Philippine Institute For Development Studies PIDS is the Philippine government's main socioeconomic think tank. PIDS was established by virtue of Presidential Decree No. 1201 on September 26, 1977.

It is organized as a nonstock, nonprofit government corporation. PIDS is an ISO 9001:2015-certified organization.

In her message of support for the 24th Development Policy Research Month (DPRM), Commission on Higher Education(CHED) Chairperson Dr. Shirley C. Agrupis emphasized that effective, accountable, and responsive institutions must be guided by sound evidence.

For CHED, this means ensuring that higher education policies and programs are informed by research, data, and the evolving needs of learners, institutions, and communities. Through evidence-based policymaking, better decisions can translate into more meaningful opportunities for Filipino learners.

Ang pag-unlad ay hindi nangyayari nang kusa.

Kapag namumuhunan tayo sa tao at pinalalakas ang mga institusyong naghahatid ng edukasyon, kalusugan, at oportunidad, mas nagiging produktibo ang mamamayan at mas nagiging matatag ang ekonomiya.

What would it take for Palawan enterprises to turn their unique resources and products into greater opportunities for the creative industry?

On July 26 to 30, 2026, the PIDS Creative Research, Analytics, and Policy Studies (CREAPS) Project – Creative Goods Cluster team, conducted primary data collection in Puerto Princesa City, Palawan, met with firms from the fashion, textile and indigenous materials, visual art objects and furniture, and pearl jewelry industries to gather perspectives on the realities faced by creative enterprises and how their environment can shape their opportunities to grow and reach markets.

PIDS extends its sincere appreciation to the participating firms for sharing their experiences and perspectives. The insights will contribute to the Creative Goods Cluster Report and its policy recommendations for strengthening creative industries across the country.

Strong institutions do more than design good policies. They make sure investments in people translate into real opportunities and better lives.

In his message for the 24th Development Policy Research Month (DPRM), Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio M. Balisacan emphasized the role of strong and accountable institutions in ensuring that investments in education, health, employment, and social protection contribute to greater opportunities and improved well-being for Filipinos.

He also underscored the importance of sound policy research in helping institutions adapt to changing social and economic conditions, identify what works, address implementation gaps, and respond to emerging needs and challenges.

As Secretary Balisacan noted, sustaining progress also requires discipline in implementation so that reforms lead to meaningful and lasting development outcomes.

Ang kahirapan ay hindi lamang tungkol sa kita.

Sa isang panayam sa NET25, ipinaliwanag ni PIDS Senior Research Fellow Dr. Jose Ramon Albert na mas malawak ang dapat nating tingnan sa pagsukat ng kahirapan. Kasama rito ang access sa edukasyon, kalusugan at nutrisyon, disenteng trabaho, pabahay, tubig, at sanitasyon.

Sa pamamagitan ng Multidimensional Poverty Index (MPI), mas nakikita kung anu-anong aspeto ng buhay ang kulang sa isang pamilya at kung saan higit na kailangan ang suporta. Maaari rin itong magbigay ng mas detalyadong datos hanggang sa barangay level, na mahalagang impormasyon para mas maayos na matukoy ng pamahalaan ang mga programa at serbisyo para sa naaayong mga populasyong apektado ng kahirapan.

Para maging mas epektibo ang pagtugon sa kahirapan, kailangan hindi lamang ng sapat na resources kundi ng mahusay na pagkalap ng datos, coordinated policymaking, at matatag na mga institusyon na kayang gawing aksyon ang mga nakikita sa mga pananaliksik.

Ayon kay Albert, ang layunin ng pag-unlad ay hindi lamang mabawasan ang bilang ng mahihirap, kundi matiyak na mas maraming Pilipino ang may access sa mga oportunidad at serbisyong kailangan upang umunlad ang kanilang buhay.
