The Office of the Secretary to the Sangguniang Panlungsod (OSSP), in partnership with the Office of the Vice Mayor (OVM) and the 23rd Quezon City Council, successfully conducted the Digital Legislation Process Orientation and User Training on September 8, 2026, at the Carlos Albert Session Hall, Quezon City Hall.
The one-day activity brought together OSSP personnel, 23rd City Council staff, HRMD personnel, and representatives from the Department of Information and Communications Technology (DICT) to support Quezon Cityโs move toward a secure, efficient, accountable, and paperless legislative process.
๐๏ธ MORNING SESSION | DIGITALIZING THE LEGISLATIVE PROCESS
Atty. John Thomas Alferos III, Secretary to the Sanggunian, opened the session by emphasizing the importance of digitalization in strengthening the security, efficiency, transparency, and accountability of the legislative process.
Ms. Che Avellana, Chief of the OSSP Records Section, discussed the legislative documents that will be converted into digitized soft copies and authenticated using Philippine National Public Key Infrastructure (PNPKI) Digital Signatures and Digital Certificates.

The sessions covered PKI and PNPKI, digital certificates and signatures, their benefits and legal basis, certificate enrollment and installation, signing PDF documents, and digital signature validation.
The activity was attended by OSSP personnel, staff of the 23rd City Council, and personnel from the Human Resource and Management Department (HRMD), led by Atty. Noel Del Prado, Department Head.
Also in attendance were Majority Floor Leader Councilor Aly Medalla, Liga ng mga Barangay President Councilor Mari Rodriguez, and the Chief of Staff, Ms. Marites Victoria, representing Hon. Vice Mayor Gian Sotto.
