Romulo (CPR) Library serves as a resource center on international relations, diplomacy and other related subjects to support the information needs of its target users. The CPR Library caters to the DFA and FSI, other government and non-government institutions, and the academe. It provides reference services for inquiries and literature searching as well as other information services to its users.

In 1995, it was renamed Carlos P. Romulo Library in honor of Carlos P. Romulo, the secretary of foreign affairs who served the longest term.
