ELUPDB Director Ibani C. Padao, EnP, served as a resource speaker at the Nature-Based Solutions (NbS) Conference 2026 hosted by Landscape Contractors & Industry Specialists Association of the Phils, attended by professionals from the fields of architecture, landscape architecture, built environment, and the landscape industry.

In his presentation, Director Padao highlighted the Department of Human Settlements and Urban Development’s ongoing efforts to mainstream Nature-based Solutions (NbS) in human settlements and urban planning and design. He emphasized DHSUD’s role in advancing NbS through planning, policy development, and technical assistance—integrating these principles into sustainable urban development and climate resilience interventions.

🔴𝗛𝗔𝗣𝗣𝗘𝗡𝗜𝗡𝗚 𝗧𝗢𝗗𝗔𝗬 @ 𝗘𝗟𝗨𝗣𝗗𝗕 | NOGSPP Stakeholder Forum

The Department of Human Settlements and Urban Development–ELUPDB convenes stakeholders from NGAs, LGUs, CSOs, development partners, academe, and professional organizations for the Network of Open Green Spaces and Public Park (NOGSPP) Stakeholder Forum.

The forum features expert presentations and a multi-stakeholder panel discussion tackling key issues in open space development—from policy and governance gaps, spatial planning and design tools, to implementation challenges such as financing, maintenance, and local capacity.

Discussions aim to surface actionable insights, strengthen coordination, and advance reforms that support inclusive, accessible, and climate-resilient open spaces nationwide. 🌿

The Department of Human Settlements and Urban Development–ELUPDB engages with the World Bank in a bilateral meeting in preparation for the High-Level Inter-Agency TWG Meeting at the Department of Finance (DOF), marking the final support mission for Cat-DDO 5.

The Cat-DDO Program supports key policy reforms to strengthen resilience across education, human settlements, and health systems. Under Pillar B, DHSUD leads efforts to enhance the resilience of the human settlements system—advancing risk-informed planning and sustainable urban development.

Through the program, initiatives such as PlanSmart for Sustainable Human Settlements (developed with DOST-PHIVOLCS), alongside the Resilient Urban Design and Development (RUDD) and Open Space Development (OSD) Guidelines, continue to support LGUs in building safer, climate-resilient communities.

𝗖𝗢𝗡𝗚𝗥𝗔𝗧𝗨𝗟𝗔𝗧𝗜𝗢𝗡𝗦 𝐒𝐈𝐒𝐎𝐍, 𝐏𝐀𝐍𝐆𝐀𝐒𝐈𝐍𝐀𝐍 𝗙𝗢𝗥 𝗧𝗛𝗘 𝗔𝗣𝗣𝗥𝗢𝗩𝗔𝗟 𝗢𝗙 𝗬𝗢𝗨𝗥 𝐂𝐋𝐔𝐏 𝐀𝐍𝐃 𝐙𝐎

The Department of Human Settlements and Urban Development (DHSUD) Region 1 - Environmental, Land Use and Urban Planning and Development Division (ELUPDD) officially received the Approved Comprehensive Land Use Plan (CLUP) of the Municipality of Sison, Pangasinan.

The documents, which have been ratified through Sangguniang Panlalawigan Resolution No. 2026-154, serves as the municipality’s official development blueprint for the next decade.

𝗔𝗖𝗛𝗜𝗘𝗩𝗜𝗡𝗚 𝗣𝗗𝗣 𝟮𝟬𝟮𝟴 𝗧𝗔𝗥𝗚𝗘𝗧𝗦
The submission of the approved plan marks a significant milestone in the region's pursuit of the Philippine Development Plan (PDP) 2028 target of achieving 100% Risk-Informed Comprehensive Land Use Plans.

𝗔 𝗠𝗜𝗟𝗘𝗦𝗧𝗢𝗡𝗘 𝗙𝗢𝗥 𝐒𝐈𝐒𝐎𝐍
This submission cements LGU Sison’s readiness to operationalize their vision. The approved CLUP is a reflection of the ever changing socio-economic and geographical landscape of their municipality.

𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗥𝗶𝘀𝗸-𝗜𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗔𝗰𝗿𝗼𝘀𝘀 𝗠𝗶𝗻𝗱𝗮𝗻𝗮𝗼 𝗥𝗲𝗴𝗶𝗼𝗻𝘀

More than 80 Local Government Units (LGUs) from Mindanao, Region VII, Region III, and Region IV-B are participating in the PlanSmart for Sustainable Human Settlements (PS-SHS) Harmonized Ecological Profile (EP) and Climate and Disaster Risk Assessment (CDRA) Cluster Roll-out.

Facilitated by DHSUD-ELUPDB and the Regional ELUPDDs, the hybrid training is being conducted via Zoom and at training sites in Quezon City, Cagayan de Oro City, Pagadian City, and Davao City.
The roll-out equips LGUs with practical skills to use PlanSmart for SHS, GeoRiskPH, and risk information in understanding hazards and their implications for settlements and land use—supporting more risk-informed, climate-responsive, and disaster-resilient local planning.

With support from the Disaster Risk Reduction Enhancement at the Local Level-Technical Assistance Project and Philippine Institute of Volcanology and Seismology (PHIVOLCS-DOST), the initiative contributes to DHSUD’s continuing efforts to advance sustainable and resilient human settlements across the country.
