EASTERN VISAYAS REBEL SURRENDERS DEAL BLOW TO INSURGENCY

The Philippine National Police (PNP), under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., scored another gain in its anti-insurgency campaign as five members of the Communist Terrorist Group (CTG) and affiliated underground organizations surrendered to authorities in Eastern Visayas in October 2026.

In Hinabangan, Samar, on October 13, two farmers aged 30 and 54, known by their aliases “Elmer” and “Mar,” surrendered to authorities. Both were linked to the Eastern Visayas Regional Party Committee (EVRPC). They also yielded one r***e gr***de, one .45-caliber pistol, one magazine, five rounds of live am******on, and one hand gr***de.

Meanwhile, a 34-year-old farmer, alias “Nonoy,” surrendered in Catarman, Northern Samar, on October 18, while a 25-year-old farmer, alias “James,” surrendered in Barangay Cagdine, Oras, Eastern Samar. The surrenders were facilitated by the Regional Mobile Force Battalion 8 (RMFB-8), in collaboration with police intelligence units, local police stations, and Philippine Army intelligence personnel, as applicable to each operation.

All surrendered individuals are undergoing documentation, debriefing, and investigation. Their applications for possible inclusion in the Enhanced Comprehensive Local Integration Program (E-CLIP) are also being prepared to help facilitate their peaceful return to their communities.

“Every surrender reduces the capacity of armed groups to sustain their activities and threaten innocent communities. We will remain firm in enforcing the law while opening legitimate pathways for those who choose to abandon violence,” PGEN Nartatez said.

“May pagkakataon ang bawat isa na piliin ang kapayapaan at magsimulang muli. Hinihikayat natin ang mga nais nang iwan ang armadong pakikibaka na lumapit sa mga awtoridad upang matulungan silang makabalik sa kanilang pamilya at komunidad,” he added.

The PNP Focused Agenda provides the framework for strengthening police service, with Enhanced Managing Police Operations supporting intelligence-led action against security threats. These efforts complement government initiatives that encourage former rebels to return to peaceful and productive lives.

OVER ₱39.7 MILLION WORTH OF SMUGGLED CI******ES SEIZED IN THREE OPERATIONS

Under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., the Philippine National Police (PNP) seized an estimated ₱39.75 million worth of suspected smuggled ci******es in three separate operations in Misamis Occidental, Zamboanga Sibugay, and Zamboanga del Sur from October 20 to 21, 2026, resulting in the arrest of six individuals.

The first operation was conducted on October 20 in Barangay Silanga, Tangub City, Misamis Occidental, where police apprehended two Filipino men of legal age and seized a truck carrying ci******es valued at approximately ₱6.49 million. The suspects and seized items were brought to the Tangub City Police Station for documentation and proper disposition, with the ci******es and vehicle set for turnover to the Bureau of Customs (BOC).

In a separate operation on October 21 in Barangay Poblacion, Malangas, Zamboanga Sibugay, authorities arrested another Filipino man of legal age and confiscated 100 master cases of assorted ci******es worth an estimated ₱5.73 million. The suspect and seized items were brought to the Malangas Municipal Police Station pending turnover to the BOC.

Meanwhile, an operation in Purok Logpond, Old Labangan, Labangan, Zamboanga del Sur on October 21 led to the arrest of three men, aged 31, 38, and 40, and the seizure of 448 master cases of undocumented ci******es bearing Modern markings. Authorities also seized a white Isuzu wing van allegedly used to transport the ci******es.

The confiscated ci******es and vehicle were valued at approximately ₱27.53 million. The suspects were brought to the Criminal Investigation and Detection Group (CIDG) Zamboanga del Sur Provincial Field Unit for documentation and preparation of complaints for alleged violations of applicable tax and anti-smuggling laws.

The three operations involved local police units, the CIDG, other law enforcement personnel, and the BOC, highlighting the importance of inter-agency coordination in addressing the transport and distribution of undocumented goods.

PGEN Nartatez emphasized that the PNP will continue working with partner agencies to prevent smuggling and ensure that those involved are held accountable in accordance with the law.

“We will continue to work with our partner agencies to address smuggling and protect legitimate businesses. Mahalaga na maayos ang ating koordinasyon at nasusunod ang batas, habang tinitiyak na ang lahat ng hakbang ay naaayon sa tamang proseso,” the Chief PNP said.

These operations support President Ferdinand R. Marcos Jr.’s efforts to strengthen law enforcement and protect legitimate economic activity. PNP STATEMENT

The Philippine National Police joins the media community in mourning the passing of Mr. Edwin Balasa, a valued member of the PNP Press Corps, who passed away on October 20, 2026.

For years, Mr. Balasa was a familiar presence in the PNP Press Corps and in the police community. Through his work as a journalist, he became part of the continuing partnership between the PNP and the media—a partnership founded on the shared responsibility of keeping the public informed.

His passing is a loss not only to his family and loved ones, but also to his colleagues in the media and the members of the PNP who had the opportunity to work with him.

The PNP extends its heartfelt condolences to the family, friends, and colleagues of Mr. Balasa. We join them in remembering his life, his work, and the contribution he made as a member of the PNP Press Corps.

CHINESE NATIONAL, FILIPINO ARRESTED IN PNP ONLINE COUNTERFEIT PRODUCT BUST; ₱600K SOAP SEIZED

A police operation triggered by an online transaction has led to the arrest of two individuals, including a Chinese national, and the seizure of approximately 5,000 pieces of alleged counterfeit and unregistered health products worth an estimated ₱600,000 in Guiguinto, Bulacan.

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), personnel of the Anti-Organized Crime Unit of the Criminal Investigation and Detection Group (AOCU-CIDG) conducted an entrapment operation at Grandmax Industry Park A37, Barangay Daungan, Guiguinto, Bulacan on October 19.

Arrested during the operation were a 22-year-old Chinese national who was reportedly residing in Guiguinto, Bulacan, and a Filipino woman who was reportedly residing in Manila. They were allegedly involved in the manufacture and sale of unregistered and counterfeit health products, with the activity reportedly extending to online transactions.

The operation followed information regarding the alleged online sale of the products. A test-buy transaction conducted through an online marketplace helped police establish the transaction and led to the conduct of the entrapment operation.

Police recovered around 5,000 pieces of Geisha soap with an estimated market value of ₱600,000.00, along with the product involved in the test-buy transaction and a sample item. The seized products were secured for proper examination and disposition, while the two arrested individuals were placed under the custody of the operating unit for appropriate legal proceedings.

PGen Nartatez said the operation demonstrates the importance of acting on information while an alleged illegal activity is still being detected at the point of distribution.

“Minsan, isang online transaction can give us the lead we need to uncover a bigger operation. Kaya kapag may credible information, we have to check it properly and act at the right time. Ang mahalaga, we protect the public while making sure that every step we take is lawful and fair,” PGen Nartatez said.

The Chief PNP also stressed that the growing use of online platforms for commercial transactions requires law enforcement to remain responsive to emerging schemes, while ensuring that investigations are based on evidence and conducted with respect for due process.

The operation is part of the PNP's continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), through timely information gathering, coordinated action, and responsive police operations against emerging forms of criminal activity.

It likewise supports the administration of President Ferdinand R. Marcos Jr. in strengthening government efforts to protect the public from activities that may put consumer safety and public welfare at risk.

PNP TRACKS DIGITAL TRAIL, ARRESTS TEEN IN ONLINE CHILD ABUSE CASE

A digital trail has led Philippine authorities to an 18-year-old man who was arrested in Pasig City in connection with an investigation into the alleged online sexual abuse and exploitation of a minor, highlighting the Philippine National Police’s continuing efforts to protect children from emerging threats in the digital space.

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), operatives of the PNP Anti-Cybercrime Group (ACG) Women and Children Cybercrime Protection Unit (WCCPU) implemented a Warrant to Search, Seize, and Examine Computer Data (WSSECD) on October 8, 2026, in Pasig City.

The investigation followed information referred by the Australian Federal Police concerning an Australian teenage girl who allegedly experienced harassment and threats from her former boyfriend, identified as alias “Kaloy,” through social media. Investigators said the two had an online relationship that began while they were both minors.

Based on the information gathered by investigators, the victim had previously sent intimate images to the suspect during their relationship. After the relationship ended, the suspect allegedly threatened to distribute additional images and allegedly shared some of the material through social media.

The WSSECD served as the legal authority for investigators to search identified digital devices and examine computer data relevant to the investigation. During its implementation, an on-site forensic examination reportedly yielded several explicit images of the victim that were allegedly taken when she was still a minor.

The findings led to the arrest of the suspect. He is facing a complaint for alleged violation of Section 4(r) of Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, in relation to the alleged possession of child sexual abuse and exploitation materials.

The filing of the complaint and the arrest do not constitute a determination of guilt, which remains within the jurisdiction of the courts.

Chief PNP PGen Nartatez said the case demonstrates the importance of combining digital investigation, lawful police procedures, and international cooperation when dealing with alleged offenses involving children.

“Hindi porke online nangyari, hindi na natin masusolusyonan. May digital trail, may ebidensya, at may mga katuwang tayo para masundan kung ano talaga ang nangyari. Ang importante, ginagawa natin ang bawat hakbang nang maayos at naaayon sa batas. At dahil bata ang involved, kailangan doble ang ating pag-iingat—hindi lang sa pagbuo ng kaso, kundi higit sa lahat, sa pagprotekta sa bata habang nagpapatuloy ang proseso,” PGen Nartatez said.

The Chief PNP stressed that cases involving children require both effective enforcement and careful handling of victims and sensitive information. The PNP is strengthening its cybercrime capabilities and international partnerships to keep pace with crimes committed through digital platforms.

The operation is in line with the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), through coordinated and evidence-based action against emerging threats. It also supports President Ferdinand R. Marcos Jr.’s efforts to strengthen the protection of children and other vulnerable sectors.

The PNP urges the public to promptly report suspected online exploitation, threats, coercion, or abuse involving children and to preserve relevant digital evidence for authorities. The public is likewise advised to avoid directly confronting persons under investigation.

PNP, GLOBAL PARTNERS SAVE 16 VICTIMS, ARREST 2 IN ONE-DAY CHILD PROTECTION OPS

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), authorities rescued 16 victims, including 15 children, in coordinated operations in Rizal and General Santos City, resulting in the arrest of two suspects in separate cases involving the alleged online sexual exploitation of children.

The one-day operations on October 13 underscore how timely intelligence, close coordination, and swift police action can help bring children out of situations where they may be at risk of further exploitation.

The operations were undertaken by the PNP Women and Children Protection Center (PNP-WCPC) following intelligence referrals involving the alleged online sexual exploitation of Filipino children. Information developed through cooperation with the Homeland Security Investigations (HSI) and authorities in Netherlands was coursed through the Philippine Internet Crimes Against Children Center (PICACC), leading to police action in Cainta, Rizal, and General Santos City.

A 20-year-old female suspect was arrested in Cainta, while a 36-year-old male suspect was apprehended in General Santos City. Authorities are looking into allegations that the suspects, who were identified as parents or close relatives of some of the victims, facilitated or participated in the production or distribution of child sexual abuse or exploitation materials in exchange for payments from foreign-based individuals.

Mobile phones and other digital devices were also secured for examination as part of the ongoing investigation and preparation of appropriate charges under Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, and other applicable laws.

Following the operations, the rescued children were referred to the appropriate social welfare authorities for medical assessment, psychosocial intervention, protective custody, and continuing support. The PNP emphasized that their protection and recovery remain central to the government's response.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said protecting children requires police action that is both swift and sustained, particularly as technology creates new avenues for exploitation.

“Kapag may batang nasa panganib, every minute matters. Hindi sapat na makarating sa atin ang impormasyon—we have to act on it, coordinate with the right people, and make sure that the child is placed in a safe environment. At pagkatapos ng rescue, hindi pa tapos ang trabaho. We have to make sure they receive the care and protection they need while we build the case against those who may have taken advantage of them,” Gen. Nartatez said.

CHECKPOINT ALERT HALTS ₱17.5-M SUSPECTED SMUGGLED CI******ES IN PARANG

A checkpoint alert quickly turned into a major interception after police authorities stopped a truck carrying an estimated ₱17.55 million worth of suspected smuggled ci******es in Parang, Maguindanao del Norte, leading to the arrest of its driver on October 19, 2026.

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), responding police units acted on information from a checkpoint after a white wing van truck reportedly failed to stop. The alert was immediately relayed to another checkpoint, allowing nearby units to coordinate and track the vehicle until it was intercepted at a coconut trading compound in Barangay Nituan.

Inside the vehicle, police found 300 master cases of brand ci******es, equivalent to approximately 15,000 reams, with an estimated market value of ₱17.55 million. The driver was taken into custody after he failed to present the required documents for the shipment.

The interception was carried out through the coordinated efforts of the 3rd Maneuver Platoon, 1401st Regional Mobile Force Company, Regional Mobile Force Battalion 14-A, Tactical Support Company-A of RMFB 14-A, Regional Intelligence Unit 15, Maritime Group, Maguindanao Maritime Police Station, and the 2nd Marine R***e Battalion, in coordination with the Parang Municipal Police Station.

The seized items were inventoried, counted, and marked at the scene in the presence of the required witnesses. The arrested driver was likewise informed of the reason for his arrest and his constitutional rights.

The seized ci******es and the arrested individual were brought to the appropriate police office for documentation and investigation, with the shipment set for turnover to the Bureau of Customs for proper action. The filing of appropriate charges will depend on the findings of the investigation.

PGen Nartatez said the incident demonstrates how timely communication between police units can prevent suspected illicit shipments from continuing through their intended route.

“We can see here that sometimes, one timely alert is all it takes to stop a shipment before it reaches its destination. Ang mahalaga, mabilis ang relay ng information at coordinated ang response. We have to make every checkpoint count, while making sure that every police action remains lawful and properly documented,” PGen Nartatez said.

He added that the PNP will continue strengthening coordination among its units and with other government agencies involved in addressing the movement of suspected smuggled goods.
