๐๐ ๐๐๐๐๐๐: Assistant Secretary and Public-Private Partnership (PPP) Center of the Philippines Deputy Executive Director Eleazar E. Ricote served as one of the resource speakers at the 27th Heneral Antonio Luna Colloquium, hosted by the Office for Strategic Studies and Strategy Management of the Armed Forces of the Philippines (AFP) and the National Defense College of the Philippines held on June 4, 2026, at Camp General Emilio Aguinaldo, Quezon City.
With the theme, โResilient Design: Institutionalizing Defense-Industrial Partnerships for Strategic Autonomy and Sustainable Military Readinessโ, this colloquium centered on mechanisms to build a resilient defense-industrial ecosystem. The event served as a platform to discuss integrating local defense industries into AFP capability development, focusing on advancing domestic manufacturing to enhance supply chain resilience, reduce foreign logistics dependency, and leveraging PPPs for private sector investment and innovation.
ASec. Ricote presented the role of the private sector in the development of the countryโs defense industry, and provided an overview of the Philippine PPP Program, its legal framework, key concepts, and institutions involved throughout the PPP lifecycle.
Notably, he highlighted the strategic alignment between Republic Act No. 11966, or the PPP Code of the Philippines, and Republic Act No. 12024, or the Self-Reliant Defense Posture (SRDP) Program. He emphasized that while the SRDP Program effectively creates the policy and demand for local defense manufacturing, the PPP Code provides the clear and stable legal framework necessary for the private sector to safely invest in and build those defense capabilities alongside the government.
ASec. Ricote also joined the panel discussion alongside Dr. Alvin Chua of XLipad Solutions Inc., Instr. Joel Mark Rodriguez of Rizal Technology University, Mr. Nathaniel Punla of the NATO Defense College, Ms. Rouselle Angela Manuel of the Philippine International Trading Corporation, and Col. Naoki Aizawa of the Embassy of Japan in the Philippines.
Through this engagement, the PPP Center reaffirms its commitment to supporting the defense sector by facilitating viable PPP projects that promote economic resilience, national security, and inclusive growth.
