Long before Apayao became the province it is today, Elias K. Bulut Sr. already believed in what yApayaos could become.

He spent his life pushing for a future many communities once only imagined; a better roads, stronger opportunities, and a province that could stand on its own.

Today, as we remember his 87th birthday, the name EKB continues to live in the story of Apayao and its people.

Happy 87th Birthday in Heaven, EKB.
Your vision continues to guide generations of yApayaos.

OFFICIAL STATEMENT
Amma Jadsac District Hospital

The administration of Amma Jadsac District Hospital issues this formal statement in response to the allegations circulated on social media. While we respect every patient’s right to raise concerns, it is equally important to clarify facts and correct misleading claims that may undermine public trust in our institution and healthcare professionals.

1. On the allegation that OJTs handled serious and emergency cases
Amma Jadsac District Hospital does not deploy on-the-job trainees (OJTs) to independently manage or attend to emergency or critical cases. All personnel assigned to patient care during the incident in question were duly licensed, board-certified, and qualified healthcare professionals. All hired under the Provincial Government of Apayao.

2. On the claim that anesthesia was denied by the attending physician
The attending physician administered appropriate analgesia to address the patient’s pain. It must be emphasized that local anesthesia is indicated primarily for wounds that are amenable to suturing. In this case, the patient sustained a severely mangled right hand injury requiring specialized surgical intervention beyond the scope of initial emergency management. The clinical decision to stabilize and refer the patient to a higher-level facility was both appropriate and in accordance with standard medical practice.

3. On the allegation regarding IV line insertion on an injured limb
The patient’s right hand was the affected area, presenting with significant trauma. The intravenous (IV) line was inserted in the left arm, which only had minor abrasions and was assessed as viable for access. In emergency settings, establishing a patent IV line is a priority for patient stabilization. The nurse on duty confirmed the site’s suitability prior to insertion, consistent with standard protocols.

4. On the issue of gasoline expenses for patient transfer
The hospital recognizes that emergency situations may place considerable financial strain on patients and their families, particularly when urgent transfer to a higher-level facility is required. Amma Jadsac District Hospital remains committed to identifying reasonable and compassionate arrangements, especially for indigent patients, those from low-income households, or individuals who are unable to shoulder transportation-related expenses. Fuel Assistance is extended as part of the institution’s patient-centered support services.

5. On allegations of unprofessional conduct and lack of patience among staff
At the time of the incident, two physicians were actively attending to the patient under conditions requiring urgency and rapid decision-making. Both physicians affirm that they fulfilled their duties with professionalism, ensuring that the patient and accompanying individuals were informed of each step—from initial management to coordination for referral. Assertions of neglect or inappropriate behavior are not supported by the accounts of the medical team present.

6. On the responsible use of social media and protection of institutional integrity
The hospital underscores that the public dissemination of unverified or misleading statements that may harm the reputation of the institution and its personnel may give rise to legal consequences under applicable laws. Amma Jadsac District Hospital is duty-bound to protect its integrity and the professional standing of its employees. As such, the institution reserves the right to pursue appropriate legal remedies against defamatory or injurious statements, in accordance with existing laws and regulations.

Amma Jadsac District Hospital remains committed to delivering competent, ethical, and compassionate care to all patients. We encourage constructive dialogue grounded in truth and accountability. Misrepresentation of facts not only harms healthcare providers but also compromises public confidence in essential medical services.

For formal concerns, we urge the public to coordinate directly with hospital administration through appropriate channels so that issues may be addressed accurately and responsibly.

Thank you.
