“True service is shown when you step in and help without hesitation,” ani PGEN Jose Melencio C. Nartatez Jr. “Ang malasakit sa kapwa ay hindi lamang sa salita, kundi sa gawa.”

Dagdag pa niya, “Every act of kindness matters. Ang bawat maliit na tulong ay may malaking epekto sa komunidad at sa tiwala ng tao sa pulisya.”

Bilang patunay ng dedikasyon ng PNP sa mamamayan, patuloy nitong pinaparamdam sa publiko ang pangakong “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

OVER 15K FI****MS OFF THE STREETS: PNP PUSHES STRONGER SAFETY MEASURES

The nationwide campaign against loose fi****ms continues to strengthen public safety, removing thousands of unlicensed weapons and holding violators accountable under the law.

Data covering January 1 to February 19, 2026 show that authorities arrested 1,474 individuals for illegal firearm possession. During the same period, 4,684 fi****ms were captured, surrendered, or confiscated due to violations of RA 10591, while 479 fi****ms were turned in for safekeeping — reflecting growing community cooperation in reducing firearm-related risks.

Broader results from August 26, 2025 to February 19, 2026 highlight sustained enforcement efforts: 5,547 persons were arrested, and 15,428 fi****ms were seized or surrendered in violation of the law. Additionally, 1,474 fi****ms were voluntarily turned over for safekeeping, demonstrating public willingness to support preventive measures.

Recent weekly operations from February 13 to 19, 2026 maintained this momentum, resulting in 250 arrests and the confiscation or surrender of 718 fi****ms, alongside 85 fi****ms turned in for safekeeping.

Chief PNP, PGEN Jose Melencio C. Nartatez Jr., emphasized that the campaign prioritizes prevention and community safety.

"Hindi lang ito tungkol sa pagpapatupad ng batas. Ang layunin natin ay pigilan ang mga posibleng krimen at protektahan ang buhay. Bawat baril na wala sa ilegal na sirkulasyon ay isang panganib na naiiwasan. Hinihikayat namin ang publiko na makiisa—kung may hindi lisensyado o hindi na ginagamit na baril, isuko ito para sa kaligtasan ng lahat," PGEN Nartatez said.

The campaign aligns with the PNP’s Focused Agenda through Enhanced Managing Police Operations (EMPO), combining intelligence-led enforcement, strategic checkpoints, and community engagement. It emphasizes both accountability and prevention, encouraging voluntary surrender of fi****ms to reduce risks before crimes occur.

These efforts support the government’s broader public safety priorities under the leadership of President Ferdinand Marcos Jr, who has consistently emphasized the importance of law and order as foundations for national progress and community well-being.

Building on the national drive, Police Regional Office 5 (PRO 5) intensified its local operations over the past week. From February 16 to 22, 2026, PRO 5 conducted 22 targeted “kontra boga” operations, resulting in 8 arrests of individuals suspected of illegal firearm possession or trafficking. Authorities confiscated or received 26 assorted fi****ms, while 8 more were voluntarily turned in for safekeeping.

The top cop further reminded the public of their role in the campaign:
"Safety is a shared responsibility. Report suspicious activities, secure fi****ms at home, and participate in voluntary surrender programs. Together, we can reduce risks and protect lives."

This nationwide achievement reflects the PNP’s commitment to proactive, community-centered policing. Through coordinated operations, intelligence gathering, and public awareness, the PNP continues to advance the vision of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman, ensuring every Filipino feels the presence of law enforcement that is both effective and responsive.

PNP FOILS INSURGENT PLOT, SEIZES EXPLOSIVES IN AGUSAN DEL SUR

Sustained police pressure against insurgent remnants in Mindanao resulted in the recovery of hidden explosives and ammunition in the hinterlands of Brgy. Sta. Cruz, Rosario, Agusan del Sur from February 14 to February 17, 2026 . Under the command of PNP Chief, Police General (PGEN) Jose Melencio C. Nartatez Jr., the Philippine National Police carried out a joint counterinsurgency action that successfully uncovered an arms cache believed to be abandoned by Communist Terrorist Group (CTG) members.

Elements of the 1st Special Action Battalion (1SAB), Force Support Battalion (FSB), and Force Intelligence Investigation Division (FIID) provided tactical support to the 2nd Provincial Mobile Force Company (PMFC), Agusan del Sur Police Provincial Office, and other operating units during the mission. Recovered from the site were two hand grenades, one improvised explosive device (IED), 30 meters of detonating wire (MOL), and five magazines for caliber 7.62mm fi****ms. The explosives and related materials were secured and placed under the custody of the Provincial EOD and Canine Unit (PECU) of Agusan del Sur PPO for proper documentation and lawful disposition.

Authorities said the recovery prevented the possible use of the explosives in hostile activities targeting security forces and civilian communities. The operation also underscored the continuing effort of the PNP to track down concealed weapons and disrupt armed networks operating in remote areas of the province.

“This recovery is a clear message that we will relentlessly pursue armed groups that threaten peace and security. We are determined to remove every instrument of violence from their hands,” PNP Chief PGEN Nartatez stated. “Hindi kami uurong sa laban kontra insurhensiya. Sisiguraduhin naming ligtas ang ating mga komunidad laban sa anumang banta.”

He further stressed the importance of sustained field presence and intelligence-driven actions. “Each successful operation strengthens public confidence and weakens the capability of those who seek to destabilize our communities. The PNP remains committed to decisive and lawful action,” he said. “Mas paiigtingin pa natin ang ating pagbabantay at pagkilos upang hindi na makapaminsala ang mga grupong ito.”

The accomplishment reflects the PNP Focused Agenda—an institutional roadmap of transformation designed to make police service more responsive and mission-focused. Central to this effort is Enhanced Managing Police Operations, which drives intelligence-based deployments and targeted interventions to suppress armed threats and maintain stability in affected areas.

The PNP maintains heightened security operations across insurgency-affected communities to ensure that explosives and fi****ms do not fall into the wrong hands. As the PNP sustains firm actions to dismantle insurgent capabilities and secure communities under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

PNP SEIZES PHP 14 MILLION SMUGGLED CI******ES IN ZAMBOANGA COASTAL SWEEP

In a resolute maritime enforcement action, the Philippine National Police intercepted a motorized boat carrying an estimated Php 14 million worth of smuggled ci******es off the waters of Barangay Sinunuc, Zamboanga City. Under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., the operation underscores the PNP’s firm commitment to uphold the law and protect local industries from illegal trade.

On February 23, 2026, at approximately 8:30 AM, officers from the PNP Maritime Group Regional Maritime Unit 9, together with the 1st Military Intelligence Battalion of the Philippine Army, I&I HRMU 9, 1st Special Operations Unit, and the 2nd Zamboanga City Mobile Force Company (Seaborne), conducted a patrol onboard R9-TWM-08. They intercepted a grey-and-blue motorized boat marked “YANA-1,” manned by three adult Filipino males. The vessel was loaded with 350 master cases of assorted ci******es, including 170 master cases of King Perfect and 133 master cases of GreenHill, with a combined estimated market value of Php 14,000,000.00. The boat and cargo were immediately secured and towed to Regional Maritime Unit 9 Headquarters in Baliwasan Seaside, Zamboanga City, for proper disposition and legal processing under RA 12022, the Anti-Agricultural Economic Sabotage Act of 2024.

“This is a clear warning to anyone trying to bypass the law: illegal trade will be stopped, and violators will face the full consequences,” PNP Chief PGEN Jose Melencio C. Nartatez Jr. said.

The enforcement also reflects the PNP’s Focused Agenda, a comprehensive plan to make police service more disciplined, proactive, and community-focused. In this case, the key priority of Enhanced Managing Police Operations guided the patrol, ensuring the effective interception of contraband while maintaining public safety.

“Our officers will not hesitate to take firm action against illegal activities threatening our communities and national economy. Lawbreakers have nowhere to hide,” PNP Chief PGEN Jose Melencio C. Nartatez Jr. emphasized. “Poprotektahan namin ang ating mga karagatan at komunidad mula sa mga mapagsamantala. Ang sinumang susuway sa batas ay tiyak na mananagot.”

As the PNP strengthens coastal security and prevents illicit trade under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

PEACE MOMENTUM IN MIMAROPA: 40 RETURN TO THE FOLD OF THE LAW

A steady shift toward peace is taking shape in MIMAROPA region as 40 members of armed groups have laid down their arms since October 2025—an encouraging development that reflects stronger community trust and sustained police operations on the ground.

The Philippine National Police, through the Police Regional Office MIMAROPA (PRO MIMAROPA), confirmed that from October 6, 2025 to date, 40 personalities affiliated with local armed movements have either voluntarily surrendered or were arrested in focused operations across the region.

Of the total number, 36 chose to surrender peacefully, while four were apprehended in the course of law enforcement actions. Some of them were previously listed in official monitoring records.

PNP Chief, PGEN Jose Melencio C. Nartatez Jr., said the development highlights the effectiveness of the organization’s Focused Agenda, particularly through Enhanced Managing Police Operations, which emphasizes intelligence-driven actions, inter-agency coordination, and strengthened community engagement.

“What we are seeing in MIMAROPA is the result of sustained, patient work on the ground. This is not about force alone—it is about trust, dialogue, and consistent law enforcement presence,” PGEN Nartatez said.

He stressed that every surrender represents an opportunity for transformation—not just for the individual, but for families and communities as well.

“Kapag may isang nagbalik-loob, may isang pamilya ang nabibigyan ng panibagong pag-asa. Ang kapayapaan ay hindi lamang tagumpay ng pulisya, kundi tagumpay ng buong komunidad,” he added.

The PNP clarified that those who voluntarily surrender undergo proper documentation and are endorsed to government reintegration programs in coordination with concerned agencies. These initiatives aim to provide assistance, livelihood support, and pathways for rebuilding their lives.

Chief PNP, PGEN Nartatez also reiterated that while the police remain firm against armed violence, the door to peaceful reintegration remains open.

“Hindi natin kinukunsinti ang anumang uri ng karahasan. But for those who sincerely choose to return to the fold of the law, the government is ready to help them start over. May malinaw na proseso at may tulong na naghihintay,” he emphasized.

The PNP encourages families, local leaders, and residents in MIMAROPA to continue supporting peace initiatives and to report any threats to community safety through proper channels. Public cooperation, authorities said, remains crucial in sustaining these gains.

As the PNP strengthens its operational and community-based initiatives, it remains steadfast in upholding professionalism, respect for human rights, and genuine public service—delivering the ideals of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
