LAMITAN CITY, BASILAN โ€“ The Balobo Limo-ok Sayugan Irrigatorsโ€™ Association (BALIMOSA IA) headed by IA President Mr. Rodel D. Sierra through IDO Jay D. Soriano convened its officers and Board of Trustees for a productive meeting focused on strengthening water management and irrigation operations amid changing weather conditions and the continuing challenges posed by climate variability on August 28, 2026. One of the key concerns discussed was the proper and equitable allocation of irrigation water, particularly in preparation for potential challenges brought about by the ongoing El Niรฑo phenomenon. IDO Jay D. Soriano also emphasized the importance of addressing water shortages and encouraged the conduct of Pintakasi, calling on all IA members to work together in cleaning and maintaining the canals to help ensure the continuous and efficient flow of irrigation water.

The meeting likewise underscored the importance of strictly implementing the IA Operations and Maintenance (O&M) Policy to ensure the proper operation and maintenance of irrigation facilities for the continued benefit of farmers. The BALIMOSA IA officers expressed their full support for a stronger bayanihan spirit, recognizing that cooperation and collective action will be essential in facing water-related challenges ahead. Through the guidance of NIA R-IX Management the unity, shared responsibility, and bayanihan, BALIMOSA IA continues to work toward reliable water distribution and sustainable irrigation service for its farmer-members.

BUKIDNON โ€” Under the guidance of NIA IX Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administration (NIA) Zamboanga del Norte Regional Sub-Office (ZDNRSO), through its Institutional Development Unit (IDU), successfully conducted a Knowledge Exchange on Entrepreneurial and Innovation Practices (KEEPI) in Bukidnon on August 28โ€“30, 2026. The three-day learning activity was participated in by the Batayan United Farmers Irrigators Association (BUFIA) of Batayan, Kalawit, Zamboanga del Norte, which was recently recognized as one of the Outstanding CY 2025 Irrigators Association (IA) awardees under the CARP Category. The delegation was composed of ten (10) BUFIA officers and board members, accompanied by twelve (12) personnel from the Institutional Development Unit of NIA ZDNRSO. The group was warmly assisted by the NIA Bukidnon Irrigation Management Office (IMO) under the management of Division Manager Engr. Armando E. Arizala, through its Supervising Institutional Development Officer (IDO) Belna M. Acobo. Their support and coordination contributed significantly to the successful implementation of the knowledge exchange activity.

The KEEPI activity provided BUFIA officers and NIA personnel with an opportunity to learn from the experiences and best practices of the Paiwag Lalawan Communal Irrigators Association in Bukidnon. The participants engaged in discussions and knowledge-sharing sessions focused on Irrigators Association management, entrepreneurship, innovation, and agricultural initiatives. The learning visit served as a platform for the participants to exchange experiences and explore practical approaches that may be adopted and enhanced within their own organization. It likewise highlighted the importance of peer-to-peer learning among Irrigators Associations in developing innovative and sustainable initiatives for their farmer-members.

The successful conduct of the KEEPI activity reflects NIA Region IX's continuing commitment to strengthening the institutional capacities of Irrigators Associations through knowledge sharing, innovation, and collaborative learning. Through initiatives such as KEEPI, NIA continues to empower IA leaders to become more capable, innovative, and entrepreneurial partners in promoting sustainable agricultural development and improved livelihood opportunities for Filipino farmers.

IPILโ€“DIPLAHAN, ZAMBOANGA SIBUGAY โ€” Under the guidance of NIA Region IX Regional Manager Engr. June Nathaniel S. Plaza and the leadership of NIA Zamboanga Sibugay Irrigation Management Office (ZSIMO) Acting Division Manager Engr. Rey M. Pinatacan, the National Irrigation Administration-ZSIMO, in coordination with the NIA Central Office and NIA Regional Office, conducted a Post-Evaluation and Monitoring of Livelihood Programs on August 25, 2026 in Ipil and Diplahan, Zamboanga Sibugay. The activity aimed to assess the status of livelihood interventions received by selected Irrigatorsโ€™ Associations, cooperatives, and farmer-beneficiaries, while gathering feedback on their implementation, progress, and benefits to the participating communities.

The evaluation was spearheaded by Ms. Lorna P. Villagonzalo, Community Development Officer III, and Mr. Swayze C. Dionaldo, Community Development Officer II, from the NIA Irrigation Development Department Central Office. The evaluation covered the Balibaan Irrigatorsโ€™ Association, Inc. of Titay CIS under a Livelihood Program, the Dansulao Multi-Purpose Cooperative under the Cooperative Livelihood Program, 40 beneficiaries from the Sibuguey Valley Irrigation System (SVIS) under the Food Staples Sufficiency Program (FSSP), and eight (8 members of the Balingasan Small Farmers SLPA under the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD), for a total of 48 beneficiaries. Through surveys and discussions, the participants shared the progress of their livelihood activities, accomplishments, experiences, challenges, and the benefits they have gained from the assistance provided. The activity also allowed the evaluation team to gather information that can help determine the sustainability of the interventions and identify areas where further guidance or coordination may be beneficial.

The post-evaluation forms part of the governmentโ€™s continuing efforts to monitor the implementation of livelihood interventions and ensure that assistance reaches its intended beneficiaries and provides meaningful support to their communities. For NIA-ZSIMO, the activity also strengthens its coordination with farmer-organizations and partner government agencies involved in livelihood and agricultural development. Through sustained monitoring, coordination, and support, NIA-ZSIMO continues to help promote opportunities that complement farming activities, strengthen farmer organizations, and contribute to improved livelihoods and sustainable development in Zamboanga Sibugay.

DIMATALING, ZAMBOANGA DEL SUR โ€” Under the guidance of Regional Manager Engr. June Nathaniel S. Plaza and with the support of IMO Manager Engr. Girlie M. Detalla, the National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) conducted a two-day Basic Leadership Development Course for the Libertad-Tiglawe Irrigators Association (IA) on August 13โ€“14, 2026, in Barangay Sumbato, Dimataling, Zamboanga del Sur. The activity formed part of NIAโ€™s continuing efforts under its Participatory Irrigation Management (PIM) program to help Irrigators Associations develop the leadership and organizational skills needed in managing their respective associations and participating in irrigation-related activities.

The Libertad-Tiglawe IA is a newly organized association and among the recipients of the CY 2026 Small Irrigation Project (SIP). The training provided an opportunity for its officers and members to gain a better understanding of leadership, teamwork, and their roles in supporting the implementation and eventual operation and maintenance of the project. Facilitated by Communal Irrigation System (CIS) Head Doroteo J. Tres Reyes, Jr., together with NIA Irrigators Development Officers (IDOs), the course included discussions and activities focused on leadership development and effective organizational management, with Assistant to the IMO Manager Engr. Marie Therese T. Taladua was also present during the activity alongside the participating IA officers and members.

The activity reflects NIA ZDS IMOโ€™s continued support for Irrigators Associations through capacity-building initiatives that encourage active participation in irrigation management and help establish strong organizational foundations for the sustainability of irrigation projects.

PAGADIAN CITY, ZAMBOANGA DEL SUR โ€” The National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO), under the guidance of Regional Manager Engr. June Nathaniel S. Plaza, paid a courtesy visit to Hon. Joseph Kim C. Yu, Representative of the First Congressional District of Zamboanga del Sur, on August 25, 2026, in Pagadian City. The visit was led by IMO Manager Engr. Girlie M. Detalla, together with Planning Engineer Engr. Kristine Claire V. Caminian, to present the proposed FY 2027 irrigation projects within the First Congressional District.

The presentation focused on proposed interventions to improve irrigation services, support agricultural productivity, and address the irrigation needs of farmers and Irrigators Associations in the district. The courtesy visit also provided an opportunity for NIA ZDS IMO and the Office of Congressman Yu to discuss priority irrigation interventions and strengthen coordination in support of the agricultural sector in the district.

The activity highlights NIA ZDS IMOโ€™s continued efforts to work closely with stakeholders and partner offices in advancing irrigation development and supporting the needs of farming communities across Zamboanga del Sur.

DIPOLOG CITY, ZAMBOANGA DEL NORTE โ€” The National Irrigation Administration (NIA), through the NIA Central Office and NIA Zamboanga del Norte Regional Sub-Office (NIA-ZDNRSO), conducted the FSSP Post-Evaluation and Monitoring of Livelihood Programs on August 25, 2026, at Hall 3, 2nd Floor, Provincial Capitol, Estaka, Dipolog City, Zamboanga del Norte. The activity aimed to assess the implementation, utilization, accomplishments, and sustainability of various livelihood programs and interventions implemented for farmer-beneficiaries in the province. The post-evaluation and monitoring activity was facilitated by the NIA validation team composed of Ms. Riza Faith G. Buraga, CDO III, and Ms. Allyza Marie B. De Paz, CDO II. Among the respondents were representatives and beneficiaries of livelihood projects funded under different program sources. From the NIA-funded interventions, Galas Irrigators' Association of Dipolog NIS-Division 4 and the District 1 Irrigators Agriculture Cooperative participated in the validation. Both associations received โ‚ฑ150,000.00 each funded under the Irrigation Management Transfer (IMT) Fund.

The validation also covered seven (7) beneficiaries of the FSSP livelihood interventions from Poblacion Godod and Lomogom Irrigators' Association. These beneficiaries provided information on the implementation and outcomes of the assistance received, including the benefits generated from the Farmers Support Services. Also included in the monitoring were two (2) Sustainable Livelihood Program Associations (SLPAs), namely Sapa Linao Zero Hunger SLPA and Balubuhan Umbay Zero Hunger SLPA, whose livelihood interventions were funded under the Department of Social Welfare and Development (DSWD) SLP Fund. During the activity, the validation team gathered information from the respondents regarding the utilization of funds, status of livelihood projects, accomplishments, benefits received, and sustainability of the interventions. The activity also provided an avenue to identify implementation challenges, document good practices, and determine areas where further technical assistance or intervention may be necessary.

The post-evaluation forms part of NIA's continuing efforts to ensure that livelihood assistance and interventions are properly implemented and contribute to improving the economic condition of farmer-beneficiaries and strengthening the sustainability of Irrigators' Associations. Through the post-evaluation and monitoring, NIA continues to promote accountability, transparency, sustainability, and results-oriented implementation of livelihood programs, ensuring that government assistance reaches its intended beneficiaries and contributes meaningfully to agricultural development and improved livelihood opportunities in Zamboanga del Norte.

PAGADIAN CITY, ZAMBOANGA DEL SUR โ€“ The NIA Regional Office IX Institutional Development Unit (IDU) welcomes the NIA Central Office Institutional Development Divisionโ€“Operations Department (IDD-OD) as it conducts post-evaluation and impact assessment activities from August 24 to 28, 2026. The team is administering survey questionnaires to selected Irrigatorsโ€™ Associations (IAs) and cooperatives that benefited from NIA livelihood programs, including the Farming Support Services Program (FSSP), DSWD Program Convergence Budgetingโ€“Sustainable Livelihood Program (PCB-SLP), and DSWD Enhanced Partnership Against Hunger and Poverty (EPAHP). The survey will be conducted among selected beneficiaries from the NIA IX offices in Zamboanga del Sur, Zamboanga del Norte, and Zamboanga Sibugay, covering 20 percent of the beneficiaries under each program.

For the FSSP, the post-evaluation survey will assess the programโ€™s implementation, processes, outcomes, and the challenges encountered in delivering support to its beneficiaries. The impact assessments for PCB-SLP and EPAHP will examine how these livelihood interventions have contributed to the socio-economic conditions, employment opportunities, and livelihood capacities of beneficiaries. The assessments aim to provide a clearer understanding of how the programs are being implemented on the ground and the impact of the assistance on the communities they serve.

The review also includes the NIA Irrigators Association (IA) Livelihood Program, focusing on its contribution to income generation, employment opportunities, and the livelihood capacity of its beneficiaries. Through the surveys, the NIA IDD-OD aims to gather actual feedback and experiences from program beneficiaries that can help measure the results of these interventions and identify areas for improvement. The activity forms part of NIAโ€™s continuing efforts to evaluate its livelihood programs and strengthen support for farmers and their organizations.

BALINTAWAK, PAGADIAN CITY โ€“ The Zamboanga Peninsula Agriculture and Fisheries Resources, Research and Extension for Development Network (ZAFRREDN) paid a courtesy visit to NIA IX Regional Manager Engr. June Nathaniel S. Plaza and Engineering and Operations Division Acting Manager Engr. Rey M. Pinatacan on August 19, 2026, at the NIA Regional Office IX. The visit was part of the Department of Agricultureโ€“Bureau of Agricultural Research (DA-BAR)โ€™s efforts to institutionalize ZAFRREDN and strengthen collaboration among agriculture and fisheries institutions in the Zamboanga Peninsula.

During the meeting, the ZAFRREDN team presented the AFRREDN Guidelines and draft Memorandum of Understanding (MOU) for discussion. The group also exchanged views on possible areas of collaboration and discussed concerns, recommendations, and suggestions from partner institutions. These discussions are intended to help establish stronger coordination and identify programs and activities that can be jointly pursued by the participating agencies.

NIA IX continues to support initiatives that promote collaboration and strengthen research and development efforts in the region. In line with this, ZAFRREDN invited NIA IX to participate in the Training on Technical Writing and Concept Note Development for Regional R4DE on August 25โ€“26, 2026, organized by the Department of Agricultureโ€“Regional Field Office IX through ZAFRREDN. The activity is expected to enhance the capacity of participating agencies in developing research and development proposals and initiatives.

RAMON MAGSAYSAY, ZAMBOANGA DEL SUR โ€” The Campo-IV Irrigators Association, Inc. expressed its appreciation to the National Irrigation Administration (NIA) for the Solar Pump Irrigation Project serving approximately 15 hectares of farmland in Barangay Campo IV, Ramon Magsaysay, during a Turn-Out Service Area Group (TSAG) Meeting held on August 12, 2026.

The meeting was conducted by the National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) under the guidance of Regional Manager Engr. June Nathaniel S. Plaza and was led by IMO Manager Engr. Girlie M. Detalla. It was attended by the Irrigators Association officers and members, NIA Irrigators Development Officer, and NIA technical staff.

Engr. Detalla encouraged the association to take good care of their irrigation facilities and emphasized the importance of TSAG meetings as a regular venue for communication and coordination between NIA and Irrigators Associations. The meeting provided an opportunity for NIA ZDS IMO and the Campo IV IA to maintain regular coordination and discuss matters concerning the management of their irrigation facilities and service area.

MAHAYAG, ZAMBOANGA DEL SUR โ€” Guided by the leadership and continued support of NIA Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administrationโ€“Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) conducted a Clustered Turn-Out Service Area Group (TSAG) Meeting on August 11, 2026, in Barangay Tumapic, Mahayag. The meeting was led by IMO Manager Engr. Girlie M. Detalla, together with SARIS Systems Chief Melvin P. Maata, and attended by the Barangay Captain, Irrigators Association (IA) officers and members, Irrigators Development Officers (IDOs), and NIA technical personnel. Also present was Regional Office Operations Head Rosie Lyn R. Bayawa, who led the deployment and orientation of the newly hired IDO. The new IDO also had the opportunity to observe the TSAG meeting.

The TSAG meeting provided an opportunity for the Irrigators Associations to raise concerns affecting their areas and discuss these matters directly with NIA personnel. Engr. Detalla also encouraged the IAs to remain actively involved in the proper management and maintenance of their irrigation facilities. During the discussion, the Irrigators Associations raised concerns regarding drainage and other matters affecting water delivery in the area. An IA also raised a request for the possible re-routing of the waterway, which was noted for further assessment.

In response, Engr. Detalla directed the NIA technical personnel to conduct site inspections and walkthroughs of the identified areas. She also instructed the conduct of the necessary survey and field validation to assess the conditions on the ground and provide a basis for determining appropriate actions. The activity highlights NIA ZDS IMOโ€™s continued efforts to work closely with Irrigators Associations, listen to their concerns, and take appropriate actions based on actual field conditions in support of farming communities across the province.
