🐾💚 STRENGTHENING PARTNERSHIPS FOR ANIMAL WELFARE AND PSYCHOSOCIAL WELL-BEING

The Parañaque City Veterinary Services Office (VSO) was pleased to conduct a "Rabies Awareness and Animal Bite Treatment and Management" Lecture for the personnel and patients of the Parañaque Anti-Drug Abuse Holding and Diagnostic Center, upon their request and invitation.

Beyond promoting rabies prevention and responsible animal interaction, we look forward to strengthening our partnership through the proposed introduction of Emotional Support Animals (ESAs) for individuals undergoing rehabilitation.

Through this initiative, we hope to foster a meaningful bond between people and animals, providing both an opportunity for healing, companionship, and improved psychosocial well-being.

At the heart of this partnership is a shared vision: that caring for animals can also help nurture human well-being, and that both people and animals deserve compassion, dignity, and a chance for a better life. 💚🐶

Humane Animal Handling and Rescue Seminar at BFP Parañaque City 🐾

The Veterinary Services Office (VSO) conducted a seminar on “Humane Animal Handling and Rescue for Companion Animals and Wildlife” at the Bureau of Fire Protection (BFP) Parañaque City.

The activity aimed to strengthen participants’ knowledge and skills in safely and compassionately handling and rescuing animals while promoting animal welfare and public safety.

To our dear VSO-AWV / Animal Welfare Volunteers, please do not get tired of helping us find homes for the animals that get into our custody as we perform our public health and safety duties as Rabies, Animal Welfare, and Wildlife Responders (RAWWR) in the City of Parañaque.

We are planning a 1:1 Adopt-a-Pound Dog (or sponsor a dog or cat) Program for those animals that are already brought to the shelters we coordinate with.

Dear VSO-AWV ☕️🐾:

In line with the City Government’s continued commitment to promoting animal welfare, public health, and responsible pet ownership, the following are the objectives of the Parañaque City Veterinary Services Office–Animal Welfare Volunteers (VSO-AWV):

1. To implement responsible feeding practices and proper Trap-Neuter-Vaccinate-Return and Rehome (TNVR) programs in communities to ensure humane and sustainable population management of stray and free-roaming animals.

2. To transform community-fed animals into community-owned animals by facilitating their microchipping and official registration under the VSO-AWV, thereby promoting accountability and long-term care.

3. To provide assistance and ensure active cooperation with barangays in the effective enforcement of City Ordinance No. 23-26, otherwise known as the "Veterinary Code of the City of Parañaque".

4. To assist the VSO in Information, Education, and Communication (IEC) campaigns on Rabies Prevention, Animal Welfare, Wildlife Response, Responsible Pet Ownership, Humane Population Management, and Adoption Drives.

5. To promptly report incidences of animal bites and suspected rabid animals to the appropriate authorities, ensuring that the Local Government Unit (LGU) can take timely and appropriate action.

All concerned who are included in our Batch 1, 2 and 3, are hereby enjoined to support and cooperate in achieving these objectives for the welfare of both animals and the community.

🐾 Why Animal Pounds Cannot Simply Be Abolished

1. IT IS A LEGAL AND PUBLIC-SAFETY FUNCTION
Animal pounds are part of the government’s responsibility to control stray, roaming, impounded, and potentially rabies-infected animals. They provide a lawful facility where animals can be safely secured, assessed, and properly managed.

2. IT HELPS ESTABLISH ACCOUNTABILITY AND IDENTIFICATION
Through registration, vaccination, and microchipping, the government can establish a link between an animal and its owner. This is especially important for lost pets, bite incidents, abandonment, and ownership disputes.

3. IT REGULATES RESPONSIBLE PET OWNERSHIP
Registration and related fees create a mechanism for documenting pet ownership and ensuring compliance with local regulations. It also provides a formal process for qualified individuals who wish to adopt animals under government custody.

4. IT PROVIDES A MECHANISM FOR ENFORCEMENT
Without an established animal-control facility and system, enforcing laws against abandonment, neglect, irresponsible ownership, roaming animals, and other violations becomes much more difficult. Fines, penalties, impoundment, and other lawful measures need an implementing mechanism.

5. IT CAN SERVE AS AN ANIMAL HEALTH & WELFARE CENTER
A modern pound can be more than a place where animals are confined. It can become a venue for essential veterinary and animal-welfare services, including:
🐶 Vaccination
🐱 Parasite control and deworming
💉 Spay or castration
📍 Microchipping and registration
🩺 Basic veterinary consultation
🏥 Emergency/basic animal care
🤝 Community-based rescue and rehabilitation
🏠 Responsible pet adoption
📋 Animal identification and records

The bigger point
The answer is not to abolish animal pounds—it is to transform them.

From a traditional “impounding facility” into a modern Animal Control, Adoption, and Veterinary Welfare Center that protects:
PEOPLE • ANIMALS • PUBLIC HEALTH • COMMUNITY

A city without an effective animal-control facility does not eliminate the problem of stray and abandoned animals—it can simply remove the place where government can lawfully intervene, document, treat, identify, reunite, enforce, and rehome.

Animal pounds should evolve, not disappear. 🐾💚
