STAKEHOLDER CONSULTATION ON THE CONVENTION AGAINST TORTURE

The Commission on Human Rights–National Capital Region (CHR-NCR) participated in the Stakeholder Consultation on the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (UNCAT) held on August 5, 2026, at CHR Conference Room A, Jose Luis Martin C. Gascon Building.

The program featured the Welcome Remarks of Commissioner Atty. Faydah Maniri Dumarpa, while Atty. Khristian Jeff C. Episcope, CHR-NCR Regional Director, delivered a presentation on the Local Situationer on Torture and Other CIDTP Cases. Mr. Vincent Leo Gamboa, Chief of the Promotion and Advocacy Division, served as the emcee and facilitator of the program.

The consultation provided a meaningful space for dialogue, reflection, and strengthened cooperation in the continuing effort to prevent torture and uphold the dignity and rights of every person.

The activity concluded with closing remarks delivered by Atty. Episcope, reaffirming that the fight against torture is a shared responsibility. Through collective action and sustained commitment, we can help build a community where dignity is respected, rights are protected, and no one is left unheard.

CHR-NCR CONCLUDES FINAL LEG OF BUSINESS AND HUMAN RIGHTS TRAINING

The Commission on Human Rights–National Capital Region (CHR-NCR), through its Promotion and Advocacy Division (PAD), concluded the final session of the Training on Business and Human Rights at San Miguel Aerocity Inc. (SMAI), Pasig City, on July 6, 2026.

The session covered key topics on human rights, the CHR mandate, the Safe Spaces Act, and Business and Human Rights, aimed at strengthening awareness and accountability in promoting responsible business practices.

As the training series concluded, CHR-NCR reaffirmed the importance of respecting human dignity and human rights as foundations of responsible and sustainable business.

CHR-NCR recognizes the declaration of January 24 as “HWPL Peace Day” in Parañaque City as a meaningful initiative that promotes a culture of peace, non-violence, dialogue, and respect for human dignity. The Commission affirms that peace is essential to the protection and enjoyment of human rights, particularly the rights to life, liberty, security, and equality. Indeed, peace and human rights go hand in hand.

CHR-NCR MEETS WITH PDEA

On August 25, 2026, the Commission on Human Rights – National Capital Region (CHR-NCR) met with the Philippine Drug Enforcement Agency (PDEA) to discuss the upcoming Human Rights Seminar in Relation to the Conduct of Anti-Illegal Drug Investigation, scheduled this month at the PDEA Multi-Purpose Building Conference Room, National Headquarters, Quezon City.

Looking forward to a meaningful discussion and stronger collaboration in promoting and upholding human rights in the conduct of anti-illegal drug investigations.

INTERNATIONAL DAY OF THE VICTIMS OF ENFORCED DISAPPEARANCES | 30 AUGUST

On this day, the Commission on Human Rights – National Capital Region (CHR-NCR) stands in solidarity with victims of enforced disappearance and their families who continue to seek truth, justice, and accountability.

Every person who disappears leaves behind a family, a community, and unanswered questions. Remembering them means keeping their stories alive and upholding the right of every family to know the truth about the fate and whereabouts of their loved ones.

This 2026, let us carry the call:

“Victims First. Actions Now.”

May we continue to work toward a world where enforced disappearances are prevented, victims are heard and protected, and no family is left without answers.

Edukasyon sa Loob ng Detensyon: Karapatang Dapat Igalang

Pinupuri ng Commission on Human Rights – National Capital Region (CHR-NCR) ang Memorandum of Agreement sa pagitan ng Marikina Polytechnic College (MPC) at BJMP–Marikina City Jail na nagbubukas ng mga oportunidad sa edukasyon para sa Persons Deprived of Liberty (PDLs).

Sa diwa ng Bantay Bilangguan, kinikilala ng CHR-NCR na ang pagkakait ng kalayaan ay hindi nangangahulugang pagkakait ng karapatang pantao—kabilang ang karapatang matuto, umunlad, at magkaroon ng pag-asa para sa mas magandang kinabukasan.

Ang edukasyon ay mahalagang bahagi ng rehabilitasyon at makabuluhang reintegrasyon sa lipunan.

Kinikilala ng CHR-NCR ang mga inisyatibong nakikita ang tao sa likod ng mga pader ng detensyon at nagsusulong ng dignidad at karapatan ng bawat isa.
