ACCOUNTABILITY STARTS AT THE COMMAND

Effective police leadership is not only about giving directionโ€”it is about knowing what is happening within the command, addressing gaps, and taking responsibility when standards are not met.

This principle was reinforced by the Internal Affairs Service (IAS), under the leadership of Inspector General Atty. Brigido J. Dulay, during its Proactive Inspection and Command Visit at the Camarines Sur Police Provincial Office (CSPPO), Camp Colonel Juan, Querubin Miranda, Concepcion Grande, Naga City, on August 18, 2026.

The engagement emphasized that accountability in the PNP does not begin only when an infraction is committed. It begins with leadership, supervision, and the responsibility of commanders to ensure that their personnel understand and uphold the standards expected of them.

Proactive inspections allow IAS to identify gaps, reinforce ethical standards, and engage commanders on their responsibility to maintain discipline and integrity within their respective units.

As emphasized by Inspector General Dulay, commanders have a responsibility to know what is happening within their commands. When something goes wrong and a commander knewโ€”or should have knownโ€”about it, accountability does not necessarily stop with the individual involved.

Command responsibility is both a legal obligation and a personal responsibility.

In an environment where a police action can be recorded, shared, and seen by the public within minutes, there is no substitute for doing what is right, lawful, and ethicalโ€”even when no one is watching.

The activity was attended by PCOL Tyrone R. Dotimas, Officer-in-Charge, CSPPO, together with the officers and personnel of the Camarines Sur Police Provincial Office; PBGEN Jeanne B. Panisan, Chief, Inspection and Audit Division (IAD), IAS; PCOL Dominador M. Matalang, Acting Director, RIAS 5; PLTCOL Michael Delos Reyes, Chief, Budget and Finance Accounting Section (BFAS), IAS; NUP Rostum Villanueva Agapito, Head Executive Assistant, Office of the Inspector General; and RIAS 5 Inspectors.

Through proactive engagements such as this, IAS continues to bring accountability closer to the frontlineโ€”not simply to identify mistakes, but to prevent misconduct, strengthen leadership, close gaps, and uphold the integrity of police service.

Because a stronger PNP is built when every commander leads with accountability, every police officer acts with integrity, and every member understands that the badge carries not only authority, but responsibility.

INTEGRITY IS TESTED IN THE CHOICES WE MAKE

Integrity in policing is not always tested in moments of crisis. More often, it is tested in the seemingly ordinary decisions officers makeโ€”when faced with a request, an offer, an instruction, or a situation where doing what is right may not be the easiest choice.

This was the message of Inspector General Atty. Brigido J. Dulay during the Command Visit and Proactive Inspection at the Naga City Police Office (NCPO) on August 19, 2026, as he challenged police personnel to look beyond what is merely customary or convenient and examine whether their actions truly uphold the standards of ethical policing.

Referring to the PNP 6-Point Ethical Policing Guide, IG Dulay encouraged personnel to use ethical questions as a practical guide when confronted with difficult situations: Is it lawful and just? Can I defend this action publicly without shame? Does it uphold integrity and prevent corruption? Am I being transparent and accountable? Is it honorable and fair? Is it in the best interest of the people I serve?

From accepting a โ€œsettlementโ€ instead of properly recording a complaint, to receiving a gift after an operation, or carrying out a questionable instruction at a checkpoint, the Inspector General emphasized the importance of stopping to consider not only whether something can be done, but whether it should be done.

For IG Dulay, this is where ethical policing becomes a daily practice. Integrity requires police officers to exercise sound judgment, remain accountable for their actions, and consistently place the law and the public interest above personal convenience or pressure.

The Command Visit brought together the leadership and personnel of the NCPO, led by PCOL Rizaldy L. Caballero, Acting City Director, NCPO, along with the command group, staff, and station and unit commanders. Also present was PCOL Dominador M. Matalang, Acting Director, RIAS 5.

Joining the Inspector General from the Internal Affairs Service were PBGEN Jeanne B. Panisan, Chief, Inspection and Audit Division (IAD), IAS; PLTCOL Michael Delos Reyes, Chief, Budget and Finance Accounting Section (BFAS), IAS; and NUP Rostum Villanueva Agapito, Head Executive Assistant, Office of the Inspector General.

The reminder from Naga is straightforward: ethical policing begins with the ability to recognize the right choiceโ€”and the courage to make it.

Because integrity is not measured by how easy a decision is. It is measured by whether we choose what is right when the choice matters.

Every emergency is a chance to test our readiness, improve teamwork, and strengthen our ability to serve the community.

The Zamboanga del Sur Provincial Internal Affairs Service (ZSPIAS), under the leadership and supervision of PLTCOL WEMERRA JEAN D SALDIA, Provincial Superintendent, conducted a Simulation Exercise (SIMEX) to test the readiness and response of personnel during a simulated incident.

During the exercise, a staged robbery took place at Poblacion, Guipos, Zamboanga del Sur. Deployed personnel immediately acted and started a pursuit operation after the suspect who fled from the area and established dragnet operation.

The pursuit continued until the simulated culprit was caught at Dumalinao Junction. The activity showed the importance of quick response, teamwork, communication, proper coordination, and good decision-making during police operations.

The SIMEX also gave personnel the chance to practice their duties, improve their coordination, and identify areas that need improvement. It helped strengthen their readiness to handle similar incidents in the future.

Through this activity, ZSPIAS continues to promote preparedness, discipline, professionalism, accountability, and teamwork in support of effective police service and public safety.

The Zamboanga del Sur Police Provincial Office (ZSPPO) successfully conducted the Traditional Monday Flag Raising and Awarding Ceremony this morning led by PLTCOL HEINZ L LEGASPI, AC, PIDMU at the Parade Ground, Camp Maj. Reginaldo C. Abelon, Lumbia, Pagadian City.

As part of the program, PLTCOL WEMERRA JEAN D SALDIA, Provincial Superintendent of the Zamboanga del Sur Provincial Internal Affairs Service (ZSPIAS), delivered the Internal Affairs Service (IAS) Announcement. It aims to reinforce discipline, integrity, accountability, and strict adherence to PNP policies among all personnel.
