PALAPAG, NAG-UWI NG 34 NA MEDALYA SA KATATAPOS NA IKA-4 NA SIGLAKAS FESTIVAL

CATARMAN, NORTHERN SAMAR — Setyembre 7, 2026. Nag-uwi ng mga medalyang ginto, pilak, at tanso ang delegasyon ng Palapag sa katatapos na ika-4 na SigLakas (Sigla at Lakas Sports and Games) Festival, na nilahukan ng labing-isang (11) atletang persons with disabilities (PWDs), kasama ang kanilang mga magulang at g**o.

Ang SigLakas Festival ay isinagawa sa pangunguna ng NORFIL Foundation, Inc., katuwang ang Provincial Government of Northern Samar, Department of Education – Schools Division of Northern Samar, at Provincial Persons with Disability Affairs Office. Ginanap ang aktibidad sa 803rd Infantry “Peacemaker” Brigade, Philippine Army, Camp Agustin Sumoroy, Barangay Dalakit, Catarman, Northern Samar.

Sa kanilang matagumpay na paglahok sa iba't ibang paligsahan, nagbunga ito sa kabuuang tatlumpu’t apat (34) na medalya, na binubuo ng anim (6) na medalyang ginto, labing-walo (18) na medalyang pilak, at sampung (10) medalyang tanso.

Ang kanilang pagganap sa ika-4 na SigLakas Festival ay nagsisilbing inspirasyon sa buong komunidad na patuloy na itaguyod ang inklusibong palakasan, pantay na oportunidad, at aktibong pakikilahok ng mga persons with disabilities sa iba't ibang larangan.

September 5, 2026 | Operation Smile Philippines Brings Free Comprehensive Cleft Care to Northern Samar

CATARMAN, NORTHERN SAMAR — September 5, 2026. Six persons with cleft lip and/or palate from the Municipality of Palapag joined fellow prospective beneficiaries from the 24 municipalities of Northern Samar during the pre-screening for the Operation Smile Philippines–Cebu Comprehensive Cleft Care Center of Excellence held today at the Ibabao Hall, Provincial Capitol, Catarman.

Operation Smile Philippines - Cebu Center of Excellence, an international non-governmental medical organization providing free comprehensive cleft care services, conducted the pre-screening as part of its initiative to extend specialized cleft care to individuals across the province.

The participants, accompanied by their respective parents or guardians, underwent the initial assessment to determine their eligibility for comprehensive cleft care services.

The initiative is being carried out in partnership with the Provincial Government of Northern Samar (PGNS), Provincial Health Office (PHO), Provincial Social Welfare and Development Office (PSWDO), and Provincial Persons with Disability Affairs Office (PPDAO), with the participation and support of the local government units of the province’s 24 municipalities.

The PDAO Palapag expressed its warmest appreciation to Operation Smile Philippines for bringing this valuable healthcare initiative to Northern Samar and creating greater opportunities for persons with cleft lip and/or palate to access specialized medical services.

The office likewise thanked Mayor Florence Fawa Batula, Municipal Mayor; Atty. Lorajean A. Alamin-Chy, Municipal Administrator; Dr. Haydee Evardone, Private Secretary; Ms. Hydie Picardal, Municipal Social Welfare and Development Officer; and Ms. Marivic C. Rivera, Administrative Aide, for their unwavering support in facilitating the participation of Palapag beneficiaries and providing transportation allowance to and from the venue.

The activity highlights the continuing collaboration among government agencies, local government units, and healthcare organizations in bringing essential and specialized medical services closer to communities and ensuring that persons with disabilities and other individuals in need are given access to appropriate care.

Ang Pamahalaang Lokal ng Palapag, sa pamamagitan ng Persons with Disability Affairs Office (PDAO), ay naglulunsad ng ALALAY-PWD Program: Accessible Local Assistance for Rehabilitation and Therapy for PWDs.

Layunin ng programa na makapagbigay ng suporta sa rehabilitasyon at tulong sa physical therapy sa mga kwalipikadong Persons with Disability (PWDs) upang makatulong sa pagpapabuti ng kanilang kakayahang kumilos, pisikal na kalagayan, at kalidad ng buhay.

Ang programa ay bukas para sa mga registered Persons with Physical Disability na residente ng Palapag na nangangailangan ng physical therapy o rehabilitation services, batay sa sertipikasyon ng:

- Rehabilitation Specialist
- Licensed Physical Therapist

The Local Government Unit of Palapag, through the Persons with Disability Affairs Office (PDAO), officially kicked off the observance of the 48th National Disability Rights Week (NDRW) pursuant to Proclamation No. 597, s. 2024. This year's celebration carries the theme, "Rights First, Legislation Forward - Strategic Action for Equal Participation and Inclusive Development," which underscores the importance of advancing the rights of persons with disabilities (PWDs) through inclusive policies and meaningful participation in nation-building.

The opening program was graced by Hon. Pepito A. Laoreno, Sangguniang Bayan Member and Chairperson of the Committee on Senior Citizens and Persons with Disabilities. In his message, he encouraged the participants to remain active and responsive to the government's call for collective action in promoting the welfare, empowerment, and inclusion of persons with disabilities in the community.

Also present was Ms. Rosalinda S. Jarito, Municipal Local Government Operations Officer of Palapag, who served as the event's special guest. In her message, she emphasized the rights and privileges of persons with disabilities and recognized their valuable contributions, dedication, and commitment to building a more inclusive and accessible community for all.

The program concluded with the ceremonial hanging of the official streamer, symbolizing the start of the week-long observance. This was followed by the distribution of eight (8) kilograms of rice to all attending PWD Presidents as part of the municipality's continuing support for the PWD sector.

The observance of the 48th National Disability Rights Week reaffirms the commitment of the LGU Palapag to uphold the rights, dignity, and well-being of persons with disabilities while promoting equal opportunities, accessibility, and inclusive development in the municipality.

📢48th National Disability Rights Week 2026

The Municipal Government of Palapag, Northern Samar, through the Persons with Disability Affairs Office (PDAO), proudly joins the nation in celebrating the 48th National Disability Rights Week with the theme: "Rights First, Legislation Forward – Strategic Action for Equal Participation and Inclusive Development."

In line with this celebration, the PDAO has prepared the following activities for the week-long observance:

15 July 2026 | PDAO Palapag Distributes Quarterly Financial Assistance to PWD Presidents and Educational Assistance to PWD Students for the First Semester of Fiscal Year 2026

The Persons with Disability Affairs Office (PDAO) of LGU Palapag successfully distributed the Quarterly Financial Assistance/Incentive to Persons with Disabilities (PWD) Presidents for the Second Quarter of Fiscal Year 2026.

In addition, the PDAO distributed Educational Financial Assistance to PWD students enrolled in Grades 11 and 12, as well as college students, for the First Semester of Fiscal Year 2026.

This initiative of the Municipal Government of Palapag reflects its continued commitment to promoting the welfare of Persons with Disabilities by providing meaningful financial support for education and community leadership. Through these programs, the LGU aims to empower PWDs, encourage educational attainment, and recognize the valuable role of PWD leaders in their respective communities.

PDAO Palapag proudly participated in the Provincial PWD Congress 2026, held on June 2, 2026, at Ibabao Hall as part of the Ibabao Festival 2026. Seven delegates from Palapag, composed of PDAO personnel, Federation officers, and PWD President, attended the event, strengthening advocacy efforts and promoting empowerment, inclusion, and collaboration for persons with disabilities.

During the event, Mr. Marlo C. Capacio, Disability Affairs Officer, shared the experiences and best practices of PDAO Palapag in implementing programs and services for persons with disabilities, contributing valuable insights and inspiring fellow advocates across the province. ♿

The Persons with Disability Affairs Office (PDAO) successfully held a Special Meeting with PWD Presidents in preparation for the upcoming 2026 National Disability Rights Week celebration on July 17–23, 2026.

The meeting focused on the finalization of plans, coordination of activities, and strengthening collaboration to ensure a meaningful and inclusive celebration that promotes the rights, welfare, and empowerment of persons with disabilities in our community. ♿💙
