Romano Cardiño has directed police units in Leyte to further strengthen operational readiness, coordination, and the delivery of police services during his official command visit and conference with the Leyte Police Provincial Office (LPPO) on Tuesday, Oct. 6.

The meeting focused on the review of ongoing police operations, organizational concerns, and measures to address emerging security issues in the province.

PBrig. Gen. Cardiño emphasized the importance of effective command and control, operational preparedness, and stronger coordination among police units to maintain peace and order and ensure prompt police response to community concerns.

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 (PRO-8), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, successfully intercepted a suspect for violation of Republic Act No. 10883, also known as “New Anti-Carnapping Act of 2016,” during a checkpoint operation in Brgy. 94-Basper, Tacloban City, today, October 7, 2026.

The suspect was identified as alias “Denz,” 18, unemployed, and a resident of Tacloban City. He was intercepted during a checkpoint operation while driving a black RUSI VOLT 125, which had earlier been reported missing from its parked location in Brgy. 93-Bagacay, Tacloban City. Upon verification, the owner, positively identified the motorcycle as his property.

The successful arrest underscores the effectiveness of intensified checkpoint operations conducted by personnel of the Tacloban City Police Station 2 (PS-2) and the Regional Highway Patrol Unit 8 (RHPU-8).

The suspect and the recovered motorcycle were subsequently taken into police custody for proper documentation and disposition.

This accomplishment is in line with the directive of the Chief, Philippine National Police (PNP), PGEN JOSE MELENCIO C NARTATEZ JR, to strengthen police visibility, intensify law enforcement operations, and ensure the safety and security of communities across the country.

Meanwhile, RD CARDIÑO commended the operating personnel for the successful arrest and recovery of the motorcycle. “Our intensified checkpoint operations are vital in preventing criminal activities and ensuring that stolen vehicles and those responsible for such offenses are promptly identified and apprehended. We will continue to strengthen police visibility and law enforcement efforts to keep our communities safe,” he said.

CAMP KANGLEON, PALO, LEYTE – In line with the PNP directives to strengthen administrative and operational effectiveness, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, conducted his Official Command visit and Conference at the LPPO held at Conference Room Kuta Kankabato, San Jose, Tacloban City, on October 6, 2026.

The event brought together the PRO 8 Command Group, Regional Staff, Provincial and Special Staff, Force Commanders, Chiefs of Police of the cities and municipalities of Leyte, and representatives from the Criminal Investigation and Detection Group (CIDG) to review ongoing police operations, address organizational concerns, and discuss matters related to the delivery of police services in the province.

During the conference, PBGEN CARDIÑO underscored the importance of effective command and control, operational readiness, and close coordination among police units in addressing emerging security concerns and maintaining peace and order. Anchored on the S.A.F.E Eastern Visayas – Dial 911 Program initiative, he emphasized the need to sustain responsive police operations, strengthen coordination, and ensure prompt delivery of police services to communities.

“Ang patuloy na presensya ng kapulisan, maagap na pagpapatupad ng batas, at matibay na koordinasyon ay mahalaga sa pagpapanatili ng kapayapaan at kaayusan, gayundin sa pagtitiyak ng maagap at maaasahang serbisyo. Tugunan natin ang mga usaping operasyonal at patuloy na pagbutihin ang ating pagiging epektibo at pagtugon sa mga pangangailangan ng ating komunidad,” he said.

PRO 8 reaffirmed its commitment to strengthening police operations and ensuring that every police unit remains responsive to the needs of the community, in line with the PNP’s thrust of providing “Serbisyong Mabilis, Tapat, at Nararamdaman.”

CARDIN̈O BRINGS S.A.F.E. SUCCESS FROM NEGROS TO EASTERN VISAYAS

A police program becomes meaningful when people know that help is not far away when they need it most.

That is the bigger story behind PBGen. Romano Cardiño’s launch of S.A.F.E. Eastern Visayas DIAL 911 in Palo, Leyte.

This is not simply another program being unveiled with a logo, speeches and a pledge of commitment.

Cardiño is bringing to Eastern Visayas a police service concept he had already conceptualized and implemented during his previous assignment as regional director of the Police Regional Office Negros Island Region.

There, S.A.F.E. NIR DIAL 911 became one of the signature initiatives of his brief but results-driven leadership.

From its launch through August 16, the emergency line received 364 calls that resulted in 53 arrests, demonstrating that a hotline becomes meaningful when calls are quickly connected to police action.

The concept is straightforward. S.A.F.E. means Seen, Appreciated, Felt and Extraordinary Police Service.

But Cardiño's message goes beyond visibility. He wants people to feel that the police are accessible, responsive and ready to act when emergencies happen.

Now, he is bringing that experience to Eastern Visayas.

The October 6 launch in Leyte is only the first step.

PRO-8 plans succeeding activities in the different provincial and city police offices, creating a regionwide system designed to bring emergency assistance closer to communities.

The program covers situations ranging from crimes and accidents to fires, medical emergencies and disasters.

This is where Cardiño's leadership becomes particularly interesting.

He did not simply leave an initiative behind when he transferred from Negros to Eastern Visayas. He carried it with him, refined it and expanded its reach.

That suggests continuity of purpose rather than continuity of position.

Cardiño is essentially saying that a successful police practice should not end when a regional director moves to another command. If it works for one community, it deserves the opportunity to serve another.

And Eastern Visayas is now the next testing ground.

Anchored on the Focused Agenda of Philippine National Police Chief PGen. Jose Melencio “Tateng” Nartatez Jr., S.A.F.E. Eastern Visayas puts a simple responsibility in the hands of the police — when people call for help, somebody must be ready to respond.

That is why DIAL 911 should never become just a number.

Under Cardiño's approach, it becomes a promise. A promise that police presence will be seen. A promise that service will be appreciated. A promise that action will be felt.

And a promise that extraordinary service should be delivered even when nobody is watching.

Cardiño has already tested the idea in Negros. Now he wants Eastern Visayas to feel it.

CAMP KANGLEON, PALO, LEYTE – In the pursuit of sustained and effective police operations, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, apprehended a barangay chairwoman for eight counts of Failure of Accountable Officer to Render Accounts in Brgy. Bunacan, San Julian, Eastern Samar, on October 6, 2026.

The suspect was identified as alias “Lorna,” a 67-year-old punong barangay and a resident of San Julian, Eastern Samar. She was arrested by virtue of a warrant of arrest dated October 1, 2026, for eight counts of Failure of Accountable Officer to Render Accounts under Article 218 of the Revised Penal Code, with a total recommended bail of Php144,000.00.

The successful operation was conducted by personnel of the San Julian Municipal Police Station (MPS), together with the Eastern Samar Police Provincial Office–Provincial Intelligence Unit (ESPPO-PIU) and the 801st Maneuver Company (MC), Regional Mobile Force Battalion 8 (RMFB-8).

PBGEN CARDIÑO lauded the operating units for the successful operation and urged sustained intelligence-driven efforts and strong coordination in enforcing warrants.

“We will continue to strengthen our operations and ensure that warrants of arrest are properly served, while upholding due process and the rule of law. Every police operation must contribute to accountability, public trust, and the delivery of responsive police service to our communities,” RD CARDIÑO said.

The suspect was subsequently brought to the San Julian MPS for proper disposition and appropriate legal proceedings.

CAMP KANGLEON, PALO, LEYTE — In line with the intensified campaign against wanted persons, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, arrested two of the Top10 REGIONAL Most Wanted Persons (MWPs) in operations conducted across Eastern Visayas on October 6, 2026.

Among the significant gains was the arrest conducted by personnel of the Ormoc City Police Station 6 arrested alias “Macky,” a 31-year-old laborer and resident of Ormoc City, who was ranked No. 2 Regional-Level MWP. He was arrested by virtue of warrants of arrest for two counts of Statutory R**e, with no recommended bail for each case.

Meanwhile, personnel of OCPS5, together with the Ormoc City Police Office-City Intelligence Unit (OCPO-CIU), Regional Intelligence Unit 8 (RIU-8), and Anti-Kidnapping Group–Visayas Field Unit (AKG-VFU) Ormoc Satellite Office, arrested alias “Rodel,” a 44-year-old resident of Ormoc City, who was classified as the Region’s No.4 MWP. He was arrested by virtue of a warrant of arrest issued on October 2, 2026, for Murder, with no recommended bail.

All arrested suspects are currently under police custody and will be turned over to the issuing courts for further proceedings.

RD CARDIÑO emphasized sustained police operations and inter-unit coordination in ensuring that wanted persons face the charges filed against them. “Our intensified manhunt operations reflect our commitment to ensuring that wanted persons are located and brought before the law. Through sustained police operations and strong coordination among our units, we will continue to pursue those with standing warrants and uphold peace and order in Eastern Visayas,” he said.

CAMP KANGLEON, PALO, LEYTE – In line with the intensified campaign against criminal activities, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN ROMANO V CARDIÑO, Regional Director, arrested high-profile suspects and confiscated suspected shabu and fi***rm following a buy-bust operation conducted in Leyte and Tacloban on October 5, 2026.

In Tabango, Leyte, personnel of the Leyte Police Provincial Office–Provincial Drug Enforcement Unit (LPPO-PDEU), together with the Tabango Municipal Police Station (MPS) and Provincial Intelligence Unit–LPPO, arrested three suspects identified as alias “Lui,” 33, listed in the Regional Priority Target List (RPTL) and classified as a High-Value Individual (HVI); alias “Alex,” 37, listed as an HVI; and alias “John,” 20, also classified as an HVI. All are residents of Tabango, Leyte.

Seized from the suspects were 43 heat-sealed transparent plastic sachets containing suspected shabu, with an estimated weight of 8.6 grams and a Dangerous Drugs Board (DDB) value of Php58,480.00. Also confiscated were one .45 caliber with one inserted magazine and five live am******on, and one undetermined revolver fi***rm.

Meanwhile, in Tacloban City, personnel of the Tacloban City Police Office (TCPO) Police Station 3 arrested alias “Marco,” 34, who is listed in the RPTL, during a separate buy-bust operation. Confiscated from the suspect were approximately 24 grams of suspected shabu, with an estimated DDB value of PHP 163,200.00.

All arrested suspects are now under police custody and will face appropriate charges for violations of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, and Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act.

PBGEN CARDIÑO commended the operating units for their coordinated efforts and reiterated PRO 8’s commitment to intensifying law enforcement operations against illegal drugs, illegal fi***rms, and other criminal activities. “Patuloy nating palalakasin ang ating intelligence-driven at koordinadong mga operasyon upang mapanatiling ligtas ang ating komunidad laban sa ilegal na droga at hindi mga lesinsyadong mga baril. Mananatiling nakatuon ang ating mga kapulisan sa pagsusulong ng mas ligtas at mas mapayapang Eastern Visayas,” he said.
