The Bureau of Customs Collection District X enters a new chapter as District Collector Arnaldo M. Saulong formally assumes office following a ceremonial turnover held on May 13, 2026, at the Bureau of Customs Office in Macabalan, Cagayan de Oro.

District Collector Saulong succeeds Atty. Manuel O. Zurbito, Jr., who has been reassigned as the new District Collector of the Port of Zamboanga.

Prior to his new assignment, Saulong concurrently served as Director of the Trade Information and Risk Analysis Office (TIRAO) under the Post Clearance Audit Group (PCAG) and as District Collector of the Port of Subic.

In his first message to the Port of Cagayan de Oro, the second port under his stewardship, he called for the full support and cooperation of all personnel to sustain the Port's momentum in achieving its revenue targets.

"As I take on the responsibility of leading this Port, I humbly ask for your full support, cooperation, and commitment. The success of this institution will never rest on one person alone; it will always be the result of our collective dedication and shared purpose," said District Collector Saulong.

He also thanked outgoing District Collector Atty. Manuel O. Zurbito, Jr. for leaving a commendable legacy at the Port of Cagayan de Oro, recognizing his exemplary leadership and significant contributions to the Port's continued growth and accomplishments.

District Collector Saulong is the 33rd District Collector of Collection District X, which comprises the Port of Cagayan de Oro, the Sub-Port of the Mindanao Container Terminal (MCT) in Tagoloan, Misamis Oriental, and the Sub-Ports of Iligan and Ozamiz.

| The Bureau of Customs (BOC) informs all officials, employees, and individuals under Contract of Service that the normal workforce on Fridays onsite work shall resume, following the revocation of the Flexible Work Arrangement under OCOM Memo Nos. 24-2026 and 25-2026.

All concerned personnel shall return to the standard five-day onsite workweek. Offices and units operating on a 24-hour basis or under shifting schedules shall continue to observe their existing operational arrangements in accordance with applicable rules and regulations.โฉ

BOC Cuts Red Tape, Extends Importer and Broker Accreditation to 3 Years

The Bureau of Customs (BOC), under the leadership of Commissioner Ariel F. Nepomuceno and with the approval of Department of Finance Secretary Frederick D. Go, has introduced a key reform extending the accreditation validity of importers and customs brokers from one (1) year to three (3) years, in line with the directive of President Ferdinand R. Marcos Jr. to reduce red tape and improve ease of doing business.

Under the new CAO, importer accreditation will be valid for three (3) years instead of one (1) year. A one-time accreditation fee of โ‚ฑ5,000 will apply for the three-year period, reducing overall costs for importers. The BOC will grant automatic renewal to importers with at least six (6) consecutive years of good standing or those accredited under the Authorized Economic Operator (AEO) and Super Green Lane programs.

The Day of Valor

Under Republic Act No. 3022, the Day of Valor was officially declared a Philippine holiday. Passed by Congress in 1961, the law provides that the observance of Bataan Day includes a moment of silence among citizens. In 1987, Executive Order No. 203 formally renamed the holiday to Araw ng Kagitingan.

Pursuant to Proclamation No. 1006, April 9 is declared a regular holiday in observance of Araw ng Kagitingan, also known as the Day of Valor. This day honors the bravery and courage of Filipino soldiers who fought during World War II against the Japanese invasion. Observed annually on April 9, it serves as a tribute to their sacrifices and a reminder to continue striving for peace, progress, and unity while recognizing the contributions of heroes in Philippine history.

| The Bureau of Customs Collection District X, under the leadership of District Collector Atty. Manuel O. Zurbito, Jr., continues to demonstrate strong revenue performance, surpassing its assigned collection target for March 2026.

For the month, the Port generated total collections of โ‚ฑ3,469,321,718.99, exceeding its target of โ‚ฑ3,165,377,162.70. This resulted in a surplus of โ‚ฑ303,944,556.29, representing a positive deviation of 9.60%.
For this year, the Port of Cagayan de Oro has likewise maintained its upward trajectory, with total collections reaching โ‚ฑ10,693,937,033.57 from January to March. This figure surpasses the cumulative revenue target of โ‚ฑ9,618,283,942.91, posting a positive deviation of 11.18%.

District Collector Zurbito attributed the Portโ€™s strong performance to its rigorous monitoring of imported commodities and the unwavering dedication of its personnel in ensuring the accurate assessment and timely collection of duties and taxes.

He likewise commended the collective efforts of the entire workforce of the Port of Cagayan de Oro, including the Subport of the Mindanao Container Terminal led by Atty. Geniefelle Lagmay, the Subport of Iligan under the leadership of Collector Nasrudin G**o, and the Subport of Ozamiz headed by Collector Ernie Lacpao, for their vital contributions to the Portโ€™s continued success.

This accomplishment supports the priority initiatives of BOC Commissioner Ariel F. Nepomuceno and affirms the directive of President Ferdinand R. Marcos Jr. and Finance Sec. On April 6, 2026, the first Monday of the month, a flag-raising ceremony was held at the Bureau of Customs โ€“ Sub-Port of Ozamiz on the second floor of the Casa Esperanza Building. It was attended by BOC employees and intern students from Tangub City Global College (TCGC), Misamis University (MU), and John Buco Colegio de Jimenez Inc. (JBC). The program started with a prayer, followed by the Philippine National Anthem, the Panunumpa, and the pledge, led by Boarding Officer Mrs. Lorna Maxilom. After that, Acting Port Collector Mr. Ernie E. Lacpao gave the weekly announcements, followed by the March In.

The ceremony reminded everyone of their respect for the country and their identity as Filipinos. It promoted unity, patriotism, and pride in public service. The weekly report also shared important updates from partner agencies, helping support the values of the Bureau of Customs.
