Regional Local Governance Champion (RLGC) Serye…

With the upcoming Regional Local Governance Champion (RLGC) Assessment, the DILG Pastrana Field Office conducted a mock assessment and review of pertinent documents covering the different governance areas, in coordination with their respective LGU focal persons.

The activity aimed to assess the municipality’s level of preparedness, identify gaps and areas for improvement, and ensure that the necessary policies, programs, accomplishments, and supporting documents are in place for the upcoming assessment.

The RLGC serves as a governance assessment and improvement mechanism that encourages Local Government Units (LGUs) to continuously strengthen their performance, accountability, transparency, and delivery of quality and responsive services to their constituents.

Among the governance areas reviewed were:

🔹 Social Protection and Sensitivity
Demonstrate responsiveness to the needs of, and facilitate meaningful participation and engagement of, vulnerable and marginalized sectors of society, ensuring that their concerns are considered in local governance and development initiatives.

🔹 Disaster Preparedness
Strengthen the LGU’s capacity to prevent, prepare for, and respond to disasters, whether natural or human-induced, and enhance the resilience of communities against various hazards and risks.

🔹 Health Compliance
Establish, implement, and sustain health policies, programs, and interventions that promote public well-being, healthy lifestyles, and safety, while ensuring that all individuals—particularly vulnerable sectors—have equitable access to quality health services without undue financial hardship, through an integrated and responsive healthcare delivery system.

A Salute to the Silent Force Behind LGU Pastrana’s Programs and Projects

This post is a nod of appreciation to the silent force behind the successful implementation of the programs, projects, and activities of LGU Pastrana, Leyte—the Bids and Awards Committee (BAC).

Working behind the scenes, the BAC plays a vital role in ensuring that the municipality’s procurement processes are conducted with transparency, integrity, fairness, and accountability, in accordance with existing procurement laws, rules, and regulations.

The Pastrana Leyte BAC, chaired by Municipal Budget Officer Anacleta G. Gabriente, diligently carries out its responsibilities throughout the procurement process—from the pre-bid conference, receipt and opening of bids, bid evaluation, post-qualification, and other related procurement activities.

Behind every successfully implemented project is a team that ensures that the process leading to its realization is above board and compliant with the law.

DILG Pastrana Extends Technical Assistance on the Local Legislative Awards

Earlier this month, August 2026, the DILG Pastrana, Leyte extended technical assistance to the Sangguniang Bayan of Pastrana through the conduct of a re-orientation on the guidelines of the Local Legislative Awards (LLA).

The activity aimed to refresh the members of the Sangguniang Bayan on the key criteria, assessment areas, and requirements of the LLA, and to strengthen their understanding of the measures needed to achieve a responsive and effective local legislative body.

During the re-orientation, DILG Field Officer Carlyn C. Nical also presented the results of the Sangguniang Bayan’s self-assessment, providing the members with a clearer picture of their current performance and identifying areas that require greater focus, attention, and improvement.

The activity underscores the continuing partnership between DILG and the Sangguniang Bayan in strengthening local legislative capacity and promoting effective, responsive, and exemplary local governance.

Pastrana MDC Endorses Comprehensive Development Plan 2027–2032

The DILG Pastrana, Leyte joined the Municipal Development Council (MDC) of LGU Pastrana Leyte in its deliberations on the proposed Comprehensive Development Plan (CDP) 2027–2032.

During the meeting, the Council thoroughly reviewed, scrutinized, and deliberated on the proposed CDP and its corresponding programs, projects, and activities (PPAs) to ensure that these are responsive to the development needs and priorities of the municipality. Following the deliberations, the CDP 2027–2032, together with the other related plans and programs, was approved and endorsed for adoption by the Sangguniang Bayan of Pastrana.

Led by Mayor Matex Cayaco Marcos, with the support of Vice Mayor Chito C. Cayaco and SBM Nathan Letrodo, the MDC continues to demonstrate its commitment to participatory, coordinated, and development-oriented local governance.

The endorsement of the CDP marks another important milestone in LGU Pastrana’s pursuit of sustainable, inclusive, and responsive local development, providing a strategic roadmap for the municipality’s programs and investments for the next six years.
