PBGEN PIERRE PAUL F CARPIO, Director, PNP Forensic Group, presided over a meeting on updates on the plans, programs, and activities of the PNP Forensic Group for CY 2027-2030 and beyond, on September 8, 2026, at the PNP FG New Conference Room, Camp BGen Rafael T Crame, Quezon City.

The meeting focused on reviewing ongoing initiatives, innovations, proposed projects, and activities aligning future programs toward strengthening operational capabilities, infrastructure and technology, personnel development, quality management, and the delivery of reliable and responsive forensic services.

The discussions also anchored on the recommendations and key principles of the International Development Law Organization (IDLO) Study on the Governance of Forensic Services in the Philippines. PBGEN CARPIO emphasized the importance of translating these principles into concrete plans and programs that will further professionalize forensic practice, enhance institutional capabilities, and strengthen public confidence in the delivery of quality forensic services.

PBGEN PIERRE PAUL F CARPIO, Director, PNP Forensic Group, warmly welcomed visiting doctors from Monash University and the UP–Philippine General Hospital (UP-PGH), highlighting the strong partnership and continuing collaboration among institutions committed to advancing forensic and medical services.

The visit also underscores the active, ongoing use of the Modern PNP Forensic Group Morgue, where the visiting doctors are conducting autopsies. The state-of-the-art facility remains fully operational and serves as a venue for actual forensic pathology work, professional collaboration, knowledge exchange, and the sharing of expertise and best practices.

In a light and memorable moment, PBGEN CARPIO presented PNP Forensic Group jackets to the visiting doctors as tokens of appreciation and friendshipβ€”a simple gesture symbolizing the trust, camaraderie, and strong professional relationship built through shared goals and meaningful cooperation.

The continuing use of the Modern PNP FG Morgue has become a platform for collaboration, sustaining valuable relationships and creating more opportunities for knowledge exchange, capacity building, and cooperation toward stronger, modern, and more responsive forensic services for the Filipino people.

Product Demonstration and Technical Discussion on the Metrohm TacticID ST Flex was conducted at the PNP FG New Conference Room, Camp BGen Rafael T. Crame, Quezon City, on September 8, 2026.

The demonstration was led by Mr. Sankar Babu V.R. (Vadathavur Rajavelu), Regional Product Manager for Spectroscopy and Ion Chromatography (IC), Metrohm Singapore Support Centre (Asia), who shared his technical expertise and discussed the instrument’s capabilities and applications in forensic examination.

The activity was attended by PBGEN PIERRE PAUL F CARPIO, Director, PNP FG, together with the Chiefs, Technical Division, and forensic chemists from across the PNP Forensic Group nationwide via Zoom. The discussion provided personnel from the different Regional Forensic Units an opportunity to deepen their technical knowledge of the features, operation, capabilities, and potential forensic applications of the TacticID ST Flex, particularly in the rapid identification and analysis of unknown substances.

The Metrohm TacticID ST Flex is a state-of-the-art handheld Raman spectroscopy instrument designed for the rapid, non-destructive identification of unknown and suspicious substances. It provides a molecular β€œfingerprint” of a substance and compares it against spectral libraries to assist in its preliminary identification. Its purpose is to enable forensic chemists to rapidly screen and identify substances while minimizing sample handling, thereby supporting safer, faster, and more efficient forensic examination. The instrument complements confirmatory laboratory testing and can provide valuable scientific information to support criminal investigations.

Significantly, the TacticID ST Flex instruments have already been procured by the PNP Forensic Group from Kimika Solutions Corp. and are expected to arrive by the third week of September 2026. The acquisition marks another step forward in the PNP FG’s continuing modernization of forensic services aimed at enhancing the speed, accuracy, efficiency, and reliability of forensic examinations and providing stronger scientific support for criminal investigations.

The PNP Forensic Group gathered for a heartfelt β€œSalamat, Kapatid” tribute honoring PCOL GORGONIA A SIA as she concludes an extraordinary 32 years of dedicated and faithful service to the Philippine National Police and the Filipino people.

The meaningful occasion was graced by PBGEN PIERRE PAUL F CARPIO, Director, PNP Forensic Group, together with PCOL Sia’s colleagues, friends, and beloved familyβ€”people who have shared and witnessed the many chapters of her remarkable journey in the police service.

Throughout more than three decades in uniform, PCOL Sia exemplified professionalism, integrity, dedication, and commitment to duty. Her years of service reflect countless sacrifices, challenges overcome, friendships built, and lives touched along the way, through her various roles as Chief, Polygraph Division; Chief, Batangas Provincial Forensic Unit; and Chief, Regional Forensic Unit 4A.

As she closes this chapter of her distinguished career, she leaves behind more than accomplishments and years of serviceβ€”she leaves a legacy of leadership, friendship, and dedication that will continue to inspire those who follow in her footsteps.

The Philippine National Police joins the 2026 International Day of Police Cooperation in support of the motto β€œTogether Against Crime,” highlighting the importance of working closely with police organizations around the world to prevent and investigate transnational crime, protect vulnerable persons, locate missing individuals, apprehend fugitives, and recover criminal proceeds.

Friday Fellowship and Police Information and Continuing Education was conducted today, September 4, 2026, at Maringal Hall, PNPFG Building, Camp BGen Rafael T Crame, Quezon City, hosted by the Questioned Documents Examination Division (QDED).

During the PICE, PMAJ MICHAEL T TAPEL discussed the Implan for the Memorandum Circular No. 2022-085 titled, β€œRevised Policy and Guidelines on Waters and Electricity Conservation Program of the PNP,” Adoption of Energy Conservation Protocols, reminding personnel that responsible stewardship of government resources begins with each one of us.

For the Friday Fellowship, Pastor Henry Manuncia, Executive Director, E-Care Compassion Ministries, Inc., shared an inspiring devotional message and reflection about β€œGod is Just,” emphasizing the importance of justice, integrity, and righteousness in our daily lives and service.

During the activity, Medalya ng Pagkilala was awarded to the FG Facilitators for the successful conduct of the Practical Exercise and Facility Tour for the Field Investigation Course held on July 20 to 21, 2026 for the Office of the Ombudsman Field Investigators and Prosecutors and for the effective ex*****on of the Facility Tour for Forensic Evidence Training for Justices and Judges held on July 31, 2026, at the PNP Forensic Group Camp BGen Rafael T Crame, Quezon City, for their valuable contribution in sharing forensic knowledge and expertise with fellow law enforcement personnel.

In his message, PBGEN PIERRE PAUL F CARPIO, Director, PNP Forensic Group, expressed his appreciation to all STRONG FG personnel for their unwavering dedication and commitment to delivering quality forensic services to the Filipino people. He encouraged everyone to remain steadfast in upholding professionalism, integrity, competence, and accountability, emphasizing that the credibility of forensic services is built through accurate, reliable, and trustworthy work.
