READ|| MOLAVE, Zamboanga del Sur โ€” in support of DOLE Secretary Francis N. Tolentinoโ€™s directives to advance workersโ€™ welfare and social protection, strengthen social dialogue, and promote responsive and accessible public service, the Department of Labor and Employment-9 (DOLE) Zamboanga del Sur Field Office (ZDSFO) convened the Molave Tripartite Industrial Peace Council (MTIPC) Quarterly Meeting on August 28, 2026, this municipality.

The activity brought together representatives from workers, employers, and government agencies sectors to strengthen collaboration, facilitate meaningful social dialogue, and promote coordinated delivery of programs and services toward sustained industrial peace and inclusive development in the municipality.

Presided over by DOLE ZDSFO Chief Aileen B. Mondejar, the meeting served as a venue for social dialogue, inter-agency coordination, and the exchange of updates on government programs and services for workers, employers, and other stakeholders.

Partner agencies presented updates on their key programs and services. Pag-IBIG Fund discussed its SAFE Loan; the Social Security System (SSS) provided updates on its office development and UPLIFT Program; while the Bureau of Internal Revenue (BIR) reminded employers of the employees' registration and TIN compliance through the Online Registration and Update System (ORUS).

Moreover, the Technical Education and Skills Development Authority (TESDA) highlighted the importance of proper skills assessment and certification and cautioned employers against accepting fraudulent certificates. The Philippine Health Insurance Corporation (PhilHealth) discussed premium contribution records and the Yaman ng Kalusugan (YAKAP) program, while the Department of Trade and Industry (DTI) presented programs supporting enterprise development, investment, and consumer protection.

The Department of Information and Communications Technology (DICT) conducted a workshop on selected artificial intelligence (AI) applications and productivity tools, including Gemini, Canvas, Deep Research, AI-assisted music creation, Gems, and Notebook LM, highlighting their potential use in research, content development, and workplace productivity.

Engr. Yusep A. Abduhasad of DOLE ZDSFO discussed key labor updates, including the second tranche of Wage Order No. RIX-24 effective June 1, 2026, and the importance of employer compliance and workersโ€™ awareness of wage entitlements. He also presented Labor Advisories Nos. 12 and 14 and Department Order No. 248-B, Series of 2026, covering child protection which reinforces existing child-protection standards; work suspension during weather disturbances that allows employers to suspend work to protect employees from imminent danger; and streamlined administration of Alien Employment Permits (AEPs) intending to promote consistency, accountability, transparency, and efficiency in the administration of AEPs nationwide.

The quarterly meeting concluded reaffirming its commitment to responsive government service, workers protection, enterprise support, and sustained tripartite cooperation toward industrial peace and inclusive economic development in Molave and Zamboanga del Sur.

PAGADIAN CITY โ€” Under the leadership of DOLE Secretary Francis N. Tolentino and in support of the priorities of President Ferdinand R. Marcos Jr. on workersโ€™ welfare and harmonious labor relations, the Department of Labor and Employment (DOLE) Regional Office No. 9, through its Zamboanga del Sur Field Office led by Provincial Chief Aileen B. Mondejar, successfully conducted a two-day forum on Freedom of Association for representatives from the Employers and Workers sectors, followed by a forum with Private Security Agencies and Guards, from August 11 to 12, 2026, and capped the series of activities with a successful Workers Organization Development Program (WODP) Level 1 Training on August 13, this city.

The activities were attended by the DOLE 9 Regional Director Albert E. Gutib, whose message highlighted the Department's strong commitment to initiatives that empower workers, strengthen workers organizations, capacitate employers and foster a meaningful engagement among stakeholders.

The forum served as an avenue for participants to deepen understanding on the fundamental principles of Freedom of Association, including the rights and responsibilities of workers and employers in promoting positive labor-management relations as well as the establishment of workers organizations.

The discussions were made-easier through the expertise of DOLE 9 Mediator-Arbiter Atty. Liza Ann Gagaracruz-Capin together with Regional Conciliation and Mediation Board (RCMB) 9 Regional Director Gerie D. Lampitco, emphasizing the importance of social dialogue, mutual respect, and the establishment of productive social relationships in the workplace.

The series of activities was further magnified through the conduct of the WODP Level 1 Training for Workers Organizations. Through interactive discussions, exercises, and practical learning activities, participants were equipped with tools and strategies that could address organizational challenges, strengthen internal systems, promote active members participation, and fostering a more responsive and well-managed workersโ€™ organizations.

The participation of representatives from various establishments underscored the continuing commitment of the labor and employment sectors in Zamboanga del Sur to uphold workers' rights while promoting responsible and progressive employment practices.

Through these events, DOLE 9 reinforces its commitment to building a more informed, empowered, and collaborative labor and employment sectors where freedom of association, workers' rights, and progressive relationships remain vital pillars of sustainable employment.
