PASIG CITY – Bataan 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐉𝐨𝐬𝐞 𝐄𝐧𝐫𝐢𝐪𝐮𝐞 “𝐉𝐨𝐞𝐭” 𝐒. 𝐆𝐚𝐫𝐜𝐢𝐚 𝐈𝐈𝐈 served as the resource speaker for the 𝐏𝐮𝐛𝐥𝐢𝐜 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 – 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞𝐬 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐫𝐬 𝐂𝐥𝐚𝐬𝐬 (PMDP-LGEMC) 𝐁𝐚𝐭𝐜𝐡 𝟐𝟎 during its online sharing session on 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟐, 𝟐𝟎𝟐𝟔.

Speaking to over 40 local leaders under 𝐂𝐨𝐮𝐫𝐬𝐞 𝟑: 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐟𝐨𝐫 𝐚 𝐇𝐢𝐠𝐡-𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭, Governor Garcia detailed how the Provincial Government of Bataan turns high-level vision into measurable, real-world results through structured performance management, stakeholder engagement, and institutional alignment.

Governor Garcia highlighted grassroots-level policies and programs like 1𝑩𝒂𝒕𝒂𝒂𝒏 𝑯𝒆𝒂𝒍𝒕𝒉𝒚 𝑩𝒂𝒓𝒂𝒏𝒈𝒂𝒚, 𝑬𝒅𝒖𝑪𝒉𝒊𝒍𝒅, 𝒂𝒏𝒅 𝑩𝒊𝒔𝒊𝒕𝒂 𝑩𝒂𝒚𝒂𝒏. These initiatives bring essential provincial services straight to local communities, strengthen municipal-provincial collaboration, and accelerate data-driven e-governance across LGUs. 𝐀𝐛𝐮𝐥 𝐊𝐡𝐚𝐲𝐫 𝐀𝐦𝐚𝐥𝐨𝐧 𝐌. 𝐀𝐥𝐨𝐧𝐭𝐨 𝐈𝐈 for securing a 𝐏𝐡𝐏 𝟕.𝟓 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 grant under the 2026 Innovation Grants awarded by the Department of Economy, Planning, and Development (DEPDev).

Mr. Alonto, who serves as the Local Economic Development and Investment Promotions Officer - Designate of the Provincial Government of Bataan, earned the competitive funding for his 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐂𝐨𝐧𝐜𝐞𝐩𝐭 (IPC) titled “𝟏𝐁𝐚𝐭𝐚𝐚𝐧 𝐒𝐭𝐚𝐫𝐭𝐔𝐩 𝐇𝐮𝐛 𝐟𝐨𝐫 𝐈𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 (𝐒𝐇𝐈𝐏).” The project was conceptualized during his learning journey in the 𝐏𝐌𝐃𝐏-𝐋𝐆𝐄𝐌𝐂 𝐩𝐫𝐨𝐠𝐫𝐚𝐦.

The 𝟏𝐁𝐚𝐭𝐚𝐚𝐧 𝐒𝐇𝐈𝐏 initiative was designed to accelerate economic development by providing a dedicated startup incubation facility, ecosystem support, and resource networking for local entrepreneurs and technology-driven ventures in the province. By transforming an academic concept into an operational, grant-funded framework, the project establishes a sustainable platform to foster local enterprise, attract investments, and enhance regional competitiveness.

Approved by the Executive Technical Board of the National Innovation Council, the 2026 Innovation Grants support groundbreaking projects that strengthen public services, empower communities, and enhance economic resilience nationwide. 𝐃𝐄𝐏𝐃𝐞𝐯 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐀𝐫𝐬𝐞𝐧𝐢𝐨 𝐌. 𝐁𝐚𝐥𝐢𝐬𝐚𝐜𝐚𝐧 emphasized that the grant program equips local innovators with the resources needed to convert bold governance ideas into scalable, real-world solutions that drive inclusive growth.

Aligned with the Philippine Innovation Act (RA 11293), the Philippine Development Plan 2023-2028, and the National Innovation Agenda and Strategy Document 2023-2032, the initiative underscores the transformative power of public sector innovation.

Mr. Alonto’s selection marks the 𝐭𝐡𝐢𝐫𝐝 (𝟑𝐫𝐝) 𝐈𝐏𝐂 from LGEMC alumni to successfully secure funding through this prestigious national program, further proving how DAP-PMDP capacity-building programs empower local leaders to translate coursework into high-impact public service interventions.

Corpuz Hall 1, DAP Building, Pasig City. The intensive four-day capability-building initiative brought together 𝟒𝟏 𝐝𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐡𝐞𝐚𝐝𝐬, 𝐤𝐞𝐲 𝐟𝐮𝐧𝐜𝐭𝐢𝐨𝐧𝐚𝐫𝐢𝐞𝐬, 𝐚𝐧𝐝 𝐭𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐬𝐭𝐚𝐟𝐟 from 𝟏𝟑 𝐋𝐆𝐔𝐬.

Designed to introduce advanced concepts and applications of disruptive technologies in local governance, the course enables local officials to leverage basic AI-powered tools and frameworks to enhance public service delivery. As their primary target output, participants will develop an “𝐋𝐆𝐔 𝐀𝐈-𝐏𝐨𝐰𝐞𝐫𝐞𝐝 𝐏𝐫𝐨𝐨𝐟-𝐨𝐟-𝐂𝐨𝐧𝐜𝐞𝐩𝐭”, a digitally tangible, functional prototype built via no-code or Vibe Coding to resolve specific local administrative bottlenecks.

The first day featured expert-led sessions aimed at laying a solid groundwork for local AI readiness. To begin, 𝐀𝐭𝐭𝐲. 𝐉𝐨𝐜𝐞𝐥𝐥𝐞 𝐁𝐚𝐭𝐚𝐩𝐚-𝐒𝐢𝐠𝐮𝐞, Convenor of the Philippine ICT Innovation Networks and former Department of Information and Communications Technology Undersecretary, discussed leveraging national initiatives toward effective LGU AI readiness. Building on this vision, Chief Executive Officer 𝐅𝐫𝐚𝐧𝐜𝐞𝐬 𝐂𝐥𝐚𝐢𝐫𝐞 𝐒𝐚𝐧 𝐉𝐮𝐚𝐧-𝐓𝐚𝐲𝐜𝐨 of CirroLytix Research Services tackled frameworks for ethical, accountable, and bias-free AI local governance. Finally, Project Manager 𝐃𝐚𝐧𝐢𝐞𝐥 𝐆. 𝐑𝐨𝐬𝐞𝐫𝐨 from DAP-LGDO demystified the core AI lifecycle and workflow foundations for local administrative processes.

Day 1 concluded with LGU Sharing Sessions from championed LGUs in integrating AI in public service delivery. The benchmarking segment highlighted real-world implementations, featuring 𝐄𝐧𝐠𝐫. 𝐉𝐡𝐨𝐧 𝐑𝐡𝐚𝐧𝐝𝐲 𝐁. 𝐂𝐚𝐛𝐚𝐧𝐞𝐬, Officer-in-Charge of the Pasig City Transportation Development and Management Office, who presented Pasig City’s Citizen-Centric Traffic and Infrastructure Monitoring System for Long-Term, Sustainable Urban Mobility and City Planning, alongside 𝐌𝐚𝐲𝐨𝐫 𝐁𝐞𝐧𝐣𝐚𝐦𝐢𝐧 𝐁. 𝐌𝐚𝐠𝐚𝐥𝐨𝐧𝐠 𝐨𝐟 𝐁𝐚𝐠𝐮𝐢𝐨 𝐂𝐢𝐭𝐲, who presented Project MINERVA live via Zoom.

Over the remaining three days, participants will engage in design thinking workshops, prompt engineering exercises, and hands-on prototyping to finalize and present their AI proof-of-concept solutions.

The opening program was attended by members of the LVGP National Executive Board, which included the League’s National President and Bataan Vice Governor Ma. Cristina M. Garcia, Chairman of the Board and Batangas Vice Governor Hermilando I. Mandanas, Secretary General and Surigao del Norte Vice Governor Eddie D. Gokiangkee, Jr., and Executive Director Atty. Chris Valenzuela-Salonga.

Representing the Development Academy of the Philippines (DAP) were Acting President and CEO Dr. Leocadio S. Sebastian, Acting Executive Vice President Magdalena L. Mendoza, OIC Senior Vice President for Programs and Center for Governance Vice President Imelda C. Caluen, and Local Governance and Development Office Director Jannis T. Montañez.

The partnership began in 2025 through the 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐒𝐭𝐚𝐟𝐟𝐢𝐧𝐠 𝐏𝐚𝐭𝐭𝐞𝐫𝐧 (𝐎𝐒𝐒𝐏) 𝐏𝐫𝐨𝐣𝐞𝐜𝐭, examining key areas of the city government’s organization and workforce.

DAP delivered five major outputs across the two phases of the engagement:

• Organizational Structure and Staffing Pattern Report
• Leadership Assessment Report
• Integrity Development Assessment Report
• Workload Analysis Report
• Change Management Roadmap

In 2026, the work moved toward implementation. The Workload Analysis examined staffing requirements based on actual workloads and service demands, while the Change Management Roadmap provides a framework for guiding the organization and its people through a smooth and sustainable transition.

For DAP, this engagement demonstrates how 𝐞𝐯𝐢𝐝𝐞𝐧𝐜𝐞-𝐛𝐚𝐬𝐞𝐝 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐝𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐜𝐚𝐧 𝐡𝐞𝐥𝐩 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭𝐬 𝐛𝐮𝐢𝐥𝐝 𝐚 𝐦𝐨𝐫𝐞 𝐜𝐚𝐩𝐚𝐛𝐥𝐞 𝐰𝐨𝐫𝐤𝐟𝐨𝐫𝐜𝐞, 𝐬𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞, 𝐚𝐧𝐝 𝐝𝐞𝐥𝐢𝐯𝐞𝐫 𝐦𝐨𝐫𝐞 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐯𝐞 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬.
