The Juvenile Justice and Welfare Council (JJWC), through the National Coordination, Monitoring and Information Management Division (NCMIMD), conducted a Training of Trainers (ToT) on the Juvenile Justice and Welfare Management Information System (JJMIS) Monitoring and Evaluation (M&E) Subsystem on April 20 to 23 in Quezon City.

With participants from the Regional Juvenile Justice and Welfare Committees (RJJWC), the training will prepare them for the upcoming rollout of the system to the local government units (LGUs).

The Regional Juvenile Justice and Welfare Committee (RJJWC) VIII successfully spearheaded the “Young Leaders Forum on the Juvenile Justice and Welfare Act (JJWA)” in celebration of the 20th Anniversary of the enactment of Republic Act No. 9344, as amended, otherwise known as the Juvenile Justice and Welfare Act of 2006.

The activity gathered student leaders from various universities in Eastern Visayas, including Leyte Normal University and Visayas State University–Tolosa Campus. Youth leaders from the Pag-asa Youth Association of the Philippines (PYAP) Tacloban and Basey Chapters also actively participated in the forum.

The Young Leaders Forum aimed at enhancing the participants’ awareness and understanding of the salient provisions of RA 9344, as amended, and to encourage greater youth participation in promoting the law’s legislative intent and advocacies.

Through interactive activities and workshop sessions, the participants shared valuable insights and recommendations on strategies to strengthen public awareness and effective implementation of the law. Student leaders from the AB Political Science and BS Social Work programs of Leyte Normal University contributed substantial inputs on policy recommendations and welfare-centered approaches.

Meanwhile, youth leaders from the BS Criminology program of Visayas State University–Tolosa Campus presented recommendations on strengthening law enforcement mechanisms in relation to the law’s implementation. The PYAP Tacloban and Basey Chapters also provided meaningful contributions on advocacy and awareness-raising initiatives.

The activity served as a platform to strengthen youth participation in nation-building and decision-making processes that directly affect their welfare and future.

Training: Eight (😎 hours of training in monitoring, and evaluation, policy/program development, juvenile justice and welfare
Experience: Two (2) years of experience in monitoring and evaluation, policy/program development, LGU or inter-agency coordination, juvenile justice and welfare
Job Summary:
The Social Welfare Officer III shall be the focal person of the RJJWC in the region, providing assistance and support to the RJJWC in performing its mandate, duties and functions, in accordance with RA 9344 as amended and its IRR. He/She oversees the implementation of programs, projects, and activities identified in the RJJWC work and financial plan. He/She likewise coordinates with the RJJWC member agencies, with other partners and stakeholders at the LGU levels, and with the National Secretariat.

Children in Conflict with the Law (CICL) and other vulnerable sectors may soon receive stronger support and better access to justice under a proposed ordinance seeking to institutionalize the Cebu City Justice Zone.

It aims to improve coordination among justice agencies, fast-track case resolution, reduce jail congestion, strengthen legal support programs, and promote rehabilitation-focused programs for minors and first-time offenders.
