Strengthening Health Security Through Partnership and Readiness

The Office of The Surgeon General, AFP successfully conducted a three-day Staff Visit to Fort Magsaysay Army Station Hospital (FMASH) and Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC), reinforcing the AFP's commitment to CSAFP Strategic Objective No. 5 – Strengthen Health Security.

The visit focused on assessing healthcare readiness, strengthening military-civilian healthcare collaboration, and identifying opportunities to enhance medical capabilities in support of AFP operations. Key discussions included mental health advocacy, HIV awareness, trauma care, preventive healthcare, Electronic Medical Records, the PhilHealth "Yakap" Program, and the operationalization of Field Treatment Units (FTUs).

A significant highlight of the visit was the engagement with Dr. Paulino J. Garcia Memorial Research and Medical Center, where discussions centered on fostering stronger institutional partnerships and the possibility of becoming an AFP Affiliated Reserve Unit (AFPARU). The delegation also presented the AFP Interoperability Exercise (IOX), showcasing the importance of military-civilian cooperation in casualty care, disaster response, and contingency operations.

At FMASH, meaningful discussions addressed healthcare capability development, modernization initiatives, and troop wellness programs. The visit also underscored the importance of sustaining a Level 1 Ready Hospital, strengthening trauma care, maximizing available healthcare financing, and enhancing collaboration with civilian healthcare institutions to improve access to quality medical services for AFP personnel and their dependents.

Together, these initiatives reflect the AFP Health Service's unwavering commitment to building a resilient, responsive, and interoperable military healthcare system—one that is prepared to safeguard the health of our soldiers, support national contingencies, and strengthen partnerships that serve the Filipino people.

TRIVIA FRIDAY 🇵🇭 | SURGEON GENERAL: MORE THAN A TITLE

Did you know that the title “Surgeon General” does not simply refer to a surgeon?

Historically, the term “surgeon” was broadly used to describe military medical leadership, while “general” referred to the senior authority overseeing military health systems.

Today, the Surgeon General serves as the senior military health authority of the Armed Forces of the Philippines—providing leadership in military health policy, readiness, healthcare systems oversight, and force preservation.

Currently serving as the 56th Surgeon General, AFP is:

BGEN Fatima Claire S. Navarro, MC
— the first female Surgeon General in AFP history

The role reflects the evolution of military medicine from clinical care to strategic health leadership in support of national defense and operational readiness.

“Health readiness is combat readiness.”
