🏠 EMPOWERING KASAMBAHAY THROUGH KNOWLEDGE, SAFETY, AND RIGHTS
The Parañaque Workers Affairs Office (PWAO), through its Gender and Development (GAD) Program, successfully conducted the seminar “Kasambahay na May Alam, Ligtas at May Laban sa Parañaque — Walang Maiiwan” on August 27, 2026, at the People’s Hall Event Center, Parañaque City.
The activity focused on empowering domestic workers by equipping them with essential knowledge about their rights, benefits, workplace safety, and legal protection, while promoting a safe, dignified, and supportive working environment for every kasambahay.
📚 KEY TOPICS DISCUSSED
The seminar featured two important areas of learning:
🦺 Occupational Safety and Health (OSH) for Kasambahay
The discussion also emphasized:
• Identification of workplace hazards
• Safe working conditions
• Proper use of protective equipment
• Health and wellness
• Accident prevention and safety practices
📖 Kasambahay Law — Republic Act No. 10361 (Batas Kasambahay)
Participants were oriented on:
• Rights and benefits of kasambahays
• Work hours and rest periods
• Social security benefits, including SSS, PhilHealth, and Pag-IBIG
• The importance of a written employment contract
• Rules and considerations concerning termination of service
These sessions were designed to help kasambahays better understand their rights and responsibilities while encouraging them to prioritize their safety and well-being in the workplace.
🎤 PROGRAM HIGHLIGHTS
The program commenced with a prayer and the singing of the National Anthem, followed by the opening remarks of Ms. Llalane Mendoza.
Messages of support and encouragement were also delivered by representatives of local officials, including Ms. Majel Co, representative of Hon. Cong. Eric L. Olivarez, and Hon. Coun. Enrico T. Golez.
Representing Hon. Mayor Edwin L. Olivarez, Mr. Juancho Fajardo, OIC of the City Barangay Operations Office (BOO) of the Mayor, shared an inspiring message for the kasambahays. He also gave the participants a special treat by singing for them, making the occasion even more meaningful and memorable.
👨🏫 RESOURCE SPEAKERS
The participants were given valuable insights by two distinguished resource speakers:
🗣️Ms. Genevieve de Guzman
Labor Relations Unit Head and Senior Labor and Employment Officer of DOLE-MTPLFO, who discussed Occupational Safety and Health (OSH) for Kasambahay, highlighting the importance of hazard awareness, prevention, and maintaining a safe working environment.
🗣️Atty. Danny L. Gapasin, Jr.
Executive Director of the IBP PPLM Chapter, who discussed Republic Act No. 10361 or the Domestic Workers Act (Batas Kasambahay), providing participants with a deeper understanding of their rights, benefits, and protections under the law.
💚 CLOSING MESSAGE
The activity concluded with a meaningful closing message from Ms. Shella B. Bernal, MMPA, OIC of the Parañaque Workers Affairs Office.
She expressed her gratitude to everyone who contributed to the success of the two-day GAD Program for Kasambahays and emphasized the importance of providing domestic workers with accessible information and meaningful learning opportunities.
She also shared the future programs and initiatives of PWAO, reaffirming the office’s commitment to continuously provide assistance, education, and programs that respond to the needs of workers in Parañaque.
More importantly, Ms. Bernal emphasized that knowledge is an important form of protection. Understanding one's rights, responsibilities, and available benefits enables workers to make informed decisions, recognize unfair practices, and seek appropriate assistance when needed.

The seminar serves as a reminder that kasambahays are workers whose rights, dignity, safety, and welfare deserve recognition and protection.
