In response to the increasing number of reported child abuse cases in the province, key stakeholders convened for an exploratory meeting on March 30, 2026, to strengthen the implementation of the ๐๐๐๐๐๐๐๐ ๐๐๐ฅ๐ฉ๐ฅ๐ข๐ง๐ ๐๐๐๐, a national child protection reporting platform. The initiative was undertaken following the directive of Governor Amy Roa Alvarez to the Provincial Social Welfare and Development Office (PSWDO) to develop and strengthen interventions for women and children protection.
The activity brought together representatives from the Council for the Welfare of Children (CWC) and the Provincial Social Welfare and Development Office (PSWDO) of Palawan, signaling a unified effort to address the growing concerns on violence against children in the province. The initiative aligns with the Provincial Governmentโs priorities under Governor Amy Roa Alvarez in strengthening child protection mechanisms and addressing violence against children, and is further anchored on the ๐ฃ๐๐๐๐ช๐๐ก+๐ฃ๐๐จ๐ฆ ๐๐ผ๐๐ฒ๐ฟ๐ป๐ฎ๐ป๐ฐ๐ฒ ๐๐ฟ๐ฎ๐บ๐ฒ๐๐ผ๐ฟ๐ธ, particularly under ๐๐๐ฅ๐๐๐ข๐ฉ (responsive and people-centered governance) and ๐ฆ๐ฌ๐ก๐๐ฅ๐๐ข๐ฉ (strengthened collaboration and multi-sectoral partnerships).

Data from the Palawan Police Provincial Office show that cases handled by Women and Children Protection Desks remain high from 2022 to 2025, with a notable surge in r**e cases, particularly among children aged 11โ15. Reports also indicate that perpetrators are often known to the victims, including family members and close acquaintances. Meanwhile, the 2025 MCAT-VAWC report recorded 763 cases, many involving multiple forms of abuse, highlighting the urgent need for stronger reporting and response mechanisms.
Against this backdrop, the Makabata Helpline 1383 is being strengthened as a critical entry point for reporting and responding to child protection and Violence Against Women and Children (VAWC) cases. The helpline provides a 24/7 platform where children, women, and concerned individuals can safely report abuse, seek assistance, and be connected to appropriate services.
Central to the initiative is the adoption of the โ๐ก๐ผ ๐ช๐ฟ๐ผ๐ป๐ด ๐๐ผ๐ผ๐ฟ ๐ฃ๐ผ๐น๐ถ๐ฐ๐,โ which ensures that all reportsโwhether related to child protection or VAWCโregardless of where they are initially received, are properly addressed and referred to the appropriate agencies. This approach removes barriers for victims and survivors, ensuring that no case is overlooked due to procedural limitations, particularly in geographically isolated and disadvantaged areas (GIDAs).
The exploratory meeting marks a significant step toward institutionalizing a more responsive and inclusive protection system in Palawan. As stakeholders move forward, continued collaboration and sustained efforts are expected to strengthen the reach and effectiveness of the Makabata Helpline 1383, ultimately ensuring that every child and survivor at risk is heard, protected, and supported.
