Vice Mayors’ League of the Philippines Legal Team sa University of the Philippines at DILG Legal and Legislative Liaison Services

Pinangunahan ni VMLP National President Maynard Francis R. Bumanglag ang VMLP Legal Team sa courtesy call kay UP President Angelo Jimenez para sa proyekto ng VMLP ang E Legis Reference System katuwang natin dito ang UP-CLRG.

Dumalo sina National Treasurer Arvin V. Alit, National Legal Counsel Faustino A. Olowan, at Legal Counsels Benjamin R. Tesoro (Luzon), Reynil C. Arcide (Visayas), at Alfons Janssen P. Marcera (Mindanao).
Nagpasalamat din ang VMLP sa DILG Legal and Legislative Liaison Service (LLLS) sa pakikinig sa mga concerns ng ating mga Vice Mayor.

Taos-pusong nagpapasalamat ang Vice Mayors' League of the Philippines (VMLP) sa Department of the Interior and Local Government sa patuloy nitong suporta sa e-Legis Reference System sa pamamagitan ng DILG Memorandum Circular No. 2026-041.

Malaking hakbang ito sa pagpapalakas ng digital transformation ng ating mga lokal na lehislatura, katuwang ang UP-CLRG,DILG-BLGS, PCL at PLEASES kaagapay sa pagsusulong ng mas moderno, episyente, at makabagong pamamahala—kaalinsabay ng mga programa ng administrasyon ni Pangulong Ferdinand R. Marcos Jr sa government digitalization.

The Department of the Interior and Local Government (DILG) has called on local government units (LGUs) nationwide to support the rollout of an artificial intelligence (AI)-powered legislative information system that will modernize the way local laws are drafted, managed, and accessed.

Through Memorandum Circular No. 2026-041, the DILG encouraged city and municipal mayors, vice mayors, and Local Sanggunians to submit electronic copies of their ordinances, resolutions, and other legislative issuances for inclusion in the e-Legis Reference System, a centralized, AI-driven online database designed to make local legislation more accessible, transparent, and efficient.

To ensure the effective implementation of the initiative, the Department also directed city and municipal Sanggunian members to actively participate in orientation and capacity-building activities on the e-Legis Reference System. LGUs may likewise collect the corresponding subscription fees in accordance with existing laws and regulations.

The e-Legis Reference System is expected to strengthen local governance by equipping policymakers with digital tools that improve the quality and efficiency of legislation. Among its key features are a personalized legislative feed based on users' areas of interest, an AI-powered drafting studio that assists in developing local measures, and a dedicated research platform that enables vice mayors and Sanggunian members to quickly search for relevant ordinances, resolutions, and policy references.

The initiative is being implemented in partnership with the Vice Mayors' League of the Philippines (VMLP) and the Center for Local and Regional Governance (CLRG) of the University of the Philippines National College of Public Administration and Governance (UP-NCPAG).

According to the DILG, the e-Legis Project will foster greater collaboration among LGUs by creating a centralized repository of local legislation, making it easier for local governments to share policy innovations, adopt proven ordinances, and strengthen evidence-based decision-making.

The system is also expected to reduce paperwork, streamline legislative workflows, automate document formatting, minimize manual processes, and improve records management, helping local governments become more responsive and efficient in delivering public service.

As the DILG continues to advance digital transformation in local governance, the Department said harnessing AI and emerging technologies will empower LGUs to craft more responsive policies, strengthen transparency in legislative processes, and build smarter, more innovative communities that better serve the Filipino people.

📢 Matagumpay na naisagawa ang VMLP e-Legis Caravan sa Western Visayas at Negros Occidental!

Sa pangunguna ni VMLP National President Maynard Francis R. Bumanglag at sa suporta ng VMLP National Executive Board, matagumpay na naihatid ang e-Legis Caravan sa Iloilo City at Talisay City, Negros Occidental bilang bahagi ng patuloy na pagsusulong ng digital transformation ng mga lokal na lehislatura.

Lubos ang aming pasasalamat sa aming mga katuwang mula sa UP-CLRG, DILG, mga Vice Mayors, Sanggunian Members, SB Secretaries, at lahat ng LGUs na nakiisa at sumuporta sa programang ito. 📢 VMLP E-Legis Reference System Moves Forward

Sa pamumuno ni VMLP National President Maynard Francis R. Bumanglag ng Pinili, Ilocos Norte at VMLP National Chairman Anthony D.L.S. Suva, at sa suporta ng National Executive Board, patuloy na isinusulong ng Vice Mayors' League of the Philippines ang E-Legis Reference System, na ngayon ay may suporta na rin ng Department of the Interior and Local Government (DILG) sa pamamagitan ng Memorandum Circular.

Isang mahalagang yugto ng proyekto ang naganap noong Hulyo 29, 2026 sa Iloilo City, kung saan pinangunahan nina National President Maynard Francis R. Bumanglag at National Chairman Anthony D.L.S. Suva ang paglagda sa Memorandum of Understanding (MOU) kasama ang Philippine Councilors League (PCL) sa pamumuno nina PCL National President Benjie Abalos ng Mandaluyong City at PCL National Chairman Atty. Raul Corro ng Muntinlupa City, gayundin ang Philippine League of Secretaries to the Sanggunian (PLEASES) sa pangunguna ni SB Secretary Engr. Timothy Vista ng Jamindan, Capiz.

Ang kasunduang ito ay nagpapatibay sa sama-samang layunin ng mga organisasyon na maisulong ang digital transformation ng mga lokal na lehislatura sa buong bansa. Naging saksi rin sa MOU Signing sina UP-CLRG Director Reginald Ugaddan, Former VMLP National President Atty. Jesse Cruz, at Former VMLP National President Dean Anthony G. Domalanta.

Lubos ang pasasalamat ng VMLP sa DILG, UP Center for Local and Regional Governance (UP-CLRG), PCL, PLEASES, sa ating mga VMLP officers at Chapter Presidents, gayundin sa mga konsehal, SB Secretaries, at lahat ng mga LGU na patuloy na nagtitiwala at sumusuporta sa E-Legis Reference System.

PINALALAKAS ANG UGNAYAN NG VMLP AT DILG PARA SA MAS MAAYOS NA PAMAHALAANG LOKAL
(June 23,2026)

Sa pangunguna ni VMLP National President Vice Mayor Maynard Francis R. Bumanglag ng Pinili, Ilocos Norte, nagsagawa ng courtesy call ang Vice Mayors’ League of the Philippines sa tanggapan ni Usec. Marlo L. Iringan, Undersecretary for Local Government ng DILG.

Ibinahagi ni VM Maynard ang mga matagumpay na programa at mabubuting gawain ng VMLP na maaaring maging huwaran ng iba pang mga liga ng lokal na pamahalaan. Tinalakay rin ni Usec. Iringan ang mga kasalukuyang proyekto at programa ng DILG, kabilang ang pagpapatupad ng Administrative Order No. 15, s. 2018, na nagbibigay kapangyarihan sa Kalihim ng DILG na pansamantalang magtalaga sa mga nababakanteng lokal na halal na posisyon upang matiyak ang tuloy-tuloy na serbisyo ng pamahalaan.

Binigyang-diin ni VM Maynard na tutulong at buo ang suporta ng VMLP sa mga programa ng DILG at tiniyak na mananatiling katuwang ng pamahalaan ang Liga sa pagsusulong ng mahusay, responsable, at makabagong pamamahalang lokal.

Kasama rin sa pulong sina Atty. Rolynne Javier at Ms. Debbie Torres ng DILG-BLGS, gayundin si Assistant Secretary Jesi Howard Lanete.
