LOOKING BEYOND REINTEGRATION TOWARDS SUSTAINABLE PEACE: A REGIONALLY INITIATED ACTIVITY ON STRENGTHENING THE IMPLEMENTATION OF THE ENHANCED COMPREHENSIVE LOCAL INTEGRATION PROGRAM (ECLIP)

The DILG CALABARZON, under the leadership of Regional Director Ariel O. Iglesia, CESO III, spearheaded the regionally initiated activity, “Looking Beyond Reintegration Towards Sustainable Peace: Strengthening the Implementation of the Enhanced Comprehensive Local Integration Program (ECLIP),” on September 1-2, 2026 at Hotel Marciano, City of Calamba, Laguna. It aimed at strengthening convergence, coordination, and the delivery of reintegration interventions across the region.

The activity brought together members of the Provincial and Highly Urbanized City (HUC) ECLIP Committees, as well as regional line agencies comprising the RTF-ELCAC ECLIP and Amnesty Program Cluster.

Usec. Angelito M. De Leon, Chairperson of Task Force Balik-Loob and Sec. Lope B. Santos III, Cabinet Officer for Regional Development and Security (CORDS) for CALABARZON graced the occasion and delivered messages of support and commitment. Their presence reaffirmed the government’s strong commitment to advancing reintegration efforts, strengthening inter-agency convergence, and sustaining the whole-of-nation approach toward lasting peace and inclusive development in CALABARZON.

A significant highlight of the activity was the awarding of ECLIP assistance to Friends Rescued from the provinces of Rizal and Quezon. The two-day activity featured sessions on the regional security situation and threat landscape in CALABARZON, NAP-UPD 2025–2028, ECLIP policy foundations and operational guidelines, and the optimization of the ECLIP Information System (ECLIP-IS).

Culminating the activity was the Formulation of the ECLIP Cluster Operational Plan for CY 2027, translating shared learning and commitments into concrete and coordinated actions for stronger ECLIP implementation.

PRESS RELEASE | DILG to LGUs: Enforce preemptive, forced evacuations as heavy rains threaten floods, landslides

The Department of the Interior and Local Government (DILG) on Saturday strongly urged local government units (LGUs) to enforce preemptive and forced evacuations, particularly in flood- and landslide-prone areas, as heavy rains continue across parts of Luzon and Visayas due to the Southwest monsoon enhanced by a Low-Pressure Area (LPA).

Layunin ng gawain na palakasin ang kaalaman at kakayahan ng mga opisyal ng barangay, miyembro ng BESWMC, at iba pang lokal na stakeholder sa pagbuo, pagpapatupad, at pagsubaybay ng mga epektibong programa at Barangay Solid Waste Management (SWM) Plans. Sa pamamagitan ng mga talakayan, pagbabahagi ng mga karanasan, at pagpaplano, binigyang-diin ang mahalagang papel ng mga barangay sa pagsusulong ng responsableng pamamahala ng basura at pagpapatupad ng Republic Act No. 9003, o ang Ecological Solid Waste Management Act of 2000.

Sa mas matatag na BESWMC at konkretong SWM Plans, patuloy nating isulong ang mas malinis, mas luntian, mas ligtas, at mas matatag na pamayanan.
