Best Kinuday/ Kini-ing Cooking Contest as Part of the 124th Benguet Foundation

LA TRINIDAD, BENGUET- Last November 20, 2024, a total of 20 teams joined the “Best Kinuday/ Kini-ing Cooking Contest” as part of the celebration of the 124th Foundation Anniversary of the Province of Benguet. The event has 2 categories namely -open category which was eagerly participated by the best home cooks from the 13 Municipalities of Benguet. Meanwhile, showcasing their culinary talents and skills were eight chosen universities and high schools in Benguet for the schools category. In the open category, team Mankayan earned the top spot with their winning dish, exookinnilaw. It was followed by team La Trinidad with their dish, kini-ing salad, and Bakun serving kiniing vegie boost coming in second and third, respectively. In the schools category, Benguet National High School bagged first prize with their recipe, pork roulade, while Benguet State University-Buguias Campus grabbed second prize with kiniing with gabi, and Lepanto National High School came in third for their dish, pork kini-ing cordon bleau. First prize winners received PHP 10, 000.00; second prize winners received PHP 8,000.00 and the third placers received PHP 6,000.00 from the Provincial Government. The event’s sponsor, Solane/ MJ Gacad Inc., also gave the winning teams a set of Solane “sakto” (1.4 Kg LPG with 1 burner stove) each. All non-winners in both categories each received a consolation prize of PHP 3, 500.00. Aside from the cooking contest, same participants also joined the Best Processed Kinuday/ Kini-ing contest wherein half kilogram of kinuday/kini-ing packed and presented were judged according to color, smell, marbling, and functionality and attractiveness of its packaging. Unlike the cooking contest, this had no category and only three winners were selected. Getting the judges’ nod as the best processed kinuday/ kini-ing is the Municipality of Buguias receiving a cash prize of PHP 4, 000.00, second was the Municipality of Atok receiving PHP 3, 500.00 and third was from the Municipality of Kabayan, receiving PHP 3,000.00. Following the contest was the boodle fight with the kinuday/kini-ing taking center stage as heaps of delicious smoked pork was served on long tables at the Cold Chain, Wangal, La Trinidad. In the spirit of Adivay-that is getting together and having fun, all participants and their coaches, contest judges, visitors, Provincial Government Officials and employees partook of the delicious meal to their heart’s content.

The Adivay Festival, which celebrates the rich culture of Benguet, serves as the best venue to showcase one of Benguet’s traditional food-the kinuday (Ibaloi) or kini-ing (Kankana-ey). Also, the Provincial Veterinary Office finds it timely to conduct this event, last held 10 years ago, to help revive the local swine industry, which was affected by African Swine Fever (ASF). It is hoped that promoting our traditional smoked meat can help grow the market for our local pork with kinuday/ kini-ing serving as a brand for Benguet pork. In this way, our local pork is differentiated in the market, hopefully providing better marketing opportunities for Benguet swine raisers and meat processors.

The Provincial Veterinary Office is grateful for the successful staging of this event and for the support of the different Offices of the Benguet Provincial Government. The same Office would also want to thank the Department of Agriculture-CAR Regional Field Office, the Office of the Municipal Agriculturist of the 13 Municipalities, the 140 barangays, its event sponsor Solane/ MJ Gacad Inc, to the esteemed judges who generously gave their time and talent and to all participants in the event and in the awarding ceremonies.

First Lapan (Rabbit Meat) Cooking Contest Successfully Held

LA TRINIDAD, BENGUET- 12 teams from the municipalities and from 10 schools brought out their culinary skills as they prepared mouth-watering dishes for the first lapan cooking contest held as part of the 123rd Benguet Foundation Anniversary thru Adivay. This was held at the Benguet Cold Chain, Wangal, La Trinidad last November 21, 2023. Lapan, the term for rabbit meat, was highlighted by the Provincial Veterinary Office (PVO) to help promote it as an alternative protein source for Benguet consumers. To recall, rabbit raising became popular during the height of the COVID-19 pandemic and with the current problem being faced by the swine industry due to African Swine Fever (ASF). Due to the low acceptability of lapan, there really is a need to help local rabbit raisers market their produce. The cooking contest is just the beginning of many initiatives by the Provincial Government of Benguet to support local rabbit raisers. In his message, the Provincial Governor, Hon. Melchor D. Diclas said that it's not enough to promote the acceptability of lapan. There is a need to sustain the production for continuous supply once the commodity is widely accepted by the consumers.
For the open category joined by the various municipalities of Benguet, team Itogon emerged as first place winners with their winning dish, lapan hamonado in rice wine. They were followed by team Buguias with their dish, rabisona. Meanwhile, in third place was team Kibungan with their dish, lapan steak with honey glaze. For the schools category composed of teams from colleges and high schools. Benguet National High School bagged the first place with their dish, lapan ballotine with roasted vegetables, corn camote puree and tapuey sauce. In second place is Lepanto National High School with lumpia de lapan. In third place is Benguet State University Main with lapan roulade in strawberry bugnay gastrique cabbage embrace. The dishes were carefully selected by the board of judges composed of, Dr. Cameron Odsey, Dr. Ruben Cayad-an, Ms. Perla Epie and Mr. Jamil Martin.

First placers received a cash price of P 12, 000. Second place winners received P 10, 000 and third place winners received P 8, 000. All non-winning teams each received a consolation prize of P 4, 000. All cash prizes are courtesy of the Provincial Government. The event was sponsored by Solane gas through MJ Gacad Inc, which generously provided the gas stoves and lpg tanks.

PLGU and DA-CAR Provides Assistance to Benguet Swine Raisers Affected by ASF

LA TRINIDAD, BENGUET- Last September 15, 2023, 19 swine raisers received indemnification for their culled pigs from the Provincial Local Government of Benguet (PLGU). The said swine raisers qualified for the assistance for their due reporting of unusual deaths and unusual number of sick pigs, confirmed to be ASF, in their farms. These cases occurred from March to August 2023. The financial assistance amounting to a total of Php 606, 000.00 is part of the Provincial Disaster Risk Reduction Management Office (PDRRMO) Assistance fund. The Provincial Governor, Hon. Melchor D. Diclas, in his message during the turn-over ceremony, reminded the recipients to use the financial assistance wisely. He also reminded all swine raisers to help control ASF in order to sustain local pig supply. On the same day, a total of 96 sentinel piglets and 192 bags starter and grower feeds were distributed to swine raisers whose pigs were affected with ASF last 2022. These came from the Department of Agriculture-Regional Field Office Cordillera Administrative Region (DA RFO-CAR). These piglets are intended to be raised in previously ASF-infected pens for at least 40 days. After which blood samples shall be collected and tested for ASF. A negative result would mean that the premises have been cleared of the virus and that swine raising can resume.

The PLGU recognizes that an ASF outbreak is considered a disaster, thus the provision of financial assistance from the PDRRMO Assistance fund. However, the PLGU’s resources are limited with assistance funds being divided among farmers reporting damage from typhoons and from other calamities. Thus, Benguet swine raisers are once again reminded to focus more on ASF prevention rather than on indemnification or financial assistance from the government. Prevention can be done through improving farm biosecurity measures. These include not allowing outsiders to enter pig farm premises, buying pig stocks from only certified ASF-free farms, placing footbath at the farm’s entrance, not feeding swill or human food leftovers (“arasaw”) to pigs, not bringing near pigs pork meat (raw, cooked, smoked or salted or processed) and practicing proper cleaning and disinfection of farm premises. Dying or dead pigs should also not be dumped carelessly along public places especially along rivers and creeks. Doing so is a clear violation of R.A. 9003 or the Solid Waste Management Act. This also promotes the rapid spread of ASF to other swine raisers in the community. Most importantly, swine raisers are advised against backyard slaughtering of pigs and distribution of pork within and outside of their barangays (“oraga”). This practice has been proven to be the major cause of the rapid spread of ASF in Benguet. As of writing, there is still no vaccine available for ASF. Neither is there a cure for the said disease.

The PVO is soliciting for the cooperation of all stakeholders of the Benguet swine industry- from swine raisers, shippers, meat retailers, consumers, feed companies and the local government units especially from the barangays. The Provincial Veterinary Office (PVO) reiterates that the “test and destroy” method is being implemented in the province. This means that only affected pig farms will have their pigs culled or humanely destroyed and properly disposed-off. For this strategy to succeed, early reporting among affected swine raisers is necessary. In addition, the public is reminded that pigs, pork products and by-products brought illegally into the Province of Benguet shall be seized and confiscated by the ASF Task Force as stated in Provincial Ordinance 2022-229 also known as “An Ordinance Localizing the Bantay ASF sa Barangay Program or the BaBay ASF Program in the Province of Benguet.”

Benguet swine raisers seeking help for unusual incidences of sick and dying pigs are encouraged to report immediately to their respective barangay officials or to their Municipal Agriculturist Office (OMAG) or to the PVO through 0920-247-3380.
