And with that, your 3 years of being Cadet Officers come to an end. From the 5-day training at MINSU Bongabong for COQC, to the 1-month RSCT-ARAPT in Laguna, and finally the 14-day ARAPT 41-42 at MINSU Victoria, we’ve seen the dedication, discipline, and hard work you put into every duty and command.

Through every challenge and long day, your perseverance and leadership have truly inspired us. Crossing the finish line and earning your black patch shows what true commitment and courage look like.

The Cadets’ Ball officially opened at 6:00 PM, starting with an inspiring message from Ma’am Caren Rose L. Toledo, LPT, MAEd, Dean of Academics of SIBTECH, whose leadership and guidance made the entire event possible. She emphasized the importance of character, leadership, and the values of ROTC beyond the training grounds.

A special message was delivered by LTC Ulysses S. Mendoza (MI) PA, Director of the 1701st Oriental Mindoro Community Defense Center, encouraging cadets to continue practicing discipline, service, and excellence in all endeavors.

The presence of our Commandant, COL Norberto Agbay ARM GSC PA (RES), added significance to the evening as he celebrated the hard work and dedication of the cadets throughout the training cycle.

The night continued with lively performances prepared by the cadets—songs, dances, and presentations that brought joy, energy, and camaraderie to everyone. Laughter and fellowship filled the venue as cadets enjoyed the celebration.
Awards were also given to recognize cadets who demonstrated outstanding performance, commitment, and discipline during the training period.

Thanks to Ma’am Caren, the Cadets’ Ball was a memorable and successful evening, highlighting the spirit and unity of the SIBTECH ROTC Unit.

On the 15th Training Day, the SIBTECH ROTC Unit successfully conducted its Graduation Ceremony, marking the completion of the cadets’ ROTC training program. The event served as a significant milestone, recognizing the dedication, discipline, and achievements of the cadets throughout the training period.

The ceremony was conducted under the leadership and supervision of COL Norberto Agbay, ROTC Commandant, together with Alvin Carvajal, RCrim, ROTC Coordinator, with the assistance of the GMA, 1st Class, and 2nd Class cadets, whose support contributed to the smooth and successful flow of the activity.

The event was attended by PLT May Lord F Sumalinog, Administrative Officer of Pinamalayan Municipal Police Station (MPS), who served as the Special Guest. His presence inspired the cadets as he delivered a message emphasizing the importance of discipline, leadership, and commitment to public service.

During the ceremony, cadets displayed proper decorum and professionalism, reflecting the knowledge, skills, and values they acquired throughout their ROTC training. Selected cadets were also recognized for their outstanding performance and contributions during the training period.

The activity concluded successfully, highlighting the cadets’ growth, readiness, and transformation as disciplined individuals. The ceremony was conducted in an orderly and safe manner, with no untoward incidents reported.

Final Exam Continuation & Graduation Preparations
Date: 21 MARCH 2026

The SIBTECH ROTC Unit held its 14th Training Day, continuing the Final Examination for cadets who were unable to take the earlier schedule. The assessment ensured that all remaining cadets were evaluated fairly and in accordance with ROTC standards.

Following the exam, cadet officers briefed the corps regarding the upcoming Graduation Ceremony and Cadets’ Ball, discussing important reminders, roles, and event procedures.

The day also included the initial Graduation Practice, where cadets rehearsed formations, entrance sequences, and ceremonial protocols in preparation for the culminating activities.

The training was conducted under the supervision of COL Norberto Agbay ARM GSC PA (RES), ROTC Commandant, ensuring that all activities were orderly, productive, and aligned with ROTC requirements.

The SIBTECH ROTC Unit conducted its 13th Training Day, marked by the administration of the Final Examination for all participating cadets. This assessment aimed to measure the cadets’ knowledge, discipline, and understanding of the lessons, drills, and protocols covered throughout the training cycle.

Under the supervision of COL Norberto Agbay ARM GSC PA (RES), ROTC Commandant, and with the support of the training staff, cadets completed the written and performance components of the examination in an orderly and disciplined manner.

ROTC Month Celebration
Date: 07 MARCH 2026

The SIBTECH ROTC Unit successfully conducted its 12th Training Day in celebration of ROTC Month. The activity began with cadets assembled at the ALID area, where COL Norberto Agbay ARM GSC PA (RES), ROTC Commandant, delivered instructions and reminders for the day’s event.

After the briefing, cadets moved to the Open Field and formed accordingly for the Flag Ceremony, rendering a salute to the national colors and singing the National Anthem with discipline and respect. Proper formation, bearing, and ex*****on were emphasized throughout the activity.

The training continued with coordinated movements and orderly transitions as part of the ROTC Month observance, ensuring cadets upheld the values of patriotism, preparedness, and military courtesy.

The activity concluded smoothly and safely, with all participants demonstrating professionalism and unity.

11th Training Day

“Don’t ask what the government can do for you; but rather, ask yourself what you can do for your country,” as emphasized by IA V Sharon I Ominga, Provincial Officer, PDEA Oriental Mindoro.

On 21 February 2026, the SIBTECH ROTC Unit participated in a Drug Awareness Orientation held at Seacliff Suites, Barangay Zone 3, Pinamalayan, Oriental Mindoro. The activity aimed to educate cadets about the dangers of illegal drugs and strengthen their awareness, responsibility, and role in promoting a drug-free community.

Part I – Program Proper
The program formally started with an Invocation led by PCpl Manilyn A Riego, FJGAD/Asst. PCR PNCO.This was followed by the Welcome Remarks delivered by PLTCOL Joel G Paningbatan, Chief of Police.A message was also delivered by Mr. Carlo M Cruzado, MLGOO, emphasizing the importance of youth participation in anti-drug advocacy and community responsibility.

Part II – Lecture on Drug Awareness
The main lecture was conducted by IA V Sharon I Ominga, Provincial Officer of PDEA Oriental Mindoro, together with IO I Rodmel Elaine M Venturillo of PDEA Oriental Mindoro.

The discussion focused on drug awareness, prevention strategies, the legal consequences of illegal drug involvement, and the vital role of the youth in supporting the government’s campaign against illegal drugs.

Both speakers delivered their lecture in an engaging, interactive, and inspiring manner. Their teaching approach kept the audience attentive and interested throughout the session. The discussion was clear, motivating, and making it easier for the cadets to understand the seriousness of the topic while feeling encouraged to become responsible and disciplined citizens.

Part III – Poster Making Contest, Awarding, and Photo Opportunity
The activity continued with a Poster Making Contest, where participants creatively expressed their advocacy against illegal drugs.

The Poster Making Contest was judged by:

• IA V Sharon I Ominga, Provincial Officer, PDEA Oriental Mindoro

This was followed by the awarding of winners, distribution of certificates, and a photo opportunity to formally conclude the program.

The 11th Training Day concluded successfully and in an orderly manner. The ROTC Unit extends its sincere appreciation for the meaningful and productive day. All cadets actively participated and enjoyed the entire activity, especially during the Poster Making Contest, which allowed them to showcase their creativity while supporting a worthy cause. The event was both educational and enjoyable, leaving a positive impact on everyone who attended.

HAPPY VALENTINE'S DAY, CADETS🌹💐

On 14 February 2026, the SIBTECH ROTC Unit conducted an administrative activity at Alid Hall. Cadets were assembled to record attendance and receive important guidance regarding upcoming events.

During the activity, cadets were instructed on the procedure for the scheduled drug test in preparation for the upcoming ROTC event on Saturday. Forms for the drug test were distributed and filled out under the supervision of COL Norberto Agbay ARM GSC PA (RES) , ROTC Commandant, ensuring that all necessary documentation was completed accurately and on time.

The activity was carried out smoothly and orderly, with all cadets participating and complying with the instructions. No untoward incidents were reported. Cadets were dismissed at 1630H.

PARADE IN REVIEW PERFORMANCE
Date: 12 February 2026

On 12 February 2026, the SIBTECH ROTC Unit successfully conducted its Parade in Review (PIR) performance at Southwestern Institute of Business and Technology, Pinamalayan, Oriental Mindoro. This event highlighted the culmination of cadets’ preparation, showcasing their discipline, coordination, and ceremonial proficiency.

The 1st Civil-Military Operations “Exemplars” Company, 2CMOBn, CMOR, PA, together with the 203rd Infantry Brigade, 2ID, PA, facilitated the presentation of Scout Ranger Tactics and Immediate Action Drill of the 15th Scout Ranger Company, 5th Scout Ranger Battalion, alongside a Static Display of Armored Tank Vehicles by the 23rd Cavalry Company, 2nd Cavalry Battalion. Cadets of the SIBTECH ROTC Unit also performed the presentation of Sponsors and Escorts, demonstrating the skills honed during prior Parade in Review practices.

The training and performance were conducted under the supervision and guidance of COL Norberto Agbay ARM GSC PA (RES) , ROTC Commandant. LTC Ulysses S Mendoza (MI) PA, Director of the 1701st Community Defense Center, together with CDC personnel, were present to oversee and guide the cadets, ensuring proper ex*****on of ceremonial procedures and safety throughout the event.

Special mention is given to the Keynote Speaker, Mam Noralyn S. Merza, Director for Administration of SIBTECH, and the Special Guest, LTC Ulysses S Mendoza (INF) PA, Director of the 1701st Community Defense Center, whose presence and support added distinction to the event.
