Strengthening Communities: The Future of "Balay Silangan" and the Unified Fight Against Illegal Drugs

On February 25, the ADAC Federation’s 2nd Consultative Meeting in Taguig City brought together key leaders, including Hon. Mayor Maria Laarni L. Cayetano, representatives from PDEA, DILG, and DOH, and ADAC focal persons from across NCR, to discuss the future of community-based rehabilitation and local anti-drug initiatives. A major highlight of the discussion was the "Balay Silangan" program, a transformative approach designed not just for rehabilitation but for genuine reintegration into society. Leaders evaluated the 2024 Anti-Drug Abuse Council Performance Audit, reviewed upcoming initiatives from PDEA and DOH, and finalized ADAC’s Mission and Vision to ensure alignment with national strategies. Beyond policies and performance metrics, the dialogue emphasized the critical role of local communities in sustaining long-term recovery efforts.
This gathering underscored one fundamental truth: Rehabilitation is not just about breaking free from substance dependence—it’s about rebuilding lives, restoring dignity, and ensuring a safer future for all. Every effort, every policy, and every program must work toward a society where second chances lead to lasting transformation.
