Enhancing Procurement Relations: J4 Visit Highlights Procurement Accomplishments and Key Initiatives

The Procurement Service, Armed Forces of the Philippines (PSAFP), welcomed MGEN LEO EDWARD Y CARANTO PA, The Deputy Chief of Staff for Logistics, J4, during his visit at the Headquarters PSAFP on 25 August 2026.

The visit formed part of the Logistics Readiness and Management Assessment (LRMA) being conducted by the Office of the Deputy Chief of Staff for Logistics, OJ4, to assess logistics and sustainment capabilities, including procurement-related processes and support to AFP Units. It also provided an opportunity for the PSAFP to highlight its procurement accomplishments, programs, and initiatives, while underscoring its commitment to delivering responsive, transparent, efficient, and mission-oriented procurement support to the AFP.

The activity reflects the shared commitment of AFP Leadership through the OJ4, and the PSAFP to further enhance procurement efficiency, strengthen institutional partnerships, and contribute to the AFP’s capability development and mission readiness.

Strengthening PSAFP–PAF Partnership

The Procurement Service, Armed Forces of the Philippines (PSAFP), led by its Commander, BGEN CRISANTO G PRADO PA, further strengthened its partnership with the Philippine Air Force (PAF) during his official visit to the PAF Headquarters and the Philippine Air Force Procurement Center (PAFPC) at Col Jesus Villamor Air Base, Pasay City, on 17 August 2026.

The activity commenced with Arrival Honors for BGEN PRADO, with COL NANCY R DACANAY PAF (GSC), Executive Officer, Assistant Chief of Air Staff for Financial Management, A-10, serving as the Military Host.

This was followed by a courtesy call on LTGEN ARTHUR M CORDURA PAF, Commanding General, PAF, where both leaders exchanged insights and reaffirmed their commitment to strengthening cooperation and coordination in support of the PAF’s operational and capability requirements.

BGEN PRADO then proceeded to the Philippine Air Force Procurement Center (PAFPC), where he was received by COL MA CHERRY PIE M FERNANDEZ PAF (MNSA), Commanding Officer, PAFPC. The visit included a facility tour and discussions with PAFPC personnel on ongoing procurement projects, current challenges, and initiatives aimed at promoting transparency, efficiency, and timely delivery of critical requirements.

The visit reaffirmed the commitment of PSAFP and PAF to closer coordination and collaboration in strengthening procurement processes and ensuring responsive procurement support to the Air Force’s modernization and operational readiness.

PSAFP Welcomes MGEN LORETO B PASAMONTE PAF

The Procurement Service, Armed Forces of the Philippines (PSAFP) warmly welcomed MGEN LORETO B PASAMONTE PAF, Deputy Commander, Sustainment Command, AFP, and Chairperson, GHQ BAC 1, during his visit to the Command on 12 August 2026.

Upon his arrival, MGEN PASAMONTE was received by BGEN CRISANTO G PRADO PA, Commander, PSAFP, underscoring the strong partnership and continued collaboration between the Sustainment Command and the Procurement Service in advancing an efficient, transparent, and responsive military procurement system.

The visit provided an opportunity to strengthen professional ties, exchange insights, and reaffirm the shared commitment of both organizations to enhancing procurement operations in support of the Armed Forces of the Philippines' mission.

On 17 July 2026, BGEN CRISANTO G PRADO PA, Commander, Procurement Service, Armed Forces of the Philippines (PSAFP), visited the 109th Contracting Office at Camp Elias Angeles, Pili, Camarines Sur, as part of his continuing efforts to strengthen leadership engagement, boost personnel morale, and address operational concerns.

During the visit, BGEN PRADO PA paid a courtesy call on BGEN ARIEL M REYES PA, Assistant Division Commander, 9th Infantry (Spear) Division, Philippine Army, before proceeding to the 109th Contracting Office, where he was warmly received by its Commanding Officer, LTC RONNIE M MADRIÑAN PA, together with the unit's personnel.

LTC MADRIÑAN presented the accomplishments and operational updates of the office, highlighting key achievements and discussing issues requiring higher headquarters' attention. The Commander also witnessed the presentation of the unit's efficiency, effectiveness, discipline, accomplishments, and compliance with higher headquarters' policies as part of the Annual General Inspection (AGI).

The activity concluded with the presentation of a memento, symbolizing the strong partnership and shared commitment to excellence in procurement service. The said visit reaffirmed PSAFP's dedication to empowering its field units, recognizing their accomplishments, and ensuring responsive procurement support across the Armed Forces of the Philippines.

COMMANDER, PSAFP VISITS 303RD CONTRACTING OFFICE AND PRESIDES OVER CHANGE OF COMMAND CEREMONY

On 16 July 2026, BGEN CRISANTO G PRADO PA, Commander, Procurement Service, Armed Forces of the Philippines (PSAFP), together with his party, visited the 303rd Contracting Office at Naval Station Julhasan Arasain (NSJA), Rawis, Legazpi City.

As part of the visit, the Commander, PSAFP paid a courtesy call on COMMO ESTELITO B LAGADIA JR PN, Commander, Naval Forces Southern Luzon (NFSL), where discussions centered on the performance of the 303rd Contracting Office in supporting the procurement requirements of NFSL and Naval Installation and Facilities–Southern Luzon. The leadership of NFSL expressed its satisfaction with the outstanding performance and support rendered by the 303rd CO.

Thereafter, BGEN PRADO presided over the Change of Command Ceremony of the 303rd Contracting Office, highlighted by the recognition of the invaluable service and dedication of CDR GERMAN R ACIDO JR PN, the outgoing Commanding Officer. During the ceremony, MAJ ANGELITO M TADURAN (FS) PA officially assumed command as the newly installed Commanding Officer of the 303rd Contracting Office.

Following the ceremony, the Commander, PSAFP met with the personnel of 303rd CO to discuss operational matters, office concerns, and provide guidance and reminders to further strengthen procurement operations and stakeholder support. The visit also included the conduct of a survey and inspection of office equipment and documents led by SMS Jerry T Garcia (QMS) PA, Command Sergeant Major, PSAFP.

The visit reaffirmed PSAFP's commitment to strengthening leadership, enhancing operational readiness, and ensuring responsive and efficient procurement support across all Contracting Offices.
