JRTF-ELCAC 3 Operation Yields Key Surrender and Firearm Recovery in Tarlac

TARLAC CITY, TARLAC β€” In line with the Whole-of-Nation Approach under Executive Order No. 70, combined security forces successfully facilitated the withdrawal of support and surrender of a former organizer for the Alyansa ng mga Manggagawang Bukid ng Asyenda Luisita (AMBALA) on September 5, 2026.

The joint, intelligence-driven operation was led by the Tarlac 1st Provincial Mobile Force Company (1st PMFC), alongside the Tarlac City Police Station, Provincial Intelligence Unit (PIU), RIU3 PIT-Tarlac, PIDMU Tarlac PPO, and DMFB SPD NCRPO. During the operation, the former recruiter also turned over an unregistered homemade shotgun.

"This success reflects the strong collaboration within Joint Regional Task Force 3 (JRTF3) and our police force's steadfast commitment to bringing former rebels back into the fold of the law," said Police Brigadier General Jess B. Mendez, Regional Director of Police Regional Office 3 (PRO 3) and Chairperson of the RTF-ELCAC 3 Technical Working Group. "Under our active local engagement and strategic peace initiatives, the campaign for lasting peace in Central Luzon continues to gain momentum."

PRO 3 and JRTF 3 remain dedicated to protecting local communities and sustaining regional peace efforts.

Sa gitna ng pagsubok na dulot ng pagbaha, ipinakita ng Porac Municipal Police Station sa pamumuno ni PLTCOL PAUL BENJAMIN B MANDANE, na ang tunay na serbisyo ay higit pa sa pagpapanatili ng kapayapaan at kaayusanβ€”ito ay pagiging katuwang ng komunidad sa panahon ng pangangailangan.

Nagsagawa ang PORAC MPS ng Feeding Program at Relief Operation para sa mga residenteng naapektuhan ng pagbaha, partikular sa mga pamilyang nakatira malapit sa ilog sa Barangay Pio.

Sa pamamagitan ng simpleng pagkain, relief assistance, at personal na pakikipag-ugnayan sa mga residente, naihatid hindi lamang ang kinakailangang tulong kundi pati ang pag-asa, malasakit, at mensahe na hindi sila nag-iisa sa pagharap sa hamon ng kalamidad.

Naging mahalagang katuwang ng PORAC MPS ang Barangay Council ng Barangay Pio, na nakiisa sa paghahatid ng serbisyo at suporta sa mga pamilyang higit na nangangailangan.

On September 5 2026, at about 1:00 AM onwards, personnel of PORAC MPS under the supervision of PLTCOL PAUL BENJAMIN BONDOC MANDANE, COP, conducted intensified foot patrolling in strategic areas of the municipality to ensure public safety, maintain peace and order, and strengthen police visibility.
The operation aims to deter criminal activities, provide immediate police response, and enhance the sense of security among residents and motorists. PORAC MPS remains committed to proactive policing and continuous implementation of the PNP Focused Agenda through strengthened community presence and anti-criminality operations.

Malolos City, Bulacanβ€” In line with the Whole-of-Nation Approach under Executive Order No. 70 (NTF-ELCAC), personnel of Bulacan 1st Provincial Mobile Force Company (lead unit) successfully executed an intelligence-driven operation on September 3, 2026. The operation yielded significant gains for regional peace initiatives and facilitated the voluntary surrender of one (1) former member of Rebolusyonaryong Hukbong Bayan (RHB), operating in the coastal areas of Bulacan, Pampanga, Bataan, and Zambales, who later surrendered one (1) unlicensed firearm in his possession.

Under the decisive leadership of PBGEN JESS B MENDEZ, Regional Director, PRO 3, and Chairperson of the RTF-ELCAC 3 TWG, the campaign for lasting peace in Central Luzon continues to gain momentum.

This success reflects the strong collaboration within Joint Regional Task Force 3 (JRTF3) and our police force's steadfast commitment to bringing former rebels back into the fold of the law. Going forward, we will continue to protect our communities through active local engagement and strategic peace initiatives.

On September 4, 2026, at about 8:30 AM onwards, personnel of PORAC MPS under the supervision of PLTCOL PAUL BENJAMIN B MANDANE, COP, conducted mobile patrol operations in different areas of the municipality as part of intensified anti-criminality and public safety measures.
The continuous mobile patrol aims to strengthen police visibility, prevent the occurrence of crimes, ensure immediate police response, and maintain peace and order within the community, especially during nighttime hours. Through active patrol operations, PORAC MPS remains steadfast in protecting the public and promoting a safer environment for all residents of Porac.
