Strengthening the Culture of Law: CLOAC, AFP Engages 10ID, PA on HR and IHL

COL WENDELL J BASAT PA(GSC), Director, Center for Law of Armed Conflict, AFP was warmly received by MAJ GEN ALVIN V LUZON PA , Commander, 10th Infantry "Agila" Division, Philippine Army, during a courtesy call at Camp General Manuel T. Yan Sr., Mawab, Davao de Oro on 18 August 2026.

The courtesy call highlighted the AFP’s continuing advocacy for personnel’s adherence to and commitment to Human Rights (HR) and International Humanitarian Law (IHL) in the conduct of military operations.

The discussion emphasized the importance of integrating IHL into operational planning and ex*****on, particularly in ensuring that military operations conducted in the Davao Region remain guided by the principles of IHL.

Through sustained engagement and advocacy campaign, the CLOAC, AFP and its operational units continue to strengthen a culture of lawful, disciplined, and accountable military service, strengthening the AFP’s commitment to protect human rights and uphold IHL at all times.

Strengthening Dialogue, Advancing Justice and Human Rights

The Center for Law of Armed Conflict, AFP engaged with Mr. Noel Legaspi, President, Buklod Kapayapaan Federation Incorporated (BKFI) together with his staff, in a meaningful dialogue focused on building a mutual understanding, sustaining stakeholder engagement, and advancing shared commitments to peace, human rights, accountability, and the rule of law.

During the meeting, CLOAC, AFP and Buklod Kapayapaan shared their respective efforts in supporting victims and communities affected by Non-State Armed Groups (NSAGs) through helping victims bring their concerns forward and supporting them in the filing and referral of cases through appropriate government mechanisms.

The engagement also provided a valuable platform for exchanging perspectives, discussing emerging concerns, and identifying opportunities for stronger cooperation among the AFP, Civil Society Organizations, and other stakeholders in promoting Human Rights (HR) and International Humanitarian Law (IHL).

The AFP values strong partnerships with civil society in promoting human rights, accountability, justice, and public trust.

CLOAC, AFP Strengthens Human Rights and IHL Advocacy in Eastern Mindanao

The Center for Law of Armed Conflict, AFP team successfully conducted an Advocacy Seminar on Human Rights and International Humanitarian Law (IHL) for personnel of the Eastern Mindanao Command, AFP (EastMinCom) at the Naval Station Felix Apolinario (NSFA), Panacan, Davao City. The three-day advocacy activity brought together personnel from Naval Forces Eastern Mindanao, Tactical Operations Wing–Eastern Mindanao, and the 10th Infantry "Agila" Division, Philippine Army, strengthening the AFP’s commitment to integrating Human Rights Law, IHL, and the Rule of Law into military operations.

Through meaningful discussions and knowledge-sharing, the activity strengthened the importance of integrating legal and humanitarian principles into military planning, decision-making, and operations focusing on State Obligations under the United Nations Charter and the Geneva Conventions, International Humanitarian Law, Human Rights Law and the Rule of Law, Republic Act No. 11188 or the Children in Situations of Armed Conflict (CSAC) Act, AFP Protocol on CSAC and the United Nations Convention on the Law of the Sea (UNCLOS).

Advancing a Philippine-Centered IHL Framework

The Dean of the College of Law of the University of Asia and the Pacific, Atty. Jeremy Benigno I. Gatdula, visited the Center for Law of Armed Conflict, AFP to discuss potential research collaborations aimed at advancing the development of a Philippine-centric framework of International Humanitarian Law (IHL) and the Rules of Engagement (ROE). Accompanying Atty. Gatdula are Mr John Paul Zaldarriaga, representative from Filipino Principles Coalition and Manila Times and MAJ PEDRO MICHAEL JR R MILLARES (MNSA), COP.

The initiative aims to develop research and policy recommendations that reflect the Philippines’ legal system, operational realities, and socio-cultural context while remaining aligned with international humanitarian standards.

CLOAC continues to advance the implementation of International Humanitarian Law (IHL) by fostering collaboration with the academic community.

"77th IHL Commemoration: Pinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL”

In observance of the 77th International Humanitarian Law (IHL) Month, the Armed Forces of the Philippines, led by GENERAL ANTONIO G NAFARRETE PA, Chief of Staff, AFP, reaffirmed its unwavering commitment to International Humanitarian
Law through a Flag Raising Ceremony and the collective recitation of the AFP Soldier’s Pledge of Reaffirmation of Commitment and Support for IHL.

Military officers and Enlisted Personnel, gathered as one institution to renew their solemn pledge to uphold and faithfully apply the principles of IHL in the performance of their duties as defenders of the Filipino people and guardians of the State.

As the nation continues to face evolving security challenges, the AFP remains committed to ensuring that military operations are guided by law, humanity, and the values that unite the Filipino people. Through strengthened partnerships and a shared sense of responsibility, the AFP stand firm in building a safer, more secure, and more humane future for every Filipino.
