Mandanas Ruling.PH offers a repository of information relevant to the implementation of the Mandanas-Garcia Ruling, which intends to make access to information more efficient and convenient to local government officials and personnel.

Initiated by the Galing Pook Foundation and The Asia Foundation, in cooperation with the Department of Interior and Local Government, this website aims to provide information for national government agencies and local government units in the development of their Devolution Transition Plans (DTPs), and the civil society organizations and other stakeholders for a more informed and effective participation in local governance.

When the Local Government Code was enacted in 1991, a common lament of LGUs was that responsibilities were devolved, but resources remained largely with the national government. Thirty years hence, will the Mandanas Ruling bridge the gap? Are the implementing guidelines adequate and transition plans, stakeholders, and institutions ready?

Jeck Cantos of the Action for Economic Reforms discusses this in her paper "The Mandanas Ruling: Shifting the Tide of Local Autonomy"
