A coordination and exploratory meeting was convened on April 29, 2026 by City Councilor Raquel โAte Kayโ Pineda, author of the 9th Sangguniang Panlungsod Resolution requesting the City Mayor to create a Technical Working Group (TWG) to study, develop, and recommend the implementation of a paperless transaction system in the City Government of San Fernando, Pampanga. The meeting aimed to initially identify, discuss, and map out strategies for the study, development, and eventual ex*****on of the proposed digital transformation initiative.
Presided over by Councilor Pineda alongside Councilor Jayson Sicat, the meeting gathered key department heads and representatives essential to the initiative. Among those present were City General Services Officer Engr. Mike Quizon, Jr., City Information and Communications Technology Officer Atty. James Francis Villanueva, City Planning and Development Coordinator Mr. Paolo Israel Franco, EnP, City Human Resource Management Officer Mr. Gian Carlo Angeles, City Administratorโs OfficeโBusiness License and Permit Division Chief Mr. Salvador Cariรฑo, City Treasurer Ms. Mary Ann Bautista, City Legal Officeโs Atty. Cornelio Tallada, Jr., and SP Secretary Atty. Joeriz Balatbat, along with key personnel and support staff from the CICTO and the Office of the Sangguniang Panlungsod.
Discussions centered on the intent of the resolution to establish a TWG that will conduct a comprehensive assessment of existing document processing systems, evaluate the cityโs technological infrastructure and cybersecurity readiness, and review applicable laws and best practices on digital governance. The body also explored opportunities to integrate electronic document management systems, digital signatures, online submission platforms, and automated workflows to streamline government transactions.
The proposed shift to a paperless transaction system is anchored on improving efficiency, transparency, and responsiveness in public service. It is expected to reduce processing time and operational costs, enhance document tracking and records management, ensure data privacy and security, and contribute to environmental sustainability by minimizing paper usage. The TWG, once created, is also expected to formulate a policy framework and implementation plan, including a draft ordinance institutionalizing paperless transactions within the city government.
With the open and effective communication between the executive and legislative branches of the city government, led by City Mayor Vilma B***e-Caluag and Vice Mayor Brenz Gonzales, along with the members of the 9th Sangguniang Panlungsod and all department heads, initiatives such as this continue to be advanced for the benefit of the city and in the service of Fernandinos.
