Vision: Council leading a society that promotes and protects the rights of children at risk and children in conflict with the law under a restorative justice and welfare system. Mission: To institutionalize a restorative justice and welfare system for children at risk and children in conflict with the law through the effective implementation of the law and coordination among stakeholders in a protective and enabling environment. Goals: For Beneficiaries: To prevent children at risk from committing crimes and to ensure that children in conflict with the law are rehabilitated and reintegrated with their families and communities. For the Council and its partners: To strengthen institutional partnerships in pursuing collectively and effectively the Council’s mission. Member Agencies (for JJWC):

The Philippine Group of Law Librarians, Inc. (PGLL) turned over a collection of donated books to the Quezon City Molave Youth Home during its 46th Anniversary celebration on August 27 at the House of Representatives in Quezon City.

This donation follows the Memorandum of Agreement between PGLL and the Juvenile Justice and Welfare Council (JJWC) last May 2026 to establish and sustain library and information programs across Bahay Pag-Asa (BPA) in the country, with the Quezon City Molave Youth Home serving as the pilot BPA for the initiative.

Ben Ric’s story proves that when CICL are given the opportunity to change, they can overcome their past, inspire others, and become responsible members of society.
