Job Summary:
The Social Welfare Officer III shall be the focal person of the RJJWC in the region, providing assistance and support to the RJJWC in performing its mandate, duties and functions, in accordance with RA 9344 as amended and its IRR. He/She oversees the implementation of programs, projects, and activities identified in the RJJWC work and financial plan. He/She likewise coordinates with the RJJWC member agencies, with other partners and stakeholders at the LGU level, and with the National Secretariat.

Ito ang naging sandigan ni John Mark Daradal, 25, simula noong siya ay ma-admit sa DSWD Field Office VIII Regional Rehabilitation Center for Youth (RRCY) sa edad na 16.

Mahigit apat na taon siyang nanatili sa center hanggang sa siya ay makalabas noong 2021. Sa panahong iyon, natutunan niyang hindi lamang ang magbago, kundi ang maniwala na may kinabukasang naghihintay sa kanya.

Sa pamamagitan ng holistic na mga programa at serbisyo ng RRCY—mula sa physical, social, emotional, at spiritual development hanggang sa edukasyon at life skills—unti-unting nabuo ang kanyang panibagong pananaw sa buhay.

Nang malaman niyang may Alternative Learning System (ALS) sa loob ng center, agad niyang niyakap ang pagkakataong makapag-aral muli. “Mali, pero hindi pa katapusan. Meron pa akong pag-asa.” Ipinagpatuloy niya ang kanyang pag-aaral, hanggang sa nakapag-mainstream siya sa high school sa pamamagitan ng partnership ng center at TSAT.

Para kay John Mark, ang RRCY ay naging kaniyang “training ground”—isang lugar kung saan inihanda niya ang sarili para sa muling pagbabalik sa komunidad. Paglabas ng center, hindi natapos ang kanyang paglalakbay. Pinili niyang kumuha ng Bachelor of Science in Social Work sa Leyte Normal University.

Sa kabila ng pangamba at takot na baka tingnan siya ng iba ayon sa kanyang nakaraan, nagpatuloy siya. Sa bawat hakbang, dala niya ang isang paniniwalang natutunan niya sa kanyang paglalakbay: “Man has the capacity to change.” At ngayon, mula sa pagiging isang Child in Conflict with the Law (CICL), isa na siyang Registered Social Worker (RSW).

Para kay John Mark, hindi pa ito ang katapusan. Isa pa lamang itong panibagong simula—at pangarap niyang balang araw, makapaglingkod sa mga kabataang dumaraan sa parehong landas na minsan niyang tinahak. “Kung kaya ko, kaya ninyo rin.”

Ito ang mensaheng nais niyang iparating sa kanyang mga kapwa kabataan sa center: huwag mawalan ng pag-asa. Ang nakaraan ay hindi kailangang maging hangganan ng iyong kinabukasan. Dahil minsan, ang isang pagkakataon, tamang paggabay, at taong handang maniwala sa iyo ay sapat upang makita mong may pag-asa pa.

At sa bawat batang binibigyan ng pagkakataong magbago, may isang kinabukasang muling nabubuo.

DSWD Official Statement on the Shooting Incident in Banga, South Cotabato
September 18, 2026

The Department of Social Welfare and Development (DSWD) extends its deepest sympathies to the families of those who lost their lives and to all those affected by the shooting incident in a school in Banga, South Cotabato on Friday (September 18).

DSWD Field Office 12 - SOCCSKSARGEN is already in coordination with the local government unit of Banga and other concerned agencies. The DSWD social workers are also in the hospital where the injured students were brought. Psychosocial support and psychological first aid will be given to all affected individuals to help them cope with the trauma, grief, and distress during this difficult period.

The DSWD stands in solidarity with the families and the community of Banga and remains committed to providing the care, protection, and support they need to recover and move forward.
