The Philippine Nuclear Research Institute (PNRI) is a research and development institute under the Department of Science and Technology (DOST) mandated by law to undertake research and development activities in the peaceful uses of nuclear science and technology, render nuclear and specialized services and exercise regulatory control in the field of nuclear energy. e Atomic Energy Commission, has been serving the public since 1958, harnessing the beneficial applications of nuclear energy while ensuring the safe use and security of radioactive materials for the protection of workers, the general public and the environment.

🆕𝗣𝗡𝗥𝗜 𝗨𝗽𝗱𝗮𝘁𝗲 |
ASEAN countries ready to work together in
nuclear emergency

Evaluators of the ASEAN Nuclear Emergency Notification and Communications
Exercise (AR/NeX 2026) held last July in Manila affirmed that the event adequately met its objectives and effectively laid down the baseline for future drills and actual events.

In a report presented Jeana Lee Sablay, exercise director, most of the AR/NeX 2026
objectives were achieved, while evaluators likewise gave the exercise a very high
overall rating.

Vedrana Vuletic, senior consultant of the Austria-based Enconet Consulting, gave
encouraging observations on the exercise.

“AR/NeX 2026 was a milestone,” she said. “It was an integrated national response,
regional coordination, technical assessment, and mutual assistance rolled into a single
exercise, providing a comprehensive test of ASEAN emergency preparedness and
response.”

The drill was implemented well, showing plus points as well gaps that need to be
addressed, according to organizers from the Philippine Nuclear Research Institute’s
Nuclear Regulatory Division (soon to be established as the Philippine Atomic Energy
Regulatory Authority or PhilATOM).

Scientists and researchers of the DOST-Philippine Nuclear Research Institute (DOST-PNRI) joined their colleagues from the Philippine Space Agency (PhilSA), members of the academic community and enthusiasts in a synergy of biology and space sciences at the inaugural welcome assembly of the Philippine Space Biosciences Society (PSBIOS) on August 25.

With the theme "Lahi at Bituin: Advancing Filipino Science for Humanity in Space", the assembly was hosted at the PNRI compound in Diliman, Quezon City, which included the oathtaking of new PSBIOS members and board members, as well as several presentations on the biomedical applications of nuclear science, including those by specialists from the PNRI Biomedical Research Section.

The PSBIOS is a society of individuals with shared interests in space biosciences and allied fields, aiming to promote such studies and activities in the advancement of space research in the Philippines.

Dr. Vallerie Ann I. Samson, Director

Dr. Samson served as the Deputy Director of PNRI since 2021. She also previously served as Associate Scientist for DOST (detailed in PNRI) for almost two years. From 2018-2020, Dr. Samson was a former assistant professor at the National Institute of Physics (NIP) at the University of the Philippines in Diliman.

She completed her BS and MS degrees in Physics from the NIP. She joined PNRI in 2002 and served as Science Research Specialist II under the Atomic Research Division. In 2008, she was awarded a MEXT scholarship by the Japanese government and in 2012, she completed her Ph.D. degree in Materials Science and Engineering from the University of Tsukuba in Japan.

She worked as a postdoctoral researcher at the National Institute for Materials Science in Tsukuba from 2012-2014 and later joined the microXAS Beamline Project of the Paul Scherrer Institute in Switzerland as a postdoctoral fellow from 2014-2017. After her stint in UP Diliman, she returned to PNRI as DOST-Associate Scientist.

Maria Teresa A. Salabit, Deputy Director

Previously serving as the head of the Nuclear Safeguards and Security Section of the PNRI Nuclear Regulatory Division, her work ensures that nuclear and other radioactive facilities and associated activities are secure from theft and sabotage, and that all nuclear materials in the country is not diverted from peaceful uses.

She holds a Master's degree in Public Management from the Ateneo de Manila University and a Bachelor of Science in Chemistry from the Philippine Normal College. With over three decades in public service, she was able to build her expertise in nonproliferation of weapons of mass destruction, particularly those involving nuclear and radioactive materials, focusing on the implementation of nuclear security, safeguards, and response.

She has demonstrated her leadership skills as the lead of the radiological and nuclear cluster of the National Action Plan- Chemical, Biological, Radiological and Nuclear (NAP-CBRN) team and as overall team leader of the PNRI’s Mobile Expert Support Team (MEST) that provides technical support on radiation monitoring and response to law enforcement agencies during major public events and operations.

In 2024, she received recognition and commendations from the National Intelligence Coordinating Committee and the National Bureau of Investigation for her exemplary performance, dedication, and professionalism, which resulted in the successful operations against the illicit trade of depleted Uranium that was deemed crucial to public safety and national security.
