The Standards Bureau (SB) is responsible for fulfilling the regulatory and quality assurance roles of the Department along development of quality assurance measures in the management of social welfare and development offices/facilities and in the implementation of programs and services for the poor, vulnerable and the disadvantaged. It sets standards along registration, licensing of NGOs and accre

ditation of service providers and social welfare and development agencies (SWDAs) implementing social welfare and development programs and services. As the SB aims to actively engage the public through this page, we would like to remind the public that it is our goal to answer all inquiries and comments and welcome suggestions and commendations. Ngayong Araw ng Kalayaan, ginugunita natin ang katapangan at sakripisyo ng mga Pilipinong nagbigay-daan para makamit ang kalayaang tinatamasa natin ngayon.

Higit pa sa pag-alala sa ating kasaysayan, ang tunay na diwa ng kalayaan ay naipapakita sa ating sama-samang pagkilos para sa kapakanan ng bawat Pilipino, lalo na ng mga higit na nangangailangan.

Empowering SWDAs through virtual Technical Sharing Sessions

PAGHINUN-ANON: A Technical Sharing Session for Private and Public Unregistered, Unlicensed, and Unaccredited Social Welfare and Development Agencies (SWDAs) is now on its 9th Episode!

The activity brings together Board of Trustees, Executive Directors, Social Workers, and Technical Staff from various SWDAs with expired Licenses to Operate and Certificates of Accreditation. Through this continuing series, DSWD provides a platform for technical guidance, knowledge-sharing, and collaboration to help SWDAs comply with regulatory requirements and strengthen their organizational capacities.

These episodes focused on enhancing participantsโ€™ understanding of the key provisions of Memorandum Circular No. 18, Series of 2024, otherwise known as the โ€œOmnibus Guidelines on the Regulation of Social Welfare and Development Agencies (SWDAs) and their Social Welfare and Development (SWD) Programs and Services.โ€ It also aims to identify common compliance gaps encountered in applications through the HELPS system, share experiences and lessons learned, and further strengthen partnerships between DSWD and its partner SWDAs.

As part of the session, participants engage in an interactive virtual activity entitled โ€œThe SWDA Traffic Lights,โ€ designed to assess their level of preparedness in applying for Registration, License to Operate, and Accreditation. This activity encourages self-assessment, reflection, and active participation among partner agencies.

Through PAGHINUN-ANON, DSWD continues to promote compliance, capacity building, and meaningful collaboration despite existing austerity measures, ensuring that quality social welfare and development services remain accessible and responsive to the needs of the communities we serve. /dswd6/lvm/mid

Strengthening Senior Citizen Centers Through Capacity Building

The DSWD Field Office VI - Standards Section conducts a Learning and Development Intervention (LDI) for Public SWDAs: Orientation on Senior Citizen Centers (SCC), bringing together Municipal Social Welfare and Development Officers (MSWDOs), Social Workers, Technical Staff, and Focal Persons from the provinces of Aklan, Antique, Capiz, and Iloilo.

The activity aims to enhance participants' understanding of the current accreditation policies and guidelines for Senior Citizen Centers and familiarize them with the technical indicators of the SCC Accreditation Assessment Tool.

The orientation is conducted following the region-wide inventory of LGU-run and managed facilities. Participants receive an overview of the regional context and status of facilities from Ms. Lailanie V. Madriaga, Standards Section Head.

Key discussions include the provisions of Memorandum Circular No. 21, Series of 2022 and its amendatory guidelines under Memorandum Circular No. 17, Series of 2018, presented by Ms. Bennizh Kyle G. Vail, Social Welfare Officer III from the Standards Bureau โ€“ Standards Development Division and a presentation on the Senior Citizen Centers (SCC) Accreditation Assessment Tool by Mr. Jan Remle B. Anaviso, Project Development Officer II from the Standards Bureau โ€“ Standards Compliance Division.

The Pilot Implementation Guidelines on the Cost of Care Subsidy is finally here!

In accordance with the FY 2026 General Appropriations Act (GAA) and Executive Order No. 221, s. 2003, the DSWD Memorandum Circular No. 9, Series of 2026 is a pilot implementation project providing fund augmentation to DSWD-registered, licensed, and accredited private residential-based Social Work Agencies (SWAs) to cover the "cost of care" for beneficiaries.

Through the Cost of Care Subsidy, the DSWD aims to strengthen collaboration between its Centers and Residential Care Facilities (CRCFs) and private SWAs, ensuring the best interests of our beneficiaries are met with appropriate, high-quality interventions.

A total of sixty-four (64) identified Residential-Based SWAs with valid ๐—–๐—ฒ๐—ฟ๐˜๐—ถ๐—ณ๐—ถ๐—ฐ๐—ฎ๐˜๐—ฒ๐˜€ ๐—ผ๐—ณ ๐—ฅ๐—ฒ๐—ด๐—ถ๐˜€๐˜๐—ฟ๐—ฎ๐˜๐—ถ๐—ผ๐—ป, ๐—Ÿ๐—ถ๐—ฐ๐—ฒ๐—ป๐˜€๐—ฒ๐˜€ ๐˜๐—ผ ๐—ข๐—ฝ๐—ฒ๐—ฟ๐—ฎ๐˜๐—ฒ, ๐—ฎ๐—ป๐—ฑ ๐—–๐—ฒ๐—ฟ๐˜๐—ถ๐—ณ๐—ถ๐—ฐ๐—ฎ๐˜๐—ฒ๐˜€ ๐—ผ๐—ณ ๐—”๐—ฐ๐—ฐ๐—ฟ๐—ฒ๐—ฑ๐—ถ๐˜๐—ฎ๐˜๐—ถ๐—ผ๐—ป were oriented on the newly-approved Cost of Care Subsidy guidelines. Discussions covered the program's key policy provisions, process flow, documentary requirements, annexes, and the financial aspects of availing both full and partial subsidies.

This initiative is provided under the ๐—š๐—ฒ๐—ป๐—ฒ๐—ฟ๐—ฎ๐—น ๐—”๐—ฝ๐—ฝ๐—ฟ๐—ผ๐—ฝ๐—ฟ๐—ถ๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐˜€ ๐—”๐—ฐ๐˜ (๐—š๐—”๐—”) ๐—ผ๐—ณ ๐—™๐—ฌ 2026, which mandates the development and implementation of support programs for accredited Social Welfare Agencies (SWAs). The implementation of the program is subject to the provisions of Section 82 of the FY 2026 GAA General Provisions.
The orientation also provided a venue for participants to raise questions and gain a better understanding of the program, ensuring their preparedness for its pilot implementation and supporting the delivery of quality social welfare services.

Demonstrating the spirit of community cooperation, beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) spearheaded the local clean-up efforts for Brigada Eskwela 2026 on June 1, 2026. The volunteer activity rolled out simultaneously at Bagong Silangan Elementary School and Bagong Silangan High School, mobilizing 4Ps beneficiaries to ensure a safe, clean, and learner-ready environment for students ahead of the incoming school year 2026 opening.

One of the highlights of the activity was the generous contribution of Insular Foundation, Inc represented by Ms. Teresita Melad, a registered and licensed Social Welfare and Development Agency (SWDA), which donated essential cleaning materials to support the Department of Social Welfare and Development's (DSWD) community-building initiative. Packed with mops, brooms, and essential cleaning supplies, the donation was a great help to the beneficiaries on the ground.

The activity was personally overseen by top DSWD officials, led by Secretary Rex Gatchalian, who commended the 4Ps families for their proactive role in community development. Joining the DSWD Chief during the inspection and turnover were Regulatory Services, and Institutional Development Group (RSIDG) Undersecretary Denise Florence Bernos-Bragas, MD, RSW, and Disaster Response Management Group and OSEC Concerns DSWD Spokesperson Assistant Secretary Irene P. Dumlao, who both emphasized that such cross-sector collaborations with SWDAs are vital in sustaining the department's social protection programs.

In a major push to elevate the quality of social services delivery in the country, the Department of Social Welfare and Development (DSWD) together with the DSWD Field Offices, National Area-Based Standards Network (ABSNet) Officers and other representatives from various regions convened for the 1st National ABSNet Convention on Tuesday, May 26, 2026.

The landmark convention gathered National, Regional, and Local ABSNet Officers and Field Offices Standards Sections to reinforce institutional partnerships and ensure a fully functional regulatory network.

The activity primarily aimed to strengthen the synergy between national, regional and local ABSNet officers and members to fulfill the network's regulatory mandates more effectively. Ultimately, the collaboration seeks to optimize the delivery of Social Welfare and Development (SWD) programs and services nationwide.

A key highlight of the convention was a data-driven presentation by Mr. Chrisler Go, a consultant from GoNonprofit. Serving as the event's primary resource person, Go shared his comprehensive study titled "Salary, Benefits, and Workforce Sustainability among SWDAs/NGOs."

Goโ€™s study tackled the pressing challenges of staff retention, compensation disparities, and long-term viability of the Social Welfare and Development Agencies (SWDAs) and non-government organizations. The presentation sparked vital discussions among participants on how to better support the sector's workforce to ensure the continuous delivery of high-quality care.

The activity also highlighted the strong spirit of public-private partnership. Speaking on behalf of the participating civil society organizations, Fr. Arnold M. Abelardo, CMF expressed deep appreciation to the DSWD for its unwavering and continuous guidance to SWDAs across the regions.

With a solidified framework for cooperation and fresh insights into workforce sustainability, the 1st National ABSNet Bi-Annual Convention sets a new benchmark for regulatory efficiency and partnership in the social welfare sector.

This is it! Today is the final day for Residential-based Social Work Agencies (SWAs) catering to children to submit all their requirements and documents for DSWD Licensing and Accreditation and the NACCโ€™s Certification of Adoption and Alternative Child Care (AACC) Programs and Services.
