On August 12, 2026, the 𝐀𝐬𝐬𝐞𝐬𝐬𝐨𝐫’𝐬 𝐋𝐞𝐚𝐠𝐮𝐞 𝐨𝐟 𝐀𝐠𝐮𝐬𝐚𝐧 𝐝𝐞𝐥 𝐒𝐮𝐫 (𝐀𝐋𝐀𝐒), led by ALAS President Mr. Joel B. Elloso, REA, REB, together with Provincial Assessor Engr. Cesar T. Rufila, Jr., REA and Assistant Provincial Assessor Engr. Teresita B. Bongales, REA, REB, MPA, convened for the Joint ALAS–PASSO Conference held at the Provincial Assessment Office, Province of Agusan del Sur.

📌 Key Highlights of the Agenda:

✅ Discussion on the temporary suspension of the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA) as announced by His Excellency President Ferdinand R. Marcos Jr.;

✅ Proposed Refresher Seminar-Workshop on the Appraisal of Buildings, Other Improvements, and Machinery;
✅ Proposed Training-Workshop on Q-GIS; and
✅ Updates from PASSO Divisions on ARMD, PAAD, TMOD, AOED, and Administrative matters.

The conference served as an avenue for coordination, knowledge sharing, and planning among provincial, municipal, and city assessors and assessment personnel, strengthening their collective efforts toward an effective, responsive, and continuously improving real property assessment system in Agusan del Sur.

The three-day conference featured insightful discussions led by esteemed resource speakers from BLGF Regional Office XIII - Caraga. The sessions covered the 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗦𝘆𝘀𝘁𝗲𝗺 (𝗥𝗣𝗜𝗦), updates on the 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗩𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗥𝗲𝗳𝗼𝗿𝗺 𝗔𝗰𝘁 (𝗥𝗣𝗩𝗔𝗥𝗔), the review and formulation of the proposed 𝗦𝗰𝗵𝗲𝗱𝘂𝗹𝗲 𝗼𝗳 𝗠𝗮𝗿𝗸𝗲𝘁 𝗩𝗮𝗹𝘂𝗲𝘀 (𝗦𝗠𝗩), Orientation on the salient revision of the 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗩𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀 (𝗣𝗩𝗦 𝟮𝟬𝟮𝟱) which included the distribution of the Revised 3rd Edition of the PVS Book to all provincial, city, and municipal assessors, and technical workshops on the preparation and validation of SMV forms.

During the 𝐆𝐚𝐧𝐭𝐢𝐧𝐠–𝐏𝐚𝐠𝐝𝐚𝐲𝐞𝐠 𝐂𝐚𝐫𝐚𝐠𝐚 𝐋𝐆𝐔 𝐀𝐬𝐬𝐞𝐬𝐬𝐨𝐫𝐬 𝐚𝐧𝐝 𝐓𝐫𝐞𝐚𝐬𝐮𝐫𝐞𝐫𝐬 𝟐𝟎𝟐𝟔, the Province of Agusan del Sur was honored with the 𝗧𝗼𝗽 𝟮 𝗔𝘄𝗮𝗿𝗱 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗛𝗶𝗴𝗵𝗲𝘀𝘁 𝗡𝗼𝗺𝗶𝗻𝗮𝗹 𝗜𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝗶𝗻 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗨𝗻𝗶𝘁𝘀 𝗮𝗻𝗱 𝗧𝗼𝘁𝗮𝗹 𝗔𝘀𝘀𝗲𝘀𝘀𝗲𝗱 𝗩𝗮𝗹𝘂𝗲 𝗳𝗼𝗿 𝗙𝗬 𝟮𝟬𝟮𝟱, in recognition of its outstanding performance in real property assessment and its significant contribution to local revenue generation. 🎉🏆

𝐈𝐧 𝐏𝐡𝐨𝐭𝐨𝐬 || 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗔𝗽𝗽𝗿𝗮𝗶𝘀𝗮𝗹 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗦𝗶𝘁𝗲 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗽𝗽𝗿𝗮𝗶𝘀𝗮𝗹. 🏞️

The Barangay Government of San Jose, Prosperidad is taking significant steps toward the realization of a proposed Public Cemetery intended to serve the growing needs of its constituents.

As part of the acquisition process, the Provincial Appraisal Committee led by Engr. Cesar T. Rufila, Jr., REA, together with the Committee members, conducted an actual site inspection and appraisal of the subject agricultural property on June 3, 2026, to determine its fair market value in connection with the proposed purchase by the Barangay Local Government Unit (BLGU) of San Jose, Prosperidad, Agusan del Sur. 📍

The inspection and appraisal activity was conducted in the presence of representatives from the Municipal Assessment Office namely Mr. Rowell O. Buslon, Ms. Mary Jane T. Cocjin, and Ms. Aireen N. Cordova; together with Barangay Officials of San Jose led by Hon. Joy L. Maturan, Jovani P. Cavaguim, Philadilfo O. Bohol, and Mr. Randy T. Ampo. Also present during the inspection was Mr. Jeffrey B. Yampa, representative of the landowner, who guided the committee during the assessment. ⚖️🏛️

This initiative highlights the commitment of the Barangay Government of San Jose in strengthening public service delivery and ensuring the availability of essential community facilities for its residents.

On January 30, 2026, the Provincial Assessment Office, spearheaded by Engr. Cesar T. Rufila Jr., REA, Provincial Assessor, and Engr. Teresita B. Bongales, REA, REB, MPA, Acting Assistant Provincial Assessor, together with the Municipal Assessors and technical staff of the Provincial Assessment Office, formally submitted the Proposed Schedule of Market Values (SMV) to the Bureau of Local Government Finance (BLGF) Regional Office XIII (Caraga). Bureau of Local Government Finance. 🏘️🤝

The submission was made in compliance with Regional Memorandum Order No. 002.2026, pursuant to Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA), which mandates the establishment of a uniform, transparent, and updated real property valuation system nationwide.

This activity shows the Provincial Government’s continuing effort to ensure fair, updated, and transparent real property valuation in accordance with RPVARA.

Ang Provincial Government sa Agusan del Sur, pinaagi sa Provincial ug Municipal Assessment Office, nagpahigayon og Publikonong Konsultasyon kabahin sa gi-propose nga Schedule of Market Values (SMV) para sa yuta, mga building, ug uban pang estruktura nga ipatuman sa Enero 1, 2028.

Kini nga kalihokan kabahin sa Section 219 sa Republic Act No. 7160 o ang Local Government Code of 1991, ug gi-align sa pagpatuman sa General Revision sa tanang Real Property Assessments ug Classifications, subay usab sa Republic Act No. 12001 o ang Real Property Valuation and Assessment Reform Act (RPVARA), nga naglatid sa usa ka standardized, transparent, ug mas episyente nga sistema sa pag-valuate sa mga real property sa tibuok nasud

Gipahigayon kini niadtong Nobyembre 13, 2025 sa Municipal Farmers Hall, 2nd Floor, Municipal Agriculture’s Office, Prosperidad, ADS, ug niadtong December 2, 2025 sa Regional Evacuation Center, Trento, ADS.

Kini nga konsultasyon gitumong aron makuha ang mga hunahuna, sugyot, ug komento gikan sa nagkalain-laing stakeholders—lakip ang mga local officials, property owners, negosyo, ug mga representante sa nasyonal ug lokal nga ahensya—aron masiguro nga ang proseso sa pag-update sa market values para sa Real Property Tax mahimong patas, klaro, ug transparent alang sa tanan.

Pinaagi sa aktibong partisipasyon sa komunidad, nagtinguha ang Probinsya sa Agusan del Sur nga ang proposed SMV mo-reflect sa tinuod nga current market values ug mopadayon sa paghatag og mas hustong pamaagi sa real property taxation.
