The Support to Parcelization of Lands for Individual Titling (SPLIT) is a Project of DAR & World Bank

Ang 𝗦𝗣𝗟𝗜𝗧 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 – 𝗣𝗮𝗹𝗮𝘄𝗮𝗻 ng Department of Agrarian Reform (DAR) ay kaisa ng sambayanang Pilipino sa paggawad ng dangal at paggunita sa 𝗡𝗶𝗻𝗼𝘆 𝗔𝗾𝘂𝗶𝗻𝗼 𝗗𝗮𝘆, alinsunod sa Republic Act No. 9256.

Sabay-sabay nating alalahanin ang kanyang naging sakripisyo at mahahalagang ambag sa kasaysayan. Isabuhay natin ang kanyang pagmamahal sa bayan sa pamamagitan ng patuloy na pagtataguyod sa kapakanan at kaunlaran ng ating mga magsasakang Pilipino. 🇵🇭✨

#𝓕𝓻𝓲𝓭𝓪𝔂𝓢𝓟𝓛𝓘𝓣𝓑𝓲𝓽𝓼 | An 𝗘𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝗧𝗶𝘁𝗹𝗲 or commonly known as “𝘦-𝘵𝘪𝘵𝘭𝘦” refers to the derivative or subsequent title/CLOA generated from the Land Registration Authority (LRA) computerized system, registered and issued by the Registry of Deeds (ROD) to an individual and/or group of ARBs as a result of parcelization under the SPLIT Project.

𝗧𝗜𝗡𝗚𝗡𝗔𝗡 | Nagtalaga ng bagong In-House Survey Teams (IHOST) ang Department of Agrarian Reform (DAR) Palawan upang pabilisin ang proseso ng land titling sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

Kasunod nito, matagumpay na idinaos ang oryentasyon at estratehikong pagpaplano noong Agosto 6-7, 2026 sa Best Western Plus The Ivywall Hotel, Rizal Avenue Extension, Lungsod ng Puerto Princesa. Layunin ng aktibidad na ihanda ang IHOST sa pagsasagawa ng pagsusukat at parcelization ng lupa para sa mga Agrarian Reform Beneficiaries (ARBs).

Tinalakay sa pagsasanay ang mga tiyak na tungkulin at responsibilidad ng bawat field survey team, ang mahigpit na pagsunod sa mga alituntunin sa kaligtasan, at ang mga kinakailangang dokumentong dapat ipasa matapos ang survey. Tampok din sa aktibidad ang opisyal na paglagda sa kontrata ng mga bagong IHOST.

Umabot sa walumpung (80) kalahok ang dumalo, kabilang ang Geodetic Engineers, Instrument Men, AutoCAD Operators, Technical Support Staff, Administrative Support Staff, at Survey Aides. Pinangunahan ang dalawang araw na aktibidad nina PARPO II Conrado S. Guevarra, OIC-PARPO I Remedios S. Bacuel, OIC-CARPO Elenita I. Sandalan, Budget Officer Carmela N. Madarcos, Parcelization Component Coordinator Atty. Herryll T. Camacho, kasama ang Provincial Project Management Office personnel, at ang mga Municipal Agrarian Reform Program Officers (MARPOs) mula sa iba't ibang munisipyo ng Palawan.

Ang inisyatibong ito ng DAR ay isang mahalagang hakbang upang mapabilis ang pagkamit ng mga layunin ng SPLIT Project at matiyak na ang bawat miyembro ng survey team ay handa sa kanilang gampaning magbigay ng seguridad sa pagmamay-ari ng lupa para sa ating mga magsasaka.

To accelerate the distribution of land titles to agrarian reform beneficiaries, the participation of its partner key agencies is also significant, including the Land Registration Authority (LRA), National Commission on Indigenous Peoples (NCIP), LandBank of the Philippines (LBP), National Mapping and Resource Information Authority (NAMRIA), Department of Interior and Local Government (DILG), and Department of Environment and Natural Resources (DENR).

However, in line with the directive of President Ferdinand Marcos, Jr. to expedite the parcelization of land titles through the Department of Agrarian Reform (DAR), the 𝗪𝗼𝗿𝗹𝗱 𝗕𝗮𝗻𝗸 𝗵𝗮𝘀 𝗲𝘅𝘁𝗲𝗻𝗱𝗲𝗱 𝗶𝘁𝘀 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝘂𝗻𝘁𝗶𝗹 𝟮𝟬𝟮𝟳.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Contract of Service (COS) personnel under the SPLIT Project of the Department of Agrarian Reform (DAR) Provincial Office - Palawan actively joined the virtual workshop entitled “𝘉𝘶𝘪𝘭𝘥𝘪𝘯𝘨 𝘵𝘩𝘦 𝘊𝘢𝘱𝘢𝘤𝘪𝘵𝘺 𝘢𝘯𝘥 𝘊𝘰𝘮𝘱𝘦𝘵𝘦𝘯𝘤𝘦 𝘰𝘧 𝘗𝘳𝘰𝘫𝘦𝘤𝘵 𝘐𝘮𝘱𝘭𝘦𝘮𝘦𝘯𝘵𝘢𝘵𝘪𝘰𝘯 𝘖𝘧𝘧𝘪𝘤𝘦𝘳𝘴 (𝘗𝘐𝘖𝘴) 𝘛𝘰𝘸𝘢𝘳𝘥𝘴 𝘌𝘯𝘩𝘢𝘯𝘤𝘪𝘯𝘨 𝘗𝘳𝘰𝘫𝘦𝘤𝘵 𝘔𝘢𝘯𝘢𝘨𝘦𝘮𝘦𝘯𝘵 𝘌𝘧𝘧𝘦𝘤𝘵𝘪𝘷𝘦𝘯𝘦𝘴𝘴” via teleconferencing on Thursday, July 23, 2026.

This online capacity-building session which was facilitated by the Office of the Undersecretary for Foreign Assisted & Special Projects Office (FASPO) focused on equipping Project Implementation Officers (PIOs) with the knowledge and skills to utilize social media for disseminating accurate information, as well as strategies to successfully implement and accelerate land parcelization for Agrarian Reform Beneficiaries (ARBs) under the SPLIT Project.

#𝓕𝓻𝓲𝓭𝓪𝔂𝓢𝓟𝓛𝓘𝓣𝓑𝓲𝓽𝓼 | 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗦𝗣𝗟𝗜𝗧, or 𝙎𝘶𝘱𝘱𝘰𝘳𝘵 𝘵𝘰 𝙋𝘢𝘳𝘤𝘦𝘭𝘪𝘻𝘢𝘵𝘪𝘰𝘯 𝘰𝘧 𝙇𝘢𝘯𝘥𝘴 𝘧𝘰𝘳 𝙄𝘯𝘥𝘪𝘷𝘪𝘥𝘶𝘢𝘭 𝙏𝘪𝘵𝘭𝘪𝘯𝘨 (𝗦𝗣𝗟𝗜𝗧), is a program implemented by the Department of Agrarian Reform (DAR) and funded by the World Bank. It is designed to parcelize Collective Certificates of Land Ownership Award (CCLOAs) issued under the Comprehensive Agrarian Reform Program (CARP) into individual land titles for farmers who were previously part of agrarian communities with collective land.

𝙍𝙀𝙎𝙃𝘼𝙍𝙀𝘿 | Matagumpay na idinaos ang immersion activity ng Department of Agrarian Reform (DAR) Central Office nitong Hulyo 13, 2026, na pinangunahan ni Secretary Conrado E. Estrella III at dinaluhan ng mga kalahok sa prestihiyosong 2025 PelikulAgraryo Central Film Festival.

Kabilang sa mga dumalo ay si 𝗡𝗮𝗳𝗵𝗮 𝗖𝗹𝗮𝗿𝗶𝘇𝘇𝗲 𝗘. 𝗕𝗼𝗻𝗮𝘆𝗼𝗻 𝗻𝗴 𝗣𝗮𝗹𝗮𝘄𝗮𝗻 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆, direktor at manunulat ng pelikulang “𝘐𝘴𝘢𝘨𝘢𝘯𝘪,” na nagkamit ng Jury Prize Award, Best Actor, at Third Best Film sa naturang kompetisyon.

Layunin ng aktibidad na muling bigyang-pagkilala ang husay sa sining ng mga mag-aaral at linangin ang kanilang kaalaman sa kasaysayan at mandato ng ahensiya.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍 | Patuloy ang Department of Agrarian Reform (DAR) Palawan sa masusing pagrerepaso ng mga dokumento sa ilalim ng proyektong Support to Parcelization of Lands for Individual Titling (Project SPLIT).

Pinangunahan ng Provincial Project Management Office (PPMO) ang isinagawang Post-Validation Assessment at Individual Land Distribution Folder (ILDF) Review sa DAR Provincial Office Conference Room, Skylight Convention Center, Roxas Street, Puerto Princesa City, Palawan.

Ang aktibidad na ito ay naglalayong mag-assess at mag-validate ng mga legal at teknikal na dokumento ng mga Agrarian Reform Beneficiaries (ARBs) matapos ang field validation. Sa pamamagitan ng Post-Validation Assessment, natitiyak kung sino-sino ang mga kwalipikadong benepisyaryo at nareresolba ang anumang isyu sa lupa, habang ang ILDF Review naman ay ginagawa upang maiwasto at makompleto ang mga nakalagay na impormasyon sa bawat dokumento.

Tinalakay din sa ulat ang field validation accomplishment na ibinahagi ng mga FV team leaders ng DAR Palawan para sa mga munisipyo ng Busuanga, Brooke’s Point, Quezon, Aborlan, Sofronio Española, Narra, at Puerto Princesa City na may kabuuang 4,291.3286 ektarya.

Katuwang ang World Bank, sinisikap ng DAR na masigurong malinis, mabilis, at may ganap na legalidad ang mga indibidwal na e-title na ipamamahagi sa mga magsasaka sa lalawigan.

Nagsagawa ang Department of Agrarian Reform (DAR) ng malawakang inspeksyon, konsultasyon, at field validation para sa proyektong Support to Parcelization of Lands for Individual Titling (Project SPLIT) kasama ang mga Agrarian Reform Beneficiaries (ARBs) sa ilang barangay sa munisipyo ng Quezon, Palawan at lungsod ng Puerto Princesa nitong Hunyo 1-24, 2026.

Layunin ng proyektong ito, sa pakikipagtulungan sa World Bank, na paigtingin ang programa ng pamahalaan sa paghahati ng mga Collective Certificates of Land Ownership Award (CCLOAs). Sa pamamagitan ng pagkakaloob ng mga indibidwal na titulo, masisiguro ang karapatan at pagmamay-ari ng mga benepisyaryo sa kanilang sariling lupa.

Narito ang mga barangay kung saan isinagawa ng Field Validation Team (FVT) ang validation at dokumentasyon para sa mga kolektibong Original Certificates of Title (OCTs):

Bukod sa validation, kabilang din sa aktibidad ang pag-oorganisa ng mga kaso, pagsusuri sa mga rekord at dokumento ng mga ARBs, pagtutuwid ng mga maling impormasyon, at pagbuo ng mga legal at teknikal na kasulatan para sa paghahati-hati ng lupain. Sa kabuuan, mayroong 16 na ARBs sa munisipyo ng Quezon at 15 ARBs naman sa Puerto Princesa ang matagumpay na napuntahan at nabeperipika ng bawat validation team.

Samantala, ang aktibidad ay pinangunahan ng Field Validation Team (FVT) na binubuo ng Legal Officer (bilang Team Leader), Geodetic Engineer, Processor, Documenter, at isang Environmental and Social Safeguards (ESS) Officer. Ito ay upang matiyak na maayos at napapanahon ang pagsasagawa ng field validation at ocular inspection sa bawat target na komunidad.
