The Overseas Workers Welfare Administration (OWWA) forge partnership with the Department of Migrant Workers (DMW), Department of Labor and Employment (DOLE), and the City Government of Manila through a Memorandum of Agreement (MOA) aimed at strengthening the coordinated delivery of government programs and services for Overseas Filipino Workers (OFWs) and their families during the โ€œBayanihan para sa Balikbayang Manggagawa: A National Reintegration Network and Job Fairโ€ held on Wednesday.

The MOA was signed by DMWโ€“NCR Regional Director Atty. Falconi V. Millar; OWWA NCR Reintegration Head Zandro R. Almendrala, on behalf of OWWA Administrator Patricia Yvonne M. Caunan; DOLEโ€“NCR Assistant Regional Director Atty. Jude Thomas P. Trayvilla; and Hon. Francisco โ€œIsko Morenoโ€ M. Domagoso, representing the City Government of Manila, together with City of Manila Acting PESO Manager John Hiroshi F. Umeda Jr.

The agreement highlights the governmentโ€™s whole-of-government approach to migrant worker protection and reintegration, recognizing that sustained support requires close coordination among national government agencies, local government units, employers, and other stakeholders.

Through this strengthened partnership, OWWA, DMW, DOLE, and the City Government of Manila reaffirm their commitment to ensuring that OFWs receive support not only during their employment abroad, but also as they return home, rebuild their livelihoods, and pursue sustainable opportunities in the Philippines.

The Overseas Workers Welfare Administrationโ€“National Capital Region (OWWA-NCR) joined the โ€œBayanihan para sa Balikbayang Manggagawa: A National Reintegration Network and Job Fair (BBM-NRN)โ€, led by the Department of Migrant Workersโ€“National Capital Region (DMW-NCR) in partnership with the City Government of Manila.

The initiative brought together returning and repatriated Overseas Filipino Workers (OFWs) and various government agencies, employers, and partner institutions to provide accessible employment opportunities, reintegration assistance, and information on government programs and services.

As part of the activity, OWWA-NCR established the Migrantโ€™s Brew: Alagang OWWA Kapihan at Kabuhayan Center, offering complimentary coffee and providing OFWs with convenient access to information and assistance through the OWWA Helpdesk. The initiative served as a platform for engaging with returning OFWs and connecting them with relevant OWWA programs and services.

The activity highlighted the value of a whole-of-government and multi-sectoral approach in addressing the needs of returning migrant workers and their families. By bringing together government agencies, local government units, private sector partners, employers, and other stakeholders, the initiative strengthened efforts to facilitate the reintegration of OFWs and expand opportunities for employment, livelihood, skills development, and sustainable economic participation.

The participation reflects the agencyโ€™s continuing commitment to supporting OFWs throughout their migration journeyโ€”not only while they are employed abroad, but also upon their return as they transition back to their families and communities.

Through sustained collaboration and responsive service delivery, OWWA-NCR continues to advance its mandate of ensuring that returning OFWs receive the assistance, opportunities, and support they need to rebuild their lives and pursue sustainable futures in the Philippines.
