The Sangguniang Bayan Office of Pudtol headed by Hon. Teresita A. Bulsao together with the Sangguniang Bayan Members, Hon. Edaño T. Patayan, Municipal IPMR and Mr. Riel C. Pascua, Secretary to the Sangguniang Bayan conducted a regular session held at the Legislative Building session hall on July 27, 2026.

The said session started with a prayer led by Hon. Ma. Mina Grace A. Sangil, SB Member followed by the singing of the Philippine National Anthem led by Ms. Vaneza Joy Balmaceda.

Approved resolutions during the session were:
1. A RESOLUTION REQUESTING THE PROVINCIAL TOURISM OFFICE TO CONDUCT A SOUVENIR ITEMS TRAINING IN THE MUNICIPALITY OF PUDTOL, APAYAO.

2. A RESOLUTION REQUESTING THE DEPARTMENT OF TRADE AND INDUSTRY (DTI), THROUGH THE PROVINCIAL TOURISM OFFICE, APAYAO TO CONDUCT TRAINING ON THE PROPER SEWING OF MALE AND FEMALE ISNAG ATTIRE IN THE MUNICIPALITY OF PUDTOL, APAYAO TO COPE WITH THE DEMAND PROVIDED IN THE SOON APPROVAL OF A PROVINCIAL ORDINANCE A UNIFORM ISNAG ATTIRE IN THE PROVINCE OF APAYAO.

The Office of the Sangguniang Bayan of Pudtol headed by Hon. Teresita A. Bulsao together with Mr. Riel C. Pascua, Secretary to the Sangguniang Bayan and SB Members of this municipality participated in the duly conducted Seminar Workshop on Effective Local Legislators sponsored by Dux ducis held last July 22-24, 2026 at Tagaytay Country Hotel, Tagaytay City.

During the training, ROLES, RULES and WORKS of the Sangguniang Bayan were discussed. Key powers were:
1. Pass ordinances and approved projects,
2. Manage public funds,
3. Set fair fees and charges,
4. Regulate activities for public good,
5. Check if laws and projects are done right,
6. Legal basis rooted in RA 7160 or the Local Government Code---To serve and protect the general welfare,
7. Better laws, better service,
8. Follow clear internal rules of procedure,
9. Use committees for focused work,
10. Organize records for easy access,
11. Base laws on real needs and facts,

Also tackled during the training was the common issuances which are:
1. Resolutions: Show approval, requests, recognition, or support.
2. Ordinances: Set rules on health, safety, taxes, environment, livelihood and more.

Topics discussed have greatly shaped the attendees which they carried home and will apply for the betterment of the people of Pudtol.

The Sangguniang Bayan Office of Pudtol headed by Hon. Teresita A. Bulsao together with Mr. Riel C. Pascua, Secretary to the Sangguniang Bayan and Sangguniang Bayan Members of Pudtol conducted a regular session held at the Legislative Building session hall last July 13, 2026.

During the session, the august body discussed and elevated proposed ordinances for public hearing:

1. AN ORDINANCE ADOPTING AND LOCALIZING THE PROVINCIAL ORDINANCE NO. 13 SERIES OF 2020, ENTITLED, "AN ORDINANCE INSTITUTIONALIZING A PROPER HAND GESTURE DURING SINGING OF THE APAYAO PROVINCIAL HYMN-APAYAO FOREVER", IN THE MUNICIPALITY OF PUDTOL, APAYAO;

2. AN ORDINANCE ESTABLISHING SENIOR CITIZEN'S DESK IN EVERY BARANGAY IN THE MUNICIPALITY OF PUDTOL, APAYAO;

3. AN ORDINANCE REGULATING PUBLIC UTILITY VAN (PUV) PARKING AREAS WITHIN THE MUNICIPALITY OF PUDTOL;

4. AN ORDINANCE ESTABLISHING MEAT TRADE POLICY IN THE MUNICIPALITY OF PUDTOL, APAYAO;

5. AN ORDINANCE ESTABLISHING STANDARDS FOR BUSINESS IDENTIFICATION AND PRICE DISPLAYS WITHIN THE MUNICIPALITY OF PUDTOL, APAYAO;

6. AN ORDINANCE ESTABLISHING SMOKE-FREE AND ALCOHOL-RESTRICTED POLICY FOR MARKET VENDORS/ SELLERS AND OPERATORS WITHIN THE PUBLIC MARKET, PUDTOL, APAYAO;

7. AND ORDINANCE REGULATING AMBULANT VENDING WITHIN THE MUNICIPALITY OF PUDTOL, APAYAO;

8. AND ORDINANCE STRICTLY IMPLEMENTING AND ENFORCING THE PROVISIONS OF REPUBLIC ACT NO. 11313 OTHERWISE KNOWN AS THE SAFE SPACES ACT OF 2019 OR THE ANTI BASTOS LAW IN THE MUNICIPALITY OF PUDTOL;

9. AN ORDINANCE UPDATING THE GENDER AND DEVELOPMENT CODE OF THE MUNICIPALITY OF PUDTOL, APAYAO;

10. AN ORDINANCE UPDATING THE CHILDRENS' CODE OF THE MUNICIPALITY OF PUDTOL, APAYAO FOR CY 2026.

Also there were ordinances adopted for third and final reading and for review of the Sangguniang Panlalawigan:

1. AN ORDINANCE ESTABLISHING AND INSTITUTIONALIZING THE "MALAYA AWARD" FOR EXEMPLARY CIVIC VIRTUE AND EXEMPLARU STEWARDSHIP OF NATURE, IN THE MUNICIPALITY OF PUDTOL, APAYAO;

2. AN ORDINANCE PROHIBITING STRAY DOGS WITHIN THE MUNICIPALITY OF PUDTOL, APAYAO, PROVIDING PENALTIES FOR VIOLATION THEREOF, AND FOR OTHER PURPOSES;

3. AN ORDINANCE ESTABLISHING AND INSTITUTIONALIZING THE TRIBUTE AND AID FOR NOBLE ADVOCATES' WELFARE (TANAW) PROGRAM FOR BARANGAY OFFICIALS AND AD HOC POSITION HOLDERS IN THE MUNICIPALITY OF PUDTOL, APAYAO AND APPROPRIATING FUNDS THEREFOR;

4. AN ORDINANCE GRANTING ADDITIONAL ANNUAL CASH INCENTIVE OF ONE THOUSAND TWO HUNDRED PESOS (PHP. 1,200.00) TO CHIEF TANODS AND ONE THOUSAND PESOS (PHP. 1,000.00) TO BARANGAY TANOD MEMBERS TO BE RELEASED EVERY DECEMBER AND YEARS THEREAFTER.

Earlier that day, Apayao Barangay Social Welfare Worker (ABSWW) of the different barangays of Pudtol visits the Legislative Office to give thanks and appreciation to the Local Government Unit of Pudtol headed by Hon. Edmar D. Pascua, J.D., Municipal Mayor through the Sangguniang Bayan Office in donating uniforms for them to use during their work.

YOUR VOICE: OUR FUTURE!!

The Sangguniang Bayan Office of Pudtol heade by Hon. Teresita A. Bulsao, Municipal Vice Mayor together with the Sangguniang Bayan Members, Mr. Riel C. Pascua, Secretary to the Sanggunian conducted a Public Hearing on proposed ordinances held on July 8, 2026 at the Florentino Galut Multi-Purpose Gymnasium, Barangay Cabatacan, Pudtol, Apayao.

Proposed ordinances discussed were:

1. AN ORDINANCE ESTABLISHING AND INSTITUTIONALIZING THE TRIBUTE AND AID FOR NOBLE ADVOCATES WELFARE (TANAW) PROGRAM FOR BARANGAY OFFICIALS AND AD HOC POSITION HOLDERS IN THE MUNICIPALITY OF PUDTOL, APAYAO AND APPROPRIATING FUNDS THEREOF;

2. AN ORDINANCE GRANTING ADDITIONAL INCENTIVE OF ONE THOUSAND TWO-HUNDRED PESOS (PHP. 1,200.00) TO CHIEF TANODS AND ONE THOUSAND PESOS (PHP. 1,000.00) TO BARANGAY TANOD MEMBERS TO BE RELEASED EVERY DECEMBER TO START NEXT YEAR AND IN THE SUCCEEDING YEARS AND THEREAFTER, PUDTOL, APAYAO;

3. AN ORDINANCE PROHIBITING STRAY DOGS IN THE MUNICIPALITY OF PUDTOL, APAYAO, IMPOSING PENALTIES FOR VIOLATIONS THEREOF, AND FOR OTHER RELATED PURPOSES;

4. AN ORDINANCE ESTABLISHING AND INSTITUTIONALIZING THE "MALAYA AWARD" AS THE HIGHEST MUNICIPAL RECOGNITION FOR EXEMPLARY ENVIRONMENTAL STEWARDSHIP, BIODIVERSITY CONSERVATION, ECOLOGICAL RESPONSIBILITY, AND CIVIC VIRTUE IN THE MUNICIPALITY OF PUDTOL, APAYAO, PROVIDING FOR ITS IMPLEMENTATION, FUNDING, AND OTHER PURPOSES.

The said activity started with a prayer by Hon. Edaño T. Patayan, Municipal IPMR, followed by the singing of the Philippine National anthem by Hon. Efleda A. Garde, Sangguniang Bayan Member and later was called to order by Hon. Teresita A. Bulsao being the presiding officer and was later joined by Hon. Russell V. Galut, Sangguniang Bayan Member, Committee Chair on Environment. Also present were Mrs. Evangeline S. Kitong, representative from the Mayors' Office, Mr. Norman Venus, DILG representative, Mr. Castro, DENR representative, Ms. Krizzle Sungag, MHO head, Mrs. Divina B. Biton, MOAS representative, constituents, tanods and Barangay Officials from different barangays of Pudtol.

The Sangguniang Bayan Office of Pudtol headed by Hon. Teresita A. Bulsao together with the Sangguniang Bayan Members conducted its regular session held at the Legislative Building Session Hall last July 6, 2026.

Elevated Ordinance for Committee Hearing:

1. An Ordinance Creating Task Force Ampayag in the Municipality of Pudtol to strictly implement and enforce laws and local legislative measures pertaining to traffic rules and laws more specifically on driving motor vehicles without license, providing for its composition, powers, functions and appropriating funds thereof.

Elevated Ordinance for Public Hearing:

1. An Ordinance establishing and institutionalizing the "MALAYA AWARD" for exemplary civic virtue and exemplary stewardship of nature, in the Municipality of Pudtol, Apayao.

2. An Ordinance strictly implementing Republic Act No. 6451 otherwise known as "An Act Prohibiting Electro-Fishing and Punishing Violations Thereof" in the Municipality of Pudtol, Apayao.

3. Updating Ordinance No. 19 Series 2019 in RE: An Ordinance Regulating the use of videoke/karaoke systems and other sound amplifying equipment that cause unnecessary disturbance to the public in public places and residential areas and providing penalties thereof.

4. Updating Ordinance No. 04 Series 2019 in RE: An Ordinance Prohibiting the drinking of beer, wine, liquor or similar intoxicating beverages in public places and providing penalties for violation thereof.

5. An Ordinance Prescribing proper standards of decency and conduct, prohibiting persons from appearing topless or half-naked in public places within the territorial jurisdiction of the Municipality of Pudtol, Apayao, defining prohibited acts, providing exemptions, designating implementing agencies, prescribing penalties for violations, and for other related purposes.

6. An Ordinance Prescribing Curfew Hours for minors and adults, defining prohibited acts, establishing rules and guidelines, providing exemptions, designating implementing authorities, prescribing penalties for violations , and for other related purposes.

7. An Ordinance Regulating the Manufacture, use, sale, and distribution of firecrackers and other pyrotechnic devices in the Municipality of Pudtol, Apayao.

8. An Ordinance Regulating Construction works on Sundays in observance of customary laws, traditions (ISNAG TRIBES), religions and beliefs of Indigenous Cultural Communities of Pudtol, Apayao.

9. An Ordinance Requiring all Government Agencies/Offices and Private establishments and institutions in the Municipality of Pudtol, Apayao to establish a Breastfeeding corner/ area, providing funds therefor and for other purposes.

The Hon. Teresita A. Bulsao, Municipal Vice Mayor, Mr. Riel C. Pascua, Secretary to the Sangguniang Bayan together with the Legislative Staff of Sangguniang Bayan Office joined the eLegis Caravan held at Tabuk City, Kalinga last June 11, 2026.

Hon. Francisco Gamatero, representative from the Office of the Vice Mayor,Tabuk City then expressed his warm welcome to the different delagations from the Province of Apayao, Kalinga and one (1) Municipality from Isabela.

Hon. Rolly Guiang, Provincial President VMLP-Apayao, Municipal Vice Mayor of Sta. Marcela, Apayao also gave his message and expressed the great importance of the said caravan.

The eLegis Reference System Caravan was later introduced by Mr. Reginald G. Ugaddan, Center for Local and Regional Governance (CLRG) Director. The further explained the essence of using the system and cited importance of the eLegis System wherein legislation is made easier for Legislators.

The Sangguniang Bayan Office of Pudtol in partnership with the Office of the Municipal Mayor Atty. Edmar D. Pascua and through the initiative of Hon. Teresita A. Bulsao, Municipal Vice Mayor together with the Sangguniang Bayan Members and Mr. Riel C. Pascua, Secretary to the Sangguniang Bayan donated supplies to Pudtol Vocational High School, San Luis, Pudtol, Apayao, and to Mataguisi Comprehensive National High School, Mataguisi, Pudtol, Apayao on this day June 8, 2026.

Mr. Milmar Bunnao, School Principal of PVHS and Mr. Ronie Queddeng, School Principal of MCNHS warmly welcomed the officials of the Sangguniang Bayan Office and later gave their thanks to the donated supplies. PVHS received pails and tubs to be used in their classroom comfort rooms while MCNHS received pails and tubs for their CR's and trash bins to be used for proper waste segregation.

This initiative is truly an example of a great commitment of the Local Government Unit of Pudtol to its' constituents.

ADVISORY!

Pursuant to the celebration of the 128th Anniversary of Philippine Independence on June 12, 2026 (Friday), notice is hereby given of the adjusted workweek schedule for the Municipal Government of Pudtol.

Accordingly, all offices and employees of the Local Government Unit of Pudtol shall revert to the regular working schedule of 8:00 AM - 5:00 PM from June 8, 2026 (Monday) to June 11, 2026 (Thursday).

7:00 AM to 6:00 PM working schedule shall automatically resume on June 15, 2026.

The Hon. Teresita A. Bulsao, Municipal Vice Mayor of Pudtol attended the Alternative Learning System (ALS) Graduation Ceremony held at Brgy. Cabatacan, Pudtol, Apayao last June 5, 2026.

During her inspirational message, she emphasized the essence of education to every youth and learners and gave words of encouragement to the graduates.

According to the Mr. Arnold Tomas, EPS and ALS Focal Person, Pudtol has the highest number of ALS graduate in the entire Province of Apayao.
