On March 27, 2015, the Department of Education released DepEd Order (DO) No. 7, s. 2015 titled Hiring Guidelines for Teacher I Positions Effective School Year (SY) 2015 – 2016. Under Section 5: Application Process and Requirements, below is the complete text of item 5.1.

“All applicants shall register to the Department’s online system at http://
application.deped.gov.ph where they must encode their Personal Data Sheet and select the division where they want to be ranked. Once submitted, an Applicant Number will be issued. In the submission of application requirements, this Number must be indicated.”

Then in April 2015, the office of then Assistant Secretary for Planning and Development, ASec Jesus L.R. Mateo, released an Unnumbered Memorandum with the subject Clarification on the Online Registration for Teacher I Applicants and Inclusion to the RQA dated April 8, 2015. Below is the full text of the third paragraph of said issuance.

“Applicants who are not able to submit the Applicant Number shall still be allowed to apply. The Applicant Number shall not be treated as an eligibility requirement. Even without the Number, applicants may still go through the evaluation process, be ranked in the RQA, and be hired. Division Offices who have made the submission of the Applicant Number a prerequisite for the acceptance of applications or the conduct of certain screening procedures (i.e. Demonstration Teaching, English Proficiency Test, Interview, etc.) must rescind their statements immediately and communicate directly with the concerned applicants.”

While DO 7, s. 2015 listed the UAN to be submitted (or indicated) in the applicant’s PDS, the Unnumbered Memorandum released by the office of ASec Mateo in April 2015 further supplied that the lack thereof of the UAN should not hamper the applicant from going through the evaluation of documents, being ranked in the RQA, and being hired by the Department.
