The Domestic Workers of The Philippines San Isidro Parañaque took their oath of Office

In a significant stride toward empowering local domestic workers, marking the beginning of a dedicated effort to champion the welfare and rights of domestic helpers in the community.
The solemn induction ceremony was presided over by San Isidro Barangay Captain Noel Japlos. The event was further highlighted by the presence of Ms. Shella Bernal, Officer-in-Charge of the Parañaque Workers Affairs Office (PWAO), who represented the local city government in supporting the initiative.
During the proceedings, Barangay Captain Japlos administered the oath to the newly elected officers, who were led by their hardworking Association President, Ms. Evangeline Seguila. President Seguila’s leadership has been central in mobilizing local domestic workers and bringing their needs to the forefront of barangay affairs.
Following the oath-taking ceremony, a brief strategic meeting was convened between barangay officials, PWAO representative, and the newly inducted officers. Discussions focused heavily on developing targeted local programs designed to uplift the living and working conditions of kasambahays across Barangay San Isidro.
Kapitan Japlos reaffirmed his unwavering commitment to the organization, promising full barangay support for their upcoming endeavors, community drives, and welfare projects. Expressing strong backing from the city level, Ms. Bernal highlighted the Parañaque local government's alignment with national labor standards, reassuring the organization of continuous assistance, capability-building workshops, and access to city-provided social services.

🌿 A Greener Parañaque: Groundbreaking of the Parañaque City Park Urban Greening Project

Today, Ms. Shella B. Bernal, OIC of the Parañaque Workers Affairs Office (PWAO), attended the Ground Breaking Ceremony of the Parañaque City Park Proposed Urban Greening Project (Green Green Green Project) located underneath the C5 Link along Dr. A. Santos Avenue, Parañaque City.

The ceremony was also attended by various Department Heads, representatives, and personnel from different offices and branches of the Local Government of Parañaque, demonstrating the collective support of the local government for initiatives that promote sustainable development and improve the quality of life of Parañaqueños. 🤝💚

🌳 Why is the Urban Greening Project Important?

The Parañaque City Park is envisioned to transform an underutilized space into a safe, accessible, and environmentally friendly public area where residents and visitors can enjoy greenery and open spaces.

The City Government of Parañaque, in partnership with the Department of Agriculture, Parañaque Workers Affairs Office, and Consumer Welfare Office, successfully held the "Kadiwa para sa Manggagawa: Abot-kayang Ani, Alay sa Masipag na Manggagawa" at Gedcor, Irasan Brgy. San Dionisio, Parañaque today!

This initiative brings high-quality, fresh agricultural produce and essential goods directly to workers right at their place of work—offering top-tier products at budget-friendly prices.

Our dedicated workers and buyers came from participating companies and tenants in Gedcor, including F2 Logistics, Nickel A Lending Company, Freight Options, Inc., JCPA Customs Brokerage, TSL Freight Movers, Inc., and Gedcor Admin, along with employees from other nearby businesses.

Why is this activity important?

🤝 A Meaningful Act of Generosity for Parañaque Families

The City Government of Parañaque, through the Parañaque Workers Affairs Office (PWAO), extends its heartfelt gratitude to Lady Kara Collection, Inc. for its generous donation of two truckloads of undergarments to help Parañaqueños in need.

The donation was personally delivered by Ms. Kueenie Co, daughter of the owner of Lady Kara Collection, Inc., together with the company’s General Manager, Ms. Manulyn Lagundi, and was formally received by Ms. Shella B. Bernal, MMPA, OIC of the Parañaque Workers Affairs Office (PWAO), and Atty. Arvin Tapia, OIC of the General Services Office (GSO).

This generous contribution will provide much-needed assistance to Parañaque residents affected by flooding, fire incidents, and other difficult circumstances. ⚖️ Myths vs Facts: Employer-Employee Relationship

❌ MYTH #6:

Companies can avoid labor compliance by labeling regular staff as “freelancers” or “independent contractors.”

✅ THE FACT:

The label of a contract does not determine the true nature of the employment relationship.

Under the Four-Fold Test recognized by the Department of Labor and Employment (DOLE) and Philippine courts, the employment relationship may be determined by factors such as:
🔹 Who selected and hired the worker
🔹 Who pays the worker’s wages
🔹 Who has the power to dismiss the worker
🔹 Who controls the worker’s performance of duties—particularly how, when, and where the work is performed.

When the circumstances establish an employer-employee relationship, the worker may be entitled to the rights and benefits provided under Philippine labor laws, regardless of what the contract calls them.

What matters is not the label—it is the actual working relationship.

🇵🇭 HOLIDAY ADVISORY | NATIONAL HEROES DAY

The Parañaque Workers Affairs Office (PWAO) informs the public that our office will be CLOSED on Monday, August 31, 2026, in observance of National Heroes Day, a Regular Holiday nationwide.

💼 PRIVATE SECTOR HOLIDAY PAY RULES

For employees in the private sector covered by the holiday-pay provisions of the Labor Code:

🔹 If the employee does not work:
➡️ The employee shall receive 100% of their daily wage, provided they were present or on paid leave on the workday immediately preceding the holiday.

🔹 If the employee works:
➡️ The employee shall receive 200% of their daily wage for the first 8 hours.

🔹 If the holiday falls on the employee's rest day and they work:
➡️ The employee shall receive an additional 30% of the 200% holiday rate, or 260% of the daily wage for the first 8 hours.

🔹 For work beyond 8 hours:
➡️ Overtime work is subject to an additional 30% of the hourly rate on the holiday/rest-day rate, as applicable.

📌 Reminder: Holiday pay rules may be subject to applicable exemptions and specific employment arrangements.

🏠 EMPOWERING KASAMBAHAY THROUGH KNOWLEDGE, SAFETY, AND RIGHTS

The Parañaque Workers Affairs Office (PWAO), through its Gender and Development (GAD) Program, successfully conducted the seminar “Kasambahay na May Alam, Ligtas at May Laban sa Parañaque — Walang Maiiwan” on August 27, 2026, at the People’s Hall Event Center, Parañaque City.

The activity focused on empowering domestic workers by equipping them with essential knowledge about their rights, benefits, workplace safety, and legal protection, while promoting a safe, dignified, and supportive working environment for every kasambahay.

📚 KEY TOPICS DISCUSSED

The seminar featured two important areas of learning:

🦺 Occupational Safety and Health (OSH) for Kasambahay

The discussion also emphasized:
• Identification of workplace hazards
• Safe working conditions
• Proper use of protective equipment
• Health and wellness
• Accident prevention and safety practices

📖 Kasambahay Law — Republic Act No. 10361 (Batas Kasambahay)

Participants were oriented on:
• Rights and benefits of kasambahays
• Work hours and rest periods
• Social security benefits, including SSS, PhilHealth, and Pag-IBIG
• The importance of a written employment contract
• Rules and considerations concerning termination of service

These sessions were designed to help kasambahays better understand their rights and responsibilities while encouraging them to prioritize their safety and well-being in the workplace.

🎤 PROGRAM HIGHLIGHTS

The program commenced with a prayer and the singing of the National Anthem, followed by the opening remarks of Ms. Llalane Mendoza.

Messages of support and encouragement were also delivered by representatives of local officials, including Ms. Majel Co, representative of Hon. Cong. Eric L. Olivarez, and Hon. Coun. Enrico T. Golez.

Representing Hon. Mayor Edwin L. Olivarez, Mr. Juancho Fajardo, OIC of the City Barangay Operations Office (BOO) of the Mayor, shared an inspiring message for the kasambahays. He also gave the participants a special treat by singing for them, making the occasion even more meaningful and memorable.

👨‍🏫 RESOURCE SPEAKERS

The participants were given valuable insights by two distinguished resource speakers:

🗣️Ms. Genevieve de Guzman
Labor Relations Unit Head and Senior Labor and Employment Officer of DOLE-MTPLFO, who discussed Occupational Safety and Health (OSH) for Kasambahay, highlighting the importance of hazard awareness, prevention, and maintaining a safe working environment.

🗣️Atty. Danny L. Gapasin, Jr.
Executive Director of the IBP PPLM Chapter, who discussed Republic Act No. 10361 or the Domestic Workers Act (Batas Kasambahay), providing participants with a deeper understanding of their rights, benefits, and protections under the law.

💚 CLOSING MESSAGE

The activity concluded with a meaningful closing message from Ms. Shella B. Bernal, MMPA, OIC of the Parañaque Workers Affairs Office.

She expressed her gratitude to everyone who contributed to the success of the two-day GAD Program for Kasambahays and emphasized the importance of providing domestic workers with accessible information and meaningful learning opportunities.

She also shared the future programs and initiatives of PWAO, reaffirming the office’s commitment to continuously provide assistance, education, and programs that respond to the needs of workers in Parañaque.
