The Philippine National Police, under the command of PGEN Jose Melencio C. Nartatez Jr., successfully apprehended a Pakistani national wanted for Illegal Recruitment committed by a syndicate during an operation conducted at around 7:30 PM on May 2, 2026, along Kennon Road, Camp 7, Baguio City.

Operatives from Rosario Municipal Police Station and 1st Provincial Mobile Force Company of the Batangas Provincial Police Office, together with the Special Operations Division, Regional Highway Patrol Unit National Capital Region, and Provincial Highway Patrol Team Nueva Ecija of the PNP Highway Patrol Group served the Warrant of Arrest against the accused, with no bail recommended. The individual is now under the custody of Rosario MPS for documentation and proper legal proceedings.

“This arrest sends a clear message that the law will catch up with those who exploit others for profit,” said PGEN Nartatez. “Hindi kami titigil sa paghahanap at pag-aresto sa mga sindikatong nananamantala sa kapwa Pilipino.”

The operation reflects the PNP’s Focused Agenda—a strategic direction of transformation designed to make police service more responsive and firm in enforcing the law. PNP CONFIRMS ₱5.4-B COUNTERFEIT CIGARETTE TAX STAMP OPERATION; FILES CHARGES

The Philippine National Police (PNP) has confirmed the large-scale use of counterfeit foreign cigarette tax stamps following the technical examination and verification of seized cigarette products in Lapu-Lapu City, Cebu.

The verification, conducted in coordination with the Royal Malaysian Customs Department (RMCD) and authorized representatives from the tax stamp provider, established that the seized cigarette products bear non-authentic Malaysian excise tax stamps.

This development follows an earlier anti-illegal trade operation by Police Regional Office 7 (PRO7) under COPLAN “Dark Leaf,” which involved the implementation of a search warrant against a cigarette manufacturing facility suspected of illicit activities.

During the examination, a total of 45 cigarette samples from various brands were tested, all of which yielded negative results for authenticity. Authorities also uncovered 38 boxes containing approximately 10.64 million counterfeit tax stamps, equivalent to around 212.8 million cigarette sticks, with an estimated value of ₱4.256 billion.

Earlier, the operation at the Baisisen Global Corporation facility resulted in the seizure of 22 machines used in cigarette production, valued at about ₱1.1 billion. The total estimated value of all seized items, including cigarette products, counterfeit stamps, and equipment, reached approximately ₱5.4 billion.

Following the verification, a formal complaint was filed on April 13, 2026 for violation of Article 172 of the Revised Penal Code (Falsification by Private Individuals and Use of Falsified Documents), with possible additional charges under related laws.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., underscored the importance of international cooperation in addressing transnational crimes.

“This operation highlights the strength of our coordination with foreign counterparts in going after large-scale illegal activities that affect government revenues and economic stability,” PGEN Nartatez said.

The PNP continues to intensify its campaign against economic sabotage and illicit trade as part of its operational focus, in line with the PNP Focused Agenda under Enhanced Managing Police Operations.

The PNP remains committed to its vision of a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.

PNP, UNIFIED 911 NABS CABLE TAPPER IN QC

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a 25-year-old male for violation of Section 4(d) of Republic Act 10515, or the Anti-Cable Television and Cable Internet Tapping Act of 2013, following an emergency call received through the Unified 911 system, a vital public safety platform under the Department of the Interior and Local Government led by Secretary Juanito Victor C. Remulla Jr.

The incident took place at around 1:05 AM on April 4, 2026, along J. Jimenez Street corner K-1st Street in Barangay Kamuning, Quezon City. Acting on a hotline alert received at approximately 1:03 AM, personnel of Kamuning Police Station 10 immediately responded to verify the situation.

Upon arrival, responding officers caught the suspect on top of an electric pole while cutting and damaging aerial copper cables owned by a leading telecommunications service provider in the country that delivers mobile, internet, and digital connectivity services to millions of subscribers nationwide. The cables form part of its network infrastructure essential for communication and internet access. The suspect was instructed to go down while carrying approximately 116 inches of severed copper cable and was immediately placed under arrest after the officers identified themselves.

Confiscated from his possession were the cut aerial copper cable, a hacksaw, and a plier cutter. The suspect, a street dweller residing beneath the EDSA–Kamuning Flyover in Barangay Pinyahan, was brought to Quezon City General Hospital for medical examination before being taken to the police station for proper documentation. He was informed of his constitutional rights in a language he understood.

At around 8:40 AM on the same day, a representative of the said telecommunications company arrived at the station, confirmed that the recovered items were company property, and expressed intent to file a formal complaint. The case will be referred for inquest proceedings before the Quezon City Prosecutor’s Office.

PGEN Nartatez Jr. emphasized the role of immediate public reporting in stopping crimes that affect essential services. “Public vigilance, combined with prompt police action, helps prevent disruptions to services that communities depend on every day. Hindi dapat sinisira ang mga linya ng komunikasyon na mahalaga sa trabaho, edukasyon, at kaligtasan ng bawat isa.”

He also stressed firm enforcement against those who damage public infrastructure. “We will continue to take decisive action against individuals who compromise critical systems for personal gain. May pananagutan ang sinumang lalabag sa batas, lalo na kung apektado ang kapakanan ng mas nakararami.”

This operation reflects the PNP Focused Agenda—an operational framework of transformation designed to make police service more responsive and reliable, highlighting Enhanced Managing Police Operations and Active Community Support in addressing crimes that disrupt essential services.

As the PNP strengthens its efforts against illegal activities that threaten public utilities and community welfare under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
