Northeastward at 15 km/h. Southwest Monsoon affecting Northern and Central Luzon.

Forecast Weather Condition: Metro Manila will have cloudy skies with scattered rains and
thunderstorms

Caused by: Southwest Monsoon

Possible Impacts: Possible flash floods or landslides due to moderate to at times heavy rains

THE LOW PRESSURE AREA NORTHWEST OF BATANES HAS DEVELOPED INTO TROPICAL DEPRESSION ESTER.

• Location of Center (4:00 AM)
The center of Tropical Depression ESTER was estimated based on all available data at 225 km West of Itbayat, Batanes (22.1°N, 120.2°E).

• Intensity: Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa

• Present Movement: Northeastward at 20 km/h

• Extent of Tropical Cyclone Winds: Strong winds extend outwards up to 280 km from the center.

Heavy Rainfall Outlook

• Refer to Weather Advisory No. 25 issued at 5:00 AM today for the heavy rainfall outlook due to TC ESTER and the
Southwest Monsoon.

TRACK AND INTENSITY OUTLOOK

•It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone

•Tropical Depression ESTER is forecast to move northeastward and will make landfall over the southwestern coast of Taiwan today. It will then continue moving generally northeastward and exit the Philippine Area of Responsibility (PAR) tomorrow (05
June) morning before heading towards southern Japan.

• ESTER may maintain its strength as it traverses the southern portion of Taiwan. Afterwards, it will steadily intensify and may reach tropical storm category by tomorrow while over the East China Sea.

The Parañaque City Disaster Risk Reduction and Management Office (DRRMO) successfully conducted the 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐀𝐜𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐞 (𝐂𝐀𝐃𝐑𝐄) 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 – 𝐁𝐚𝐭𝐜𝐡 𝟕 𝐟𝐫𝐨𝐦 𝐉𝐮𝐧𝐞 𝟏-𝟒, 𝟐𝟎𝟐𝟔, for the members of the 𝐏𝐚𝐫𝐚ñ𝐚𝐪𝐮𝐞 𝐂𝐢𝐭𝐲 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐞 𝐂𝐥𝐮𝐬𝐭𝐞𝐫.

CADRE, a course under the Program for Enhancement of Emergency Response (PEER) that was developed by the US Agency for International Development through its Office of US Foreign Disaster Assistance in collaboration with the American Red Cross and Asian Disaster Preparedness Center, is designed to equip community and lay responders with the necessary knowledge and skills needed for safe disaster and emergency response.

Throughout the training, participants from 𝐁𝐮𝐫𝐞𝐚𝐮 𝐨𝐟 𝐅𝐢𝐫𝐞 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧, 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐏𝐨𝐥𝐢𝐜𝐞, 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧, 𝐂𝐢𝐭𝐲 𝐕𝐞𝐭𝐞𝐫𝐢𝐧𝐚𝐫𝐲 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐎𝐟𝐟𝐢𝐜𝐞, 𝐂𝐢𝐭𝐲 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐍𝐚𝐭𝐮𝐫𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬, 𝐎𝐬𝐩𝐢𝐭𝐚𝐥 𝐧𝐠 𝐏𝐚𝐫𝐚ñ𝐚𝐪𝐮𝐞, 𝐚𝐧𝐝 𝐧𝐞𝐰𝐥𝐲 𝐡𝐢𝐫𝐞𝐝 𝐩𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥 𝐨𝐟 𝐏𝐚𝐫𝐚ñ𝐚𝐪𝐮𝐞 𝐃𝐑𝐑𝐌𝐎 were introduced to the operational sequence of a community responder, including securing their own families and preparing for response. They were taught how to gather critical information, formulate action plans, search for and locate possible trapped victims, and execute safe evacuation and transport procedures.

In times of disaster, community members are often the first responders. By equipping them with the necessary skills, the city’s response capacity will be strengthened, fostering a more prepared and resilient community.

The Parañaque City Disaster Risk Reduction and Management Office (DRRMO), through its Mission 4K: Kapihan sa Komunidad program, successfully conducted a Disaster Preparedness Orientation for the residents of 𝐆𝐊 𝐐𝐮𝐞𝐞𝐧 𝐄𝐥𝐢𝐳𝐚𝐛𝐞𝐭𝐡 𝐈𝐈 𝐕𝐢𝐥𝐥𝐚𝐠𝐞, 𝐓𝐢𝐦𝐨𝐭𝐡𝐲 𝐃𝐮𝐥𝐨, 𝐌𝐮𝐥𝐭𝐢𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐕𝐢𝐥𝐥𝐚𝐠𝐞, 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐌𝐨𝐨𝐧𝐰𝐚𝐥𝐤.

The activity aimed to raise awareness and enhance the community's preparedness for various hazards and emergencies by providing essential information on disaster risk reduction and management. Residents were equipped with practical knowledge on disaster preparedness measures, emergency response protocols, family preparedness planning, and the importance of community participation in building a safer and more resilient neighborhood.

The Parañaque City Disaster Risk Reduction and Management Office (DRRMO) promptly responded to a report of an individual requiring medical assistance due to a laceration on the left leg.

Upon arrival at the scene, the response team immediately assessed and provided initial medical care to the patient. After ensuring the individual's condition was stable for transport, the patient was safely conveyed to OSPAR II for further medical evaluation and treatment.
