HISTORY OF OESPA, AFP
On 10 January 1962, the first military anti-graft body of the AFP was created. It was named AFP SPECIAL OPERATIONS GROUP (AFPSOG) and it was under the direct control of the Chief of Staff, AFP. In 1974, the Administrative and Operational control of OESPA, AFP was transferred to the AFP Inspector General. On 01 August 1981, AFPSOG was renamed as ANTI-GRAFT AND CORRUPT PRACTIC
ES AGENCY (AGCPA). Its technical and administrative supervision was placed under the control of the AFP Inspector General until its dissolution on 01 January 1990. On 13 May 1986, after the EDSA revolt, the Presidential Commission on Good Government or PCGG created the AFP ANTI-GRAFT BOARD (AAGB). Its purpose was to investigate cases of unexplained wealth and misuse of government funds and resources during the presidency of Ferdinand Marcos. During martial law era, under the administration of then President Marcos, the AFP allegedly became an unwitting tool of his dictatorship. Because of this, the men and women in uniform were no longer perceived as defenders and protectors of the people considering that the general public were of the impression that they were under the influence of then President Marcos and his political allies. On 25 February 1986, the EDSA revolution culminated which was participated by support from the Armed Forces of the Philippines and massive assistance exhibited by the people power revolution. This caused the overthrow of the government of then President Marcos. Thereafter, the AFP resolved to reform itself and institute changes that would cleanse the image of the AFP. Notwithstanding the intent of AFP to remain neutral and to professionalize its ranks, this was followed by series of coup d' etats and mutinies. These unlawful acts of violence and lawlessness became a challenge to the government of former President Cory Aquino which prompted her government to formulate a body of rules that would govern the proper ethics and behavior of personnel in the Armed Forces. Because of this, the Office of Ethical Standards and Public Accountability (OESPA) came into being. The OESPA, AFP was organized by virtue of Staff Memo No.3 dated 01 May 1990. This Staff Memo was rescinded on 03 December 1991 by Staff Memo No. 9 which emphasized that the VCSAFP shall concurrently be the Chief, OESPA, AFP who shall exercise technical supervision over the major services OESPA.
