Under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, government offices are required to post a Citizen’s Charter.

The Citizen’s Charter shows:

𝗪𝗛𝗘𝗥𝗘𝗩𝗘𝗥 𝗧𝗛𝗘 𝗥𝗢𝗔𝗗 𝗟𝗘𝗔𝗗𝗦, 𝗦𝗛𝗘 𝗦𝗘𝗥𝗩𝗘𝗦

Every day, Ms. Haydee Wang takes her place on the road—under the heat, amid moving vehicles, and alongside motorists and pedestrians who depend on traffic enforcers to help keep the streets safe and orderly.

But her journey to this work was far from ordinary.

Before joining the Traffic and Parking Management Office (TPMO), Ms. Wang spent several years in Japan, where she was involved in missionary work and studied at a Bible school. Those years shaped her faith and gave her a deeper understanding of what it means to help others.

For her, where she is matters less than what she can do for the people around her.

“𝘕𝘢𝘯𝘪𝘯𝘪𝘸𝘢𝘭𝘢 𝘢𝘬𝘰 𝘯𝘢 𝘮𝘢𝘺 𝘥𝘢𝘩𝘪𝘭𝘢𝘯 𝘬𝘶𝘯𝘨 𝘣𝘢𝘬𝘪𝘵 𝘵𝘢𝘺𝘰 𝘪𝘯𝘪𝘭𝘢𝘭𝘢𝘨𝘢𝘺 𝘯𝘨 𝘋𝘪𝘺𝘰𝘴 𝘴𝘢 𝘪𝘴𝘢𝘯𝘨 𝘭𝘶𝘨𝘢𝘳. 𝘒𝘶𝘯𝘨 𝘯𝘢𝘴𝘢𝘢𝘯 𝘮𝘢𝘯 𝘢𝘬𝘰, 𝘨𝘶𝘴𝘵𝘰 𝘬𝘰 𝘱𝘢 𝘳𝘪𝘯𝘨 𝘮𝘢𝘬𝘢𝘵𝘶𝘭𝘰𝘯𝘨 𝘢𝘵 𝘮𝘢𝘨𝘭𝘪𝘯𝘨𝘬𝘰𝘥 𝘴𝘢 𝘮𝘨𝘢 𝘵𝘢𝘰.”

When she returned to the Philippines, that same purpose found a different expression. She became part of the city's traffic management team, taking on a job that demands patience, alertness, and courage.

It is work that can be physically demanding and, at times, difficult. There are long hours on the road, unpredictable situations, and motorists with different attitudes. Still, Ms. Wang remains committed to doing her part—one shift, one intersection, and one road user at a time.

Her experience also challenges the usual expectations of what women can do in frontline work.

“𝘉𝘪𝘭𝘢𝘯𝘨 𝘣𝘢𝘣𝘢𝘦, 𝘬𝘢𝘺𝘢 𝘳𝘪𝘯 𝘯𝘢𝘵𝘪𝘯𝘨 𝘨𝘢𝘸𝘪𝘯 𝘢𝘯𝘨 𝘮𝘨𝘢 𝘵𝘳𝘢𝘣𝘢𝘩𝘰𝘯𝘨 𝘯𝘢𝘯𝘨𝘢𝘯𝘨𝘢𝘪𝘭𝘢𝘯𝘨𝘢𝘯 𝘯𝘨 𝘵𝘢𝘱𝘢𝘯𝘨 𝘢𝘵 𝘭𝘢𝘬𝘢𝘴. 𝘔𝘢𝘢𝘢𝘳𝘪 𝘵𝘢𝘺𝘰𝘯𝘨 𝘮𝘢𝘮𝘶𝘯𝘰, 𝘨𝘶𝘮𝘢𝘸𝘢 𝘯𝘨 𝘥𝘦𝘴𝘪𝘴𝘺𝘰𝘯, 𝘢𝘵 𝘮𝘢𝘨𝘭𝘪𝘯𝘨𝘬𝘰𝘥 𝘴𝘢 𝘬𝘢𝘱𝘸𝘢.”

For Ms. Wang, however, keeping people safe does not end with enforcement. It also begins with awareness.

She encourages everyone on the road to stay focused, be mindful of their surroundings, and remember that even small choices can have serious consequences.

Under the leadership of Mr. Rey Murillo, the TPMO continues to carry out its work on the streets, with frontline personnel like Ms. Wang helping make everyday journeys safer for the community.

Her story reminds us that our paths in life do not always unfold the way we expect. Sometimes, the road changes. The place changes. Even the work changes.

But the reason for being there can remain the same: to be of help, to make a difference, and to serve.

Wherever the road leads, Ms. Wang chooses to serve.

Good news for LGUs! Under the new guidelines, the 20% Development Fund (DF) may now be used for projects that help address the impact of the country’s energy emergency.

These may include solar power systems, renewable energy projects, local oil storage facilities, smart and green grids, electric vehicles for public services, and other energy-saving projects.

However, the fund cannot be used for regular expenses such as fuel, electricity and water bills, and other day-to-day costs.

The new policy aims to help LGUs build cleaner, more resilient, and energy-efficient communities while keeping essential public services running.

Local government units (LGUs) can now use their 20% Development Fund (DF) for projects aimed at cushioning the impact of the country’s energy crisis, under new guidelines jointly issued by the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and Department of Finance (DOF).

The new policy allows LGUs to use their Development Fund for the construction and/or establishment of local oil storage facilities; expansion of renewable energy projects and smart and green grid systems; and procurement of electric vehicles (EVs) for health services, uniformed services, and disaster risk preparedness and response operations.

Projects may also include the construction and installation of solar photovoltaic systems and infrastructure, as well as other applicable energy efficiency projects recommended by the Inter-Agency Energy Efficiency and Conservation Committee.

Under DBM-DOF-DILG Joint Memorandum Circular No. 1 dated August 4, 2026, LGUs may fund development-oriented and capital-intensive projects that support the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Framework.

The UPLIFT Framework was adopted under Executive Order (EO) No. 110, s. 2026, following President Ferdinand R. Marcos Jr.’s declaration of a State of National Energy Emergency. It provides a unified government response to safeguard energy stability, economic continuity, and public welfare.

The JMC supplements an earlier directive governing the appropriation and use of the 20% DF, giving LGUs greater flexibility to align local resources with the UPLIFT Framework and undertake interventions that mitigate the effects of the energy emergency.

LGUs are likewise encouraged to coordinate with relevant national government agencies to ensure that local interventions complement existing programs and provide additional support to sectors or areas not sufficiently covered by national or local initiatives.

The DILG emphasized that energy efficiency and conservation projects funded under the 20% DF must be integrated into local planning, investment programming, budgeting, and reporting mechanisms, including the Local Energy Efficiency and Conservation Plan.

The fund, however, cannot be used for recurring expenses such as fuel purchases, electricity and water bills, and other day-to-day administrative costs.

Through the newly issued guidelines, LGUs can mobilize local investments toward cleaner, more resilient, and energy-efficient communities while helping cushion the impact of global energy uncertainties on local economies and the delivery of essential public services.

The DILG Parañaque Field Office, in partnership with the City Government of Parañaque, conducted “Justice at the Frontlines: Empowering the Lupon Tagapamayapa for Peaceful Communities” on August 25, 2026, at the Parañaque City People’s Hall, bringing together members of the Lupong Tagapamayapa from all 16 barangays of the city.

Mayor Edwin L. Olivarez emphasized the importance of people-centered governance, continuous capacity development, and collaboration among local officials, barangay leaders, government agencies, organizations, and communities in delivering responsive and meaningful public service.

Meanwhile, City Director John A. Visca, CESO V discussed the changing needs of communities, generational differences, digital communication, and the importance of understanding government functions in providing responsive services. He also highlighted proper handling and referral of community concerns, as well as the importance of respect, dignity, participation, and inclusive spaces.

The session on the Barangay Justice System covered the role and functions of the Lupon Tagapamayapa, proper handling of complaints and disputes, and the appropriate referral of cases beyond barangay jurisdiction. Discussions also touched on small claims under OCA Circular No. 69-2022, Anti-VAWC (RA 9262), the Safe Spaces Act or Anti-Bastos Law, and concerns involving children and their protection, survival, and development.

The discussion further connected community-based governance with broader concerns such as poverty reduction, sustainable development, local autonomy, and people-centered local governance, emphasizing the responsibility of local government and community leaders in addressing present challenges and shaping a better future for Parañaqueños.

In the busy streets of Baclaran, keeping the community safe, clean, and orderly is never a one-person job.

For Roma M. Bagul, Head of the Barangay Task Force Baclaran, service means being present and ready whenever the community needs help.

With 24 members working in shifts, the Task Force provides additional support to the barangay tanods—assisting with traffic, clearing streets of garbage, responding to emergencies, and addressing community concerns.

During the rainy season, their role becomes even more important. Roma shared how the Task Force joins patrols and responds to flooding, often among those who are first on the ground to help clear garbage and debris and assist residents.

“𝘚𝘢 𝘥𝘢𝘮𝘪 𝘯𝘨 𝘤𝘰𝘯𝘤𝘦𝘳𝘯𝘴, 𝘬𝘢𝘮𝘪 𝘢𝘯𝘨 𝘱𝘶𝘮𝘶𝘱𝘶𝘯𝘰,” Roma shared.

Their work also extends beyond emergencies. They help de-escalate disputes, assist with concerns in schools, and coordinate with the Barangay’s Muslim Affairs Office, drawing from their familiarity with the community.

For Roma, public service is also about building good relationships with the people they serve.

“𝘋𝘢𝘱𝘢𝘵 𝘮𝘢𝘣𝘶𝘵𝘪 𝘵𝘢𝘺𝘰 𝘮𝘢𝘬𝘪𝘴𝘢𝘮𝘢 𝘴𝘢 𝘵𝘢𝘰 𝘬𝘢𝘴𝘪 𝘢𝘯𝘨 𝘢𝘬𝘪𝘯, 𝘬𝘶𝘯𝘨 𝘵𝘢𝘨𝘰𝘴 𝘴𝘢 𝘱𝘶𝘴𝘰 𝘮𝘰, 𝘨𝘢𝘯𝘰𝘰𝘯 𝘥𝘪𝘯 𝘢𝘯𝘨 𝘣𝘢𝘭𝘪𝘬 𝘴𝘢’𝘺𝘰.”

Having been part of the Baclaran community since 1986, Roma has witnessed how much can be asked of those who serve on the ground. Yet, for him, the responsibility remains simple: be present, be ready, and help where you can.

This Sunday, we shine the spotlight on Roma M. Bagul and the Barangay Task Force Baclaran—a team working behind the scenes, filling the gaps and showing up when the community needs them most.

Because sometimes, public service is simply about being there.
