service delivery.
Resource speakers from LWUA's Institutional Development Service (IDS) led the sessions, namely Engr. Esmeraldo L. Viloria of the Water and Sanitation Utilities Development Department (WSUDD); Ms. Dina M. Cunanan of the Utilities Development Division 2 (UDev 2), WSUDD; and Ms. Flordeliza A. Ella of the Loans and Water Rates Department (LWRD).
The training covered business planning, cash flow projection, financial management, and key guidelines on the conduct of public hearings for proposed water rate adjustments to promote transparency, accountability, and community engagement in the rate-setting process. It was facilitated by Ms. Nenita Aytona and Ms. Nabela Omar of the LWUA Training Division.
Through capacity-building initiatives such as this, LWUA continues to strengthen the capabilities of Water District personnel to promote operational efficiency, sound financial management, and transparent governance.
