STATEMENT OF SYMPATHY AND TRIBUTE TO AMBASSADOR ELISABETH ANNE HARPER
It is with deep sorrow and abiding respect that we extend our heartfelt condolences on the passing of Ambassador Elisabeth Anne Harper, Permanent Secretary at the Guyana Ministry of Foreign Affairs and International Cooperation. A revered stateswoman whose legacy will forever be etched in the annals of Guyana’s diplomatic history.
We wish to pay tribute to Ambassador Harper's extraordinary contributions—not only to the Foreign Service of Guyana, but to the advancement of Caribbean–Southeast Asian relations.
Her steadfast support for the Consulate’s mission in Manila and her encouragement of interregional engagement was instrumental in
laying the foundation for enduring partnerships across the region.
Ambassador Harper believed in diplomacy as a force for unity and progress. Her vision helped shape Guyana’s outreach to Southeast Asia, and her quiet strength and principled leadership inspired many of us who serve in her wake. She was a mentor, a champion, and a friend to those who sought to build bridges between our
regions.
Though we mourn her passing, we also celebrate a life lived with purpose, grace, and unwavering dedication to the ideals of service. Her legacy will continue to guide our work and remind us that diplomacy, at its heart, is a human endeavour—built on trust, empathy, and shared hope.
The Hon. Joseph Gabriel D'Oliveira, Consul of Guyana in the Philippines, and the Hon. Dr. Matthew Pajares Yngson, Deputy to the Consul and Representative Councillor of the Caribbean ASEAN Council together with the entire team at the Consulate, extends their deepest sympathies to her family, colleagues and the people of Guyana.
May her memory be a blessing and her example a light for future generations.
