PANAY MDRRM OPCEN ADVISORY

The public is hereby informed that light-to-moderate transboundary haze originating from fires in Kalimantan, Indonesia, is currently affecting parts of Western Visayas, including Capiz, due to seasonal prevailing winds. The Department of Environment and Natural Resources (DENR) and local health authorities are actively monitoring the local Air Quality Index (AQI) levels.

Here are a few quick tips to help protect yourself from the harmful effects of transboundary haze.

Panay MDRRM Operations Center Advisory

As of 2:00 PM today, 30 August 2026, Tropical Depression "PILANDOK" (LPA 08j) is being monitored inside the Philippine Area of Responsibility (PAR).

Another low-pressure area (LPA 08l) is being monitored outside the PAR and has a MEDIUM chance of developing into a tropical depression.

Meanwhile, the low-pressure area (LPA 08K), formerly "SAUDEL," has a MEDIUM chance of redeveloping into a tropical depression. It is still being monitored outside the PAR.

All are advised to monitor updates from DOST-PAGASA.

It is more precise as it utilizes Doppler radar technology to track real-time rainfall intensity, making it highly effective for immediate decision-making in flood-prone areas. A π–πžπšπ­π‘πžπ« 𝐀𝐝𝐯𝐒𝐬𝐨𝐫𝐲, on the other hand, covers a 24-hour period but is issued only at the provincial level. It provides a broader outlook on potential weather disturbances but lacks the short-term accuracy of π‡πžπšπ―π² π‘πšπ’π§πŸπšπ₯π₯ π–πšπ«π§π’π§π π¬. β€œPILANDOK” MAINTAINS ITS STRENGTH AS IT MOVES NORTHWESTWARD SLOWLY OVER THE SEA EAST OF EXTREME NORTHERN LUZON.

The center of Tropical Depression PILANDOK was estimated based on all available data at 1,180 km East of Extreme Northern Luzon (20.8Β°N, 133.3Β°E).
β€’ Intensity
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa

The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
β€’ Today (30 August): Most of Luzon and Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Misamis Oriental, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.
β€’ Tomorrow (31 August): Most of the country
β€’ Tuesday (01 September): Most of Luzon and Visayas, Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Misamis Oriental, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.

HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook

Up to rough seas over the following coastal waters:
β€’ Up to 4.0 m: The western seaboard of Babuyan Islands.
β€’ Up to 3.5 m: The seaboards of Batanes, Ilocos Norte, Ilocos Sur, and Zambales; the northern seaboard of Babuyan Islands; the western seaboards of Pangasinan and Bataan.
β€’ Up to 3.0 m: The seaboard of Lubang Islands; the western seaboards of northern La Union, Cavite, Batangas, northern Occidental Mindoro, and Kalayaan Islands.
β€’ Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under
these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
β€’ Up to 2.5 m: The western seaboard of northern Palawan including Calamian Islands; the eastern seaboard of Davao Oriental; the remaining seaboard of Kalayaan Islands; the remaining western seaboard of Occidental Mindoro.
β€’ Up to 2.0 m: The seaboards of Isabela, Antique, Surigao del Sur, and Davao Occidental; the southern seaboards of Iloilo and Guimaras; the western seaboard of Negros Occidental; the remaining seaboards of Babuyan Islands and Davao Oriental; the remaining western seaboard of mainland Palawan.
β€’ Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
β€’ It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to β€œOther Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
β€’ PILANDOK is forecast to move west northwestward tomorrow (31 August) before turning generally northwestward for the remainder of the forecast period. This tropical cyclone is less likely to make landfall over the country and will remain far from the Philippine landmass.
β€’ PILANDOK is expected to be a short-lived tropical cyclone and is forecast to remain a tropical depression throughout the forecast period before weakening into a remnant low over the Philippine Sea south of the southern islands of Japan on Tuesday (01 September).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 11:00 PM today.
