Preparing for Excellence in Barangay Peacekeeping Initiatives

The Department of the Interior and Local Government (DILG) Region IV-A CALABARZON successfully conducted the TOP TANOD 2026 Orientation via Zoom Teleconference on June 1, 2026 which was attended by DILG Field Offices and members of the Provincial Audit Committees (PACs).

The activity aimed to orient DILG Field Offices and PACs on the program guidelines, assessment process, documentary requirements, and implementation timelines to ensure the effective and uniform conduct of TOP TANOD 2026 across the region.

Through strengthened coordination and preparedness, DILG IV-A as chair of the Regional Management Coordinating Committee (RMCC) remains committed to promoting responsive and exemplary barangay peacekeeping mechanisms across CALABARZON.

2026 Child-Friendly Local Governance Audit Regional Table-Top Assessment

The Department of the Interior and Local Government IV-A, together with the members of the Regional Inter-Agency Monitoring Task Force IV-A: RSCWC IV-A, DSWD IV-A, DOH IV-A, NNC IV-A, DEPDev IV-A, and PSWDO Representatives of Cavite, Laguna, Batangas, Rizal, and Quezon, conducted the two-day 2026 Child-Friendly Local Governance Audit (CFLGA) Regional Table-top Assessment on May 28-29, 2026 at Solano Hotel, Lipa City, Batangas.

The CFLGA is a result-based assessment tool and mandatory audit that evaluates LGU performance in delivering social services and programs for child and youth welfare, focusing on the five basic services for children: SURVIVAL, DEVELOPMENT, PROTECTION, PARTICIPATION, and GOVERNANCE, while also serving as a tool to localize and ensure proper nutrition, provide access to quality learning opportunities for early childhood and basic education, and improve ethical child and adolescent engagement.

Passing the CFLGA will grant Local Government Units the prestigious Seal of Child-Friendly Local Governance (SCFLG), honoring their efforts in creating a child-friendly CALABARZON. It serves as a recognition of excellence for LGUs that demonstrate exceptional dedication to the well-being of children.

Ang National Tax Allotment (NTA) ay ang bahagi ng mga LGU sa koleksyon ng national taxes na awtomatikong ibinibigay ng pambansang pamahalaan upang magamit sa pagpapatupad ng mga programa, proyekto, at serbisyo para sa mamamayan. Dati itong tinatawag na Internal Revenue Allotment (IRA), ngunit pinalitan ito bilang NTA matapos ang desisyon ng Korte Suprema sa Mandanas-Garcia Case, kung saan inatasan na isama hindi lamang ang internal revenue taxes kundi ang kabuuan ng national taxes sa pagkukuwenta ng bahagi ng mga LGU simula FY 2022.

Ginagamit ang NTA upang pondohan ang mga pangunahing serbisyo at pasilidad ng LGU, lalo na ang mga devolved functions mula sa national government. Ayon din sa batas, hindi bababa sa 20% ng NTA ay dapat ilaan sa mga development projects na nakapaloob sa development plans ng LGU, tulad ng imprastraktura, serbisyong panlipunan, at iba pang programang pangkaunlaran para sa komunidad.

DILG IV-A congratulates all Local Councils for the Protection of Children (LCPCs) from 75 cities/municipalities and 2 provinces that garnered the Ideal Functionality Rating for 2026 LCPC Functionality Assessment.

Pursuant to DILG Memorandum Circular No. 2021-039, entitled โ€œComprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the LCPC at All Levels and for Other Purposes,โ€ all LGUs in the region were assessed based on their performance in carrying out the roles and functions of the LCPC. The assessment focused on four (4) major areas: (1) Organizational Sustainability; (2) Policies and Plans for Children; (3) Budget for LCPC; and (4) Service Delivery, Monitoring, and Management for Children.

To monitor and evaluate the performance of the LCPCs, Inter-Agency Monitoring Task Forces (IMTFs) were created at the city/municipal, provincial, and regional levels. All component cities and municipalities were assessed by their respective Provincial IMTFs, while highly urbanized cities (HUCs) and provinces were assessed by the Regional IMTF.

The Regional IMTF is chaired by DILG and co-chaired by the Department of Social Welfare and Development (DSWD), with members from the Regional Sub-Committee for the Welfare of Children (RSCWC) Secretariat, Department of Economy, Planning, and Development (DEPDev, formerly NEDA), Department of Health (DOH), National Nutrition Council (NNC), Department of Education (DepEd), Philippine Information Agency (PIA), Council for the Welfare of Children (CWC), and Open Heart Foundation Worldwide, Inc. as the CSO partner with the participation of Regional Juvenile Justice and Welfare Committee (RJJWC) Secretariat.
