NIA-QIMO Conducts Financial Management Training for Irrigators’ Associations

The National Irrigation Administration Quezon Irrigation Management Office (NIA-QIMO), through its Institutional Development Unit (IDU), conducted a two-day Financial Management Training (FMT) for Irrigators’ Associations (IAs) on August 26–27, 2026, at the St. Jude Coop Hotel and Event Center, Tayabas City, Quezon.

The training aimed to strengthen the IAs’ financial management capabilities and promote accountability, transparency, and responsible utilization of IA funds and IMT incentives. Topics included IA Functionality Survey and IMT Contract Fund Utilization, budgeting, cash disbursement and collection, bookkeeping, financial statements, and audit.

Facilitated by key personnel from NIA Regional Office IV-A’s Institutional Development and Finance Sections, the training included hands-on exercises on financial plans, income statements, registers, cash books, cash flow statements, and financial analysis ratios.

The activity emphasized proper budgeting, documentation, transparent accounting, and responsible use of IMT incentives in support of IAs’ operation and maintenance responsibilities. It concluded with the presentation of workshop outputs and awarding of certificates, reinforcing NIA-QIMO’s commitment to developing capable and financially responsible IAs.

GENERAL TRIAS, CAVITE — Katuwang ang mga magsasaka, isinasagawa ang proyekto ng Department of Agriculture (DA) at Lokal na Pamahalaan ng General Trias, Cavite na paglilinis ng mga sistemang patubig sa pamamagitan ng programa na Cash for Work.

Layunin ng proyekto na alisin ang mga naipong putik, kalat, at iba pang bara sa mga kanal ng patubig upang mapabuti ang daloy ng tubig at masuportahan ang pangangailangan ng mga magsasaka sa lugar.

Katuwang ng DA at LGU General Trias ang National Irrigation Administration (NIA) sa pagpapatupad ng proyekto upang matiyak ang maayos at episyenteng pagsasagawa ng mga gawain sa paglilinis ng mga kanal.

Bukod sa pagpapanatili ng mga pasilidad ng patubig, nagbibigay rin ang proyekto ng pansamantalang pagkakakitaan sa mga kalahahok na magsasaka sa ilalim ng nasabing programa.

NIA, DSWD Award Seed Capital Fund to Two Rizal SLP Associations

JALAJALA, RIZAL - Two Sustainable Livelihood Program Associations (SLPAs) in Jalajala, Rizal received a combined ₱800,000 Seed Capital Fund (SCF) during a ceremonial awarding held at the TESDA Covered Court, Barangay Sipsipin.

The BUKLOD TUNGO SA PAG-UNLAD PALAYPALAY SLPA received ₱360,000, while the KAPIT KAMAY SA PAG-UNLAD SLPA received ₱440,000. The funds will serve as initial capital for their respective livelihood activities and are expected to provide additional income opportunities for their members.

The beneficiaries are members of the Palaypalay Maunlad Farmers Association, Inc., an Irrigators Association in Jalajala, Rizal. The activity highlighted the collaborative efforts of the Department of Social Welfare and Development (DSWD) Field Office IV-A, Municipal Social Welfare and Development (MSWD) Office of Jalajala, National Irrigation Administration (NIA), and other partners in supporting farmers’ livelihood development.

Representing NIA, Mr. Adamson L. Abary, IDO-A, reaffirmed the agency’s support for Irrigators Associations and initiatives that promote farmers’ economic development, emphasizing the importance of the partnership between NIA and DSWD in creating livelihood opportunities for IA members.

Interagency Study Tour on Methane Reduction Highlights AWD Implementation in Laguna

August 27 - The National Irrigation Administration (NIA) CALABARZON, together with the Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Climate Change Commission (CCC), Department of Science and Technology (DOST), and Department of Energy (DOE), participated in the Study Tour on Methane Reduction Project, led by the Global Green Growth Institute (GGGI) and Kubota.

The activity forms part of efforts to strengthen the country’s capacity to address methane emissions, particularly in the agriculture sector. The study tour aims to enhance participants’ understanding of methane mitigation, including measurement techniques and practical approaches applicable to rice production.

As part of NIA’s implementation of Alternate Wetting and Drying (AWD), the interagency group conducted a field visit on August 27, to Balanac River Irrigation System (RIS) and Sta. Cruz RIS in Laguna. The field activity included the installation of observation wells, an explanation and demonstration of AWD implementation, and discussions on the measurement of methane/carbon emissions in rice fields.

The activity is expected to contribute to knowledge exchange and collaboration among government agencies and partner organizations in developing practical and sustainable methane reduction initiatives in the agricultural sector.

SIFARMA SLP Ginawaran ng ₱600,000 Seed Capital Fund para sa HVC, Mushroom Production

Tumanggap ng ₱600,000 Seed Capital Fund sa ilalim ng Sustainable Livelihood Program (SLP) ang SIFARMA SLP Association sa isinagawang opisyal na Awarding Ceremony noong Agosto 25, 2026. Ang ipinagkaloob na pondo ay nakalaan para sa pagpapatayo at pagpapalago ng kanilang livelihood project na nakatuon sa high-value crop at mushroom production, na inaasahang makikinabang ang 30 kasapi ng asosasyon.

Ang inisyatibong ito ay bunga ng pinag-isang layunin at pagtutulungan ng National Irrigation Administration (NIA), Department of Social Welfare and Development (DSWD), Department of Agriculture (DA), at Lokal na Pamahalaan ng Silang (Silang LGU) upang mapalakas ang kabuhayan ng mga farmer groups at community organizations.

Ayon kay Ms. Wilma V. Granados, Senior Irrigators Development Officer ng NIA-Cavite-Batangas Irrigation Management Office (CBIMO), ang programa ay sumasalamin sa pagkakaisa at pagtutulungan ng mga ahensya ng pamahalaan upang higit na mapalakas ang mga farmer groups at organizations at matulungan silang makapagtatag at mapalago ng sariling negosyo.

Samantala, binigyang-diin ni Mr. Freddie Rick O. Calos, MSWDO Head ng Silang, Cavite, na ang sukatan ng isang payapa at maunlad na komunidad ay hindi lamang nakabatay sa yaman. Higit sa lahat, mahalaga aniya ang pagkakaisa ng bawat isa tungo sa iisang layunin—ang sama-samang pagtugon sa kagutuman at kahirapan.

Emosyonal namang tinanggap ni G. Ruben Quebral, Pangulo ng SIFARMA SLP Association, ang tseke bilang tulong-kapital. Ipinahayag niya ang kanyang lubos na pasasalamat at nangakong pagyayabungin ng buong asosasyon ang ipinagkaloob na pondo upang makapag-ambag sa food sustainability ng bayan at magsilbing magandang halimbawa sa mga susunod na henerasyon.

Bilang bahagi ng aktibidad, nagsagawa rin si Ms. Dessa Dianne Ortañez, PDO II ng DSWD Region IV-A, ng oryentasyon hinggil sa wastong paggamit ng pondo, tamang procurement ng mga kinakailangang kagamitan at supplies, at mga paunang hakbang sa pagsisimula ng kanilang livelihood project.

Inaasahan ng DSWD na ang ipinagkaloob na tulong ay hindi lamang magsisilbing panimulang kapital, kundi magiging daan upang patuloy na lumago ang livelihood project ng SIFARMA SLP Association, na magbibigay ng pangmatagalang pakinabang at dagdag na oportunidad sa kabuhayan para sa mga kasapi nito.
